Mayor Pattinson called the Special Meeting of the City Council of the City of
'Huntington Beach to order at 6:00 P.M.

RECESS - RECONVENE
Mayor Pattinson called a recess of the Council at 6:00 P.M. for the purpose of
reconvening the meeting in Room B-8. The melt' ng was reconvened at 6:08 P.M. by
the Mayor.
WYCLIFFE GARDENS SENIOR HOUSING PROJECT
Steve Kohler, Senior Housing Development Specialist introduced Mr. Terry D.
Zellhart, Deputy Director of Multi -family Development, HUD. The City Administrator
referred to the transmittal from his office on the matter dated December 26, 1978,
which had been provided to the Council. He then presented a review of the
Wycliffe Gardens ,Senior Housing Project-afid the land acquisition.
COUNCILMEN THOMAS AND SIEBERT ARRIVED AT THE MEETING OF 6:10 P.M.
Councilman Pattinson questioned the intent of the letter dated December 20, 1978,
from Yates and Nissen, Attorney at Law, representing Wycliffe Associated in the
negotiations regarding the property on which the project -will be'built. Dis-
cussion was held on the matter between.the Councils Mr. Jay J. Wall, represent-
ing Jay J. Wall and Associates, representative of Mr. Robert Zinngrabe, Delma
Corporation, owner of the property, and. Mr. Kohler. Mr. Wall commented on the
terms of the escrow agreement with which he stated Wycliffe had.not complied.
Mr. Zellhart also spoke regarding the matter.
Considerable discussion was held regarding the financial aspects of the situation,
and the Council and City Attorney also discussed the legal ramifications of the
matter. The Council then discussed aspects of the problem with Mr. Wall.
Vivian Borns, Superintendent of Recreation and Human Services, addressed Council
and urged their support of the project.
A motion was made by Siebert, seconded by MacAllister, to authorize the City to
acquire the property for a total amount of $416,135 contingent upon the acceptance
of the offer from Mr. Zinngrabe within 10 days of this date; and Doty.and Associates
filing firm commitment with HUD within 10 days from this date and within 60 days
Doty and Associates is to have firm commitment from HUD or the City will sell
back the property to Mr. Zinnegrabe and/or Delma Corporation for the purchase

price and 6% per annum interest. The motion carried by the following roll call
vote:
AYES: Thomas, MacAllister, Bailey, Siebert, Pattinson
NOES: Mandic
ABSENT: None
ADJOURNMENT
The special meeting of the City Council of the City of Huntington Beach was
adjourned by the Mayor.
