BOARD MEMBERS: LIPPS, CROSBY, OTT MINUTES: ON MOTION BY LIPPS AND SECOND BY CROSBY THE MINUTES OF THE REGULAR MEETING OF DECEMBER 20, 1978, WERE DEFERRED TO THE MEETING OF JANUARY 10, 1979 BY THE FOLLOWING VOTE: AYES: Crosby, Lipps, Ott NOES: None ABSENT: None REGULAR AGENDA ITEMS ADMINISTRATIVE REVIEW'NO. 78-122 Applicant: William J. Sullivan To permit the construction of a 5,900 square foot industrial building located on the west side of Enterprise Lane, approximately 270.feet north of Mountjoy. This request is covered by Exemption Declaration No. 74-150, adopted by the Planning Commission. Mr. William J. Sullivan, the applicant, was present. Chairman Crosby introduced the proposal to the Board. Board review found the layout substantially in compliance with code. Location and height of flag pole as well as proper setbacks on south property line were considered. Conditions of approval were discussed. ON MOTION BY LIPPS AND SECOND BY CROSBY ADMINISTRATIVE REVIEW NO. 78-122 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received December 15, 1978, shall be the approved layout, subject to the modification described herein: a. The building setback at the southerly property line shall be a maximum of two (2) inches. Minutes: H.B. If such plan complies with the modification outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. A rooftop mechanical equipment screening plan shall be submitted to the Secretary of the Board. Said plan shall indicate screen- ing of all rooftop mechanical equipment and shall delineate the type of material proposed to screen said equipment. B. GENERAL CONDITIONS: 1. Development shall comply with all applicable conditions of approval of Administrative Review No. 77-212. Williams To permit the construction of a 10,669 square foot industrial building located on the west side of Pipeline, approximately 184 feet south of Engineer. This request is covered by EIR 73-16, approved by the City Council on March 18, 1974. Mr. Arthur.B. Williams, the applicant, was present. Chairman Crosby introduced the proposal to the Board. Board review found the layout substantially in compliance with code. Location of doorway along reciprocal drive was discussed and found to be within code conformance. It was further noted that the applicant pursue a reciprocal access agreement with adjacent property owner. Conditions of approval were discussed. Minutes: H.B. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received December 19, 1978, shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. The following plans shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. b. Rooftop mechanical equipment screening plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material proposed to screen said equipment. Williams To permit the construction of an 11,998 square foot industrial building located on the west side of Pipeline, at the corner of Pipeline and Engineer. This request is covered by EIR 73-16, adopted by the City Council on March 18, 1974. Mr. Arthur'B. Williams, the applicant was present. Minutes: H.B. Board of Zoning Adjustments Wednesday, January 3, 1979 Paqe Four Chairman Crosby introduced the proposal to the Board. Board review found the layout substantially in compliance with code. Mel Ott expressed concern over size of building in that it is extremely Close to the 12,000 square foot limit, and therefore, requested applicant to submit a drawing outlining how the proposed dimension was derived. Conditions of approval were discussed. ON MOTION BY LIPPS AND SECOND BY CROSBY-ADMINISTRATIVE REVIEW NO. 78-124 WAS.APPROVED,WITH THE FOLLOWING CONDITIONS, BY THE FOL- LOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received December 19, 1978, shall be the approved layout. Board of Zoning Adjustments Wednesday, January 3, 1979 Page Five USE PERMIT NO. 78-74 Applicant: The Shoe Doctor To permit the construction of a 95 square foot kiosk located on the south side of Warner Avenue, approximately 200 feet west of Goldenwest Street. This request is a categorical exemption, Class 3, California Environmental Quality Act, 1970. Chairman Crosby introduced the proposal to the Board. The public hearing was opened. Ms. Lara Hibma was present to represent the application. Secretary Lipps stated that the orientation of the building had been changed from the original submittal by the applicant and that the driveup area will only be from one side. The Board made the applicant aware that reciprocal easements between applicant and property owners was the responsibility of the applicant. Further Board review found the layout substantially in compliance with code. There being no other parties present to speak on the application, the public hearing was closed. Conditions of approval and findings were discussed. ON MOTION BY LIPPS AND SECOND BY OTT USE PERMIT NO. 78-74 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS BY THE FOL- LOWING VOTE: FINDINGS: 1. The establishment, maintenance, and operation of the use will not be detrimental to: a. The general welfare of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The granting of a Use Permit will not adversely affect the General Plan of the City of Huntington Beach. 3. The proposal is consistent with the City's General Plan of Land Use. Minutes: H.B. Board of Zoning Adjustments Wednesday, January 3, 1979 Page Six CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received December 22, 1978,'shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area;. Lot width and lot depth; Tvpe of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. AYES: Crosby, Lipps, Ott NOES: None ABSENT: None USE PERMIT NO. 78-75 Applicant: Donald W. Benson To permit the construction of a 6,450 square foot restaurant located on the east side of Beach Boulevard, approximately 190 feet north of Yorktown Avenue. This application is covered by Negative Declaration No. 76-118, adopted by the Board of Zoning Adjustments on December 8, 1976. Chairman Crosby introduced the proposal to the Board. The public hearing was opened. Mr. Donald W. Benson, the applicant, was present. The Board reviewed previous action on subject location (Use Permit No. 76-79). Relocation of driveway along Beach Boulevard was discussed. Chairman Crosby stated that the City Engineer had requested additional footage at the driveway,approach. It was the concensus of the Board to require the applicant to submit a revised plan to the Secretary of the Board indicating a revised driveway approach plan whereby a landscaped divider may be integrated. It was agreed by the applicant that he would pursue a possible maintenance easement agreement with the residential property to the south for a stucco type treatment wall. Mel Ott informed the applicant that he would be required to provide a sprinkler system. There being no other parties present to speak on the application, the public hearing was closed. Board discussion ensued. Conditions of approval and findings were discussed. ON MOTION BY CROSBY AND SECOND BY LIPPS USE PERMIT NO. 78-75 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: FINDINGS• 1. The establishment, maintenance, and operation of the use will not be detrimental to: a. The general welfare of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The granting of a Use Permit will not adversely affect the General Plan of the City of Huntington Beach. 3. The proposal is consistent with the City's General Plan of Land Use. CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received December 18, 1978, shall be the approved layout subject to the modification described herein: a. A revised driveway approach plan integrating a landscaped divider. A Plan delineating said modification shall be submitted to the Secretary of the Board. The following plans shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. b. Rooftop mechanical equipment screening plan. Said plan shall indicate screening of all rooftop mechanical equipme and shall delineate the type of material proposed to scree said equipment. C. Building elevations shall be submitted to and approved by the Secretary of the Board prior to issuance of Building Permits. d. A parking lot lighting plan shall be submitted to and approved by the Secretary of the Board -prior to issuance of Building Permits. B. GENERAL CONDITIONS: 1. All signing shall conform to Article 976 of the Huntington Beach Ordinance Code. 2. A reciprocal drive and access agreement between this parcel and parcel 10 to the north shall be recorded prior to occupancy. 3. The wall of the building along the southerly property line shall be constructed of maintenance free masonry in the event the applicant is unsuccessful in obtaining a maintenance easement over the adjacent properties to the south. 4. The block wall along the southerly property line shall be extended a minimum of ten (10) feet beyond the westerly wall of the building. AYES: Crosby, Lipps, Ott NOES: None ABSENT: None Minutes: H.B.
