MINUTES: ON MOTION BY CROSBY AND SECOND BY SPENCER, THE MINUTES OF
THE REGULAR MEETING OF DECEMBER 20, 1978 and December 27, 1978 WERE
APPROVED BY THE FOLLOWING VOTE:
AYES: Spencer, Crosby, Burney

REGULAR AGENDA ITEMS:
ADMINISTRATIVE REVIEW NO. 78-127
Applicant: La Cuesta
To permit the construction of a model home complex located on the
northwest corner of Atlanta and Beach Boulevard.
This request is covered by Environmental Impact Report No. 78-1,
approved July 18, 1978. .
Mr. Bob Jahn, was present to represent the application.
Secretary Spencer reviewed the application and pointed out the
requirements for paving of the parking area. Signing for the
proposed model homes was discussed and the applicant presented
a photograph of the proposed signing to the Board.
Conditions of approval were discussed.
ON MOTION BY SPENCER AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO.
78-127 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING

CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan received December 28, 1978 shall be
the approved layout, subject to the modifications described
herein:
a. A revised plot plan reflecting lots 21 through 25 and
lots 33 through 37 to be'shown as model home sites -shall
be submitted to the Planning Department.
b. Revised parking area to -be shown on site.
A plan delineating said modifications shall be submitted"to
the Secretary of the Board. If such plan complies with the
modifications outlined by the Board, said plan shall be approved
and made a permanent part of the administrative file.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in the
immediate vicinity
Past administrative action regarding this property.
B. GENERAL CONDITIONS:
1. All provisions of Section 9730.18 of the Huntington Beach
Ordinance Code shall be complied with.
2. Signing shall be as provided in Section 976 of the Huntington
Beach Ordinance Code.

MISCELLANEOUS AGENDA ITEMS:
TENTATIVE PARCEL MAP NO. 77-45 (Findings)
Applicant: Emerald Engineering
To permit consolidation of 11 lots into 2 lots on property located
on the north side of Portland Avenue, between Alabama and Huntington
Streets in the Oldtown Specific Plan, District Two.
ON MOTION BY SPENCER AND SECOND BY CROSBY BOARD INCORPORATED FOLLOWING
FINDINGS OF APPROVAL INTO PREVIOUSLY APPROVED CONDITIONS OF APPROVAL
BY THE FOLLOWING VOTE:
FINDINGSā¢
1. The proposed consolidation of eleven (11) individual lots into two
(2) parcels for the purposes of a Commercial and a Low Density
Residential development is in compliance with the size and shape
of property necessary for those uses.
2. The General Plan has set forth provisions for this type of land use
as well as setting forth objectives for implementation of this type
of use.
3. The property was previously studied for this intensity of land use
at the time the land use designation for General Commercial and
Low Density Residential, was placed on subject property.
4. The size, depth, frontage, street width, and other design and
improvement features of the proposed subdivision are proposed to be
constructed in compliance with standard plans and specifications on
file with the City as well as in compliance with the State Map
Act and supplemental City Subdivision Ordinance.
