ADMINISTRATIVE REVIEW NO. 79-11
Applicant: Charles & Lewis Development
To permit the construction of a 12,687 square foot industrial
building located on the east side of Container Lane, approxi-
mately 130 feet north of Research Drive.
This application is covered by Environmental Impact Report No.
73-16, adopted by the City Council on March 18, 1974.
Evan James was present to represent the application.
Board reviewed the application with Mr. James. The proposal
was found to be within substantial ordinance code conformance.
Conditions of approval were discussed.
ON MOTION BY CROSBY AND SECOND BY SPENCER ADMINISTRATIVE REVIEW
NO. 79-11•WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received February
13, 1979, shall'be the approved layout, subject to the
modifications described herein:
a. Revise plan to provide a thirty (30) foot minimum
drive approach.
b. Show dimensions to center line of street.

A plan delineating said modifications shall be submitted to
the Secretary of the Board. If such plan complies with the
modifications outlined by the Board, said plan shall be
approved and made a permanent part of the administrative file.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in the
immediate vicinity;
Past administrative action regarding this property.
2. The following plans shall be submitted to the Secretary of
the Board:
a. Landscape and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works.
b. Rooftop mechanical equipment screening plan. Said plan
shall indicate screening of all rooftop mechanical equip-
ment and shall delineate the type of material proposed
to screen said equipment.
GENERAL CONDITION:
1. Provide plan of method of trash storage to meet Fire Department
standards.

Applicant: Ronald L. Knudtson
To permit a reduction in minimum side yard setback from five (5)
feet to three (3) feet located on the east side of Thirteenth Street,
approximately 100 feet north of Crest Avenue.
This application is a categorical exemption, Class 5, California
Environmental Quality Act, 1970.
The applicant was not present.
The public hearing was opened. There being no persons present to
speak on the application, the public hearing was closed.

It was the consensus of the Board to continue the application
for one week to allow the applicant to be present.
ON MOTION BY CROSBY AND SECOND BY SPENCER CONDITIONAL EXCEPTION
NO. 79-5 WAS CONTINUED TO MARCH 7, 1979 BY THE FOLLOWING VOTE:

USE PERMIT NO. 79-4
Applicant: Marie De La Torres
To permit an addition along existing setback lines located on
the southwest corner of Huntington Street and Hartford Avenue.
This request is a categorical exemption, Class I, California
Environmental Quality Act, 1970.
The applicant was not present.
The public hearing was opened. There being no persons present to
speak on the application, the public hearing was closed.
It was the consensus of the Board to continue the application
for one week to allow the applicant to be present.

TENTATIVE PARCEL MAP NO. 79-557
Applicant: Mel Harper
To permit a two parcel division of land located on the west side
of Brookhurst Street, directly opposite Kukui Drive.
This request is covered by Negative Declaration No. 76-105, ap-
proved December 8, 1976.
Mr. Wayne Jolley was present to represent the application.
Mr. Jolley stated that he had previously received approval for the
request under Tentative Parcel Map No. 76-62, however, due to un-
controllable circumstances, the map was never recorded with
the County Recorder.

Board review of the application, and discussion by the Board
followed.
ON MOTION BY SPENCER AND SECOND BY CROSBY TENTATIVE PARCEL
MAP NO. 79-557 WAS APPROVED WITH THE FOLLOWING FINDINGS AND
CONDITIONS, BY THE FOLLOWING VOTE:
FINDINGS:
1. The proposed division of one parcel into two parcels for the
purposes of Commercial Development, is in compliance with the
size and shape of property necessary for that type of development.
2. The General Plan has set forth provisions for this type of land
use as well as setting forth objectives for implementation of
this type of use.
3. The property was previously studied for this intensity of land
use at the time the land use designation for General Commercial
Development which allows Commercial buildings, was placed on
subject property.
4. The size, depth, frontage, street width, and other design and
improvement features of the proposed subdivision are proposed
to be constructed in compliance with standard plans and specifi-
cations on file with the City as well as in compliance with the
State Map Act and supplemental City Subdivision Ordinance.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS FOR
ANY PURPOSE:
I. The tentative parcel map -received by the Planning Department
on February 15, 1979, shall be the approved layout.
2. A parcel map shall be filed with, and approved by, the
Department of Public Works, and recorded with the Orange
County Recorder.
3. Brookhurst Street shall be dedicated and improved to City
standards at the time said parcels are developed.
4. Water supply shall be'through the City of Huntington Beach's
water system.
5. Sewage disposal shall be through the City of Huntington Beach's
sewage system at the time said parcels are developed.
6. All utilities shall be installed underground at the time
said parcels are developed.
7. Compliance with all applicable City Ordinances.

8. The flood control channel shall be fenced to Flood Control
District and City standards at the time said parcels are
developed.
9. The property shall particinate in the local drainage assess-
ment district at the time said parcels are developed.
10. A copy of the recorded parcel map shall be filed with the
Planning Department.
11. Tentative Parcel Map No. 76-24 shall be recorded prior to
the recordation of subject map and/or subject map shall be
amended to incorporate the 70 foot parcel to the north along
with 30 feet to create a 100 foot parcel for the Forrest
Olson Realty office, creating two additional parcels for
an overall three parcels on this parcel map.

Applicant: Constance Mandic
To permit the establishment of a non-commercial equine facility,
and the construction of a barn located on the west side of Golden -
west Street, approximately 660 feet south of Ellis Avenue.
This request is a categorical exemption, Class 3, California Environ-
mental Quality Act, 1970.
The applicant was not present.
Board reviewed the application and found same to be within Ordinance
Code conformance. Setbacks were discussed, and it was the consensus
of the Board to request that the applicant submit a revised plan
to the Board reflecting required setbacks as well as elevations and
dimensions for the proposed barn.

1. The conceptual plot plan received February 26, 1979,
shall be the approved layout, subject to the modifications
described herein:
a. A revised plot plan shall be submitted to the Board
for approval reflecting required setbacks.
b. A plan shall be submitted to the Board describing
proposed barn with elevations and dimensions for
approval.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to -the conceptual plan:

Type of use and -its -relation to property and improvements in
the immediate vicinity;
B. GENERAL CONDITION:
1. All conditions of Section 963 of the Huntington Beach

The applicant was not present.
This request is covered by Exemption Declaration No. 74-150,
approved by the Planning Commission November 19, 1974.

NO. 79-8 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot Plan and elevations received February 2,
1979, shall be the approved layout, subject to the modifi-
cations described herein:
a. Revise plan to provide minimum 24 foot drive approach
at southwesterly corner of the site.
b. Delete one parking space to provide trash area outside
of building.
A plan delineating said modifications shall be submitted to
the Secretary of the Board. If such plan complies with the
modifications outlined by the Board, said plan shall be
approved and made a permanent part of the administrative file.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:

To create a five -parcel division of land located at the end of Hess
Circle cul-de-sac, extending northerly approximately 350 feet and
easterly to Florida Street in an R3, Medium -High Density Residential
District. The area is approximately 300 feet north of Utica Avenue.
ON MOTION BY SPENCER AND SECOND BY CROSBY, BOARD INCORPORATED THE
FOLLOWING FINDINGS,INTO PREVIOUSLY APPROVED CONDITIONS OF APPROVAL
BY THE FOLLOWING VOTE:
FINDINGS•
1. The proposal is to consolidate eight (8) existing lots and to
resubdivide into five (5) lots.
2. The' -General Plan has set forth provisions for this type of land
use as well as setting forth objectives for implementation of
- this type of use.
3. The property was previously studied for this intensity of land
use at the time the land use designation for Medium Density
Residential, which allows Multiple -Family Dwellings was
placed on subject property.
4. The size, depth, frontage, street width, and other design and
improvement features of the proposed subdivision -are -proposed
to be constructed in compliance with standard plans and specifi-
cations on file with the City -as well as -in compliance with the
State Map Act and supplemental City Subdivision Ordinance..
