HomeMy WebLinkAbout1979-01-08MINUTES Room B-8, Civic Center Huntington Beach, California Monday, January 8, 1979 A tape recording of this meeting is on file in the City Clerk's Office Mayor Pattinson called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 7:00 P.M. ROLL CALL Present: Thomas, MacAllister, Bailey, Mandic, Siebert, Pattinson Absent: None APPOINTMENT OF NEW COUNCILPERSON - NO DECISION Mayor Pattinson opened the meeting to the public for their input. Bob Allen addressed Council and stated that he felt that Mark Porter was qualified to be considered a candidate for appointment. Sally Tunstall addressed Council and stated that she felt that Ruth Finley was qualified to be considered a candidate for appointment, with which Lynn Bolding concurred. Mike Rodgers addressed Council and submitted the name of former Councilman Bartlett for Councils' consideration. The Mayor closed the public input portion of the meeting. Discussion.was held concerning procedure for appointment. Straw votes were taken on the 1976 and 1978 losing candidates with the most votes, with the addition . of names submitted by Councilpersons. It was determined that the top three would remain on the list for consideration at this time. The straw vote resulted as follows: Bauer - 5, Finley - 3, Shea -1, Bartlett - 3, O'Connor - 0, Coen - 4, Hoffman - 1, Brindle - 1, Porter - 3, leaving Bauer, Finley, Bartlett, Coen and Porter for further consideration. Prior to the second straw vote being taken, it was determined that Councilpersons could vote for two persons. The results of the straw vote was as follows: Bauer - 2, Finley - 3, Bartlett - 3. Council determined that each would vote for only one in the third straw vote, re- sulting as follows: Bauer - 2, Finley - 3, Bartlett - 1. At this time, each Councilperson named their personal choice of candidate. Mandic, Bailey and Siebert for Finley, MacAllister and Pattinson stated they favored either Bartlett or Bauer and Thomas favored Bartlett. When the straw vote was taken, it resulted in three votes for Finley and Bauer. 236. Page #2 - Council Minutes - 1/8/79 RECESS - RECONVENE Mayor Pattinson called a recess of the Council. The meeting was reconvened by the Mayor. The straw voting continued in a 3-3 deadlock between Bauer and Finley. The Mayor stated that the matter would again be considered Saturday, at the retreat adjourned meeting. He further stated that Council would be discussing the General Plan with the Planning Commission at the 6:30 P.M. adjourned regular meeting on January 15, 1979. Councilman MacAllister informed Council that he would be absent from January 18 - 29, 1979. It was determined that no decision would be made on a Council appointment without a full Council present. The final date for a decision to be made on the appointment is February 16, 1979, otherwise, it must go to a special election. ADJOURNMENT The adjourned regular meeting of the City Council was adjourned by the Mayor to Saturday, January 13, 1979 at 9:00 A.M. in Rooms B-6 and B-7.
