ADMINISTRATIVE REVIEW NO. 78-125
Applicant: R. Howard Strasbaugh
To permit the construction of an 81,000 square foot industrial
building located on the east side of Gothard, extending approxi-
mately 400 ft. along Gothard, on the north side of Ellis.
This application is covered by Negative Declaration No. 78-120.
ON MOTION BY CROSBY AND SECOND BY SPENCER THE BOARD, HAVING FOUND
THAT THE PROPOSED PROJECT WILL NOT HAVE A SIGNIFICANT ADVERSE
EFFECT ON THE PHYSICAL ENVIRONMENT, ADOPTED NEGATIVE DECLARATION
NO. 78-114 WITH THE MITIGATING MEASURES CONTAINED IN ADMINISTRATIVE
REVIEW NO. 78-125 GENERAL CONDITIONS 3 THROUGH 9 IMPOSED ON THE
ADMINISTRATIVE REVIEW, BY THE FOLLOWING VOTE:

Mr. Marvin L. Busby was present to represent the applicant.
Bruce Gilmer,from the Traffic Engineering Department, was present
to discuss some concerns the Traffic Engineering Department had
regarding the southerly driveway approach to the proposed project.
The applicant was made aware of the requirement of a 10 foot
storm drain easement along the easterly property line with the
installation of a storm drain.

Further conditions of approval were discussed.
ON MOTION BY CROSBY AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW
NO. 78-125 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS.
1. The revised conceptual plot plan and elevations received
January 16, 1979, shall be the approved layout, subject
to the modifications described herein:
a. Southerly parking area shall provide a 20 ft. radius
turn -around.
b. Southerly driveway approach shall meet requirements of
Department of Public Works and Fire Department.
A plan delineating said modifications shall be submitted to
the Secretary of the Board. If such plan complies with the
modifications outlined by the Board, said plan shall be
approved and made a permanent part of the administrative
file.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan;
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in
the immediate vicinity
Past administrative action regarding this property.
2. The following plans shall be submitted to the Secretary of
the Board:
a. Landscape and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works.
b. Rooftop mechanical equipment screening plan. Said plan
shall indicate screening of all rooftop mechanical equipment
and shall delineate the type of material proposed to screen
said equipment.

B. GENERAL CONDITIONS:
1. A six (6) foot high, six (6)- inch wide concrete block wall
shall be constructed along the easterly property line.
2. A ten (10) foot storm drain easement shall be provided along
the easterly property line with the installation of a storm
drain per Department of Public Works specifications.
3. Natural gas shall be stubbed in at the locations of cooking
facilities, water heaters, and central heating units.
4. Low volume heads shall be used on all spigots and water
faucets.
5. All building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material, shall be disposed
of at an offsite facility equipped to handle them.
6. If lighting is included in the parking lot high pressure
sodium vapor lamps shall be used for energy savings. All
outside lighting shall be directed to prevent "spillage"
onto adjacent properties.
7. A detailed soils analysis shall be prepared by a registered
soils engineer. This analysis shall include on -site soil
sampling and laboratory testing of materials to provide
detailed recommendations regarding grading,.chemical and
fill properties, foundations, retaining walls, streets, and
utilities.
8. If foil -type insulation is to be used, a fire retardant
type shall be installed as approved by the Building Department.
9. Drainage and sewerage facilities shall be constructed in
accordance with Public Works Department standards.

Applicant: Fed Mart
To permit the addition of a trash enclosure, chain link fence, and
slatting for fence construction located at 9882 Adams Street,
southwest corner of Adams and Brookhurst.
This request is a categorical exemption, class 1, California
Environmental Quality Act, 1970.

Secretary Spencer noted that Section 9432.4.1 of the Huntington
Beach Ordinance Code requires screening from view to be by
a six foot high decorative masonry wall, and that the proposed
fencing materials was not acceptable. Alternative screening
was further discussed.
ON MOTION BY SPENCER AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW
NO. 78-126 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual .plot plan and elevations received
December 26, 1978, shall be the approved layout, subject
to the modifications described herein:
a. Proposed fencing shall be of decorative masonry
to meet requirements of Section 9432.4.1 of the
Huntington Beach Ordinance Code.
A plan delineating said modification shall be submitted
to the Secretary of the Hoard. If such plan complies
with the modification outlined by the Board, said plan
shall be approved and made a permanent part of the
administrative file.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in

Applicant: Robert J. Goodyear
To permit the construction of a 9,287 square foot industrial building
located on the south side of Research Drive, approximately 100 ft.
west of Product Lane.

This request is covered by Environmental Impact Report No. 73-16,
approved by the City Council on March 18, 1974.
Mr. Robert J. Goodyear, the applicant, was present.
Secretary Spencer outlined the proposal to the Board and noted
that the applicant was one half (1/2) parking space short of
Ordinance Code requirement. He further indicated that the plan,
outside the required parking requirement, was within substantial
Ordinance Code conformance.
Mr. Goodyear addressed the Board and stated that he had at one
time proposed the building to be turned around, but only ended
up with 8,500 square feet, therefore, reverted back to the
original plan. Mr. Goodyear further explained that the proposed
use was to be at least one half warehouse area for his souvenier
manufacturing business and that the other half of the building
would be rented out for a similar use.
It was the concensus of the Board to accept the conceptual plan
as proposed by the applicant with one half parking space short
due to the nature of the intended use.
Conditions of approval were discussed.

NO. 79-2 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL-
LOWING VOTE:

ADMINISTRATIVE REVIEW NO. 78-117 - REVISED PLOT PLAN
Applicant: Oasis Petroleum
To permit the modification of an existing service station located
on the southeast corner of Bolsa Avenue and Springdale Street.
Board reviewed the revised plot plan dated January 12, 1979, and
found same to be within Ordinance Code conformance. The applicant
was made aware that previously imposed conditions of approval on
Administrative Review No. 78-117 shall continue to apply.
