BOARD MEMBERS: Lipps, Crosby, Ott REGULAR AGENDA ITEMS: ADMINISTRATIVE REVIEW NO. 79-50 Applicant: James Solomon To permit the construction of an 11,728 square foot industrial building located on the south side of Oceanus Avenue, approxi- mately 1000 feet east of Triton Avenue. This application is covered by EIR 73-16, approved by the City Council March 18, 1974. Mr. Solomon, the applicant was present. The Chairman outlined the proposal to the Board. Acting Secre- tary Lipps noted that:a preliminary plan check revealed the plan to be within substantial ordinance code conformance. Conditions of approval were discussed. ON MOTION BY LIPPS AND SECOND BY CROSBY ADMINISTRATIVE REVIEW NO'. 79-50 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received May 11, 1979 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2." Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. b. Rooftop mechanical equipment screening plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material proposed to screen said equipment. C. Submit fully dimensioned plot plan to centerline of street and including parking lot striping detail. AYES: Lipps, Crosby, Ott NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 79-51 Applicant: Jerome M. Bame To permit the operation of a restaurant in a railroad train car located at the northeast corner of Lake Street and Pacific Coast Highway. This application is covered by Negative Declaration No. 79-39. ON MOTION BY CROSBY AND SECOND BY LIPPS THE BOARD, HAVING FOUND THAT THE PROPOSED PROJECT WILL NOT HAVE A SIGNIFICANT ADVERSE EFFECT ON THE PHYSICAL ENVIRONMENT, ADOPTED NEGATIVE DECLARATION NO. 79-39 WITH THE MITIGATING MEASURES CONTAINED IN ADMINISTRATIVE REVIEW NO. 79-51 CONDITIONS OF APPROVAL B-7 THROUGH B-10, BY THE FOLLOWING VOTE: AYES: Lipps, Crosby, Ott NOES: None ABSENT: None Mr. Jerome Bame, the applicant and Mr. Chuck Cerbasi, were present to represent the application. The Chairman outlined the proposal to the Board. Mr. Bame further elaborated on the proposal stating that he proposes a restaurant in an authentic train car which he purchased from Amtrak. The train car was to rest on a strip of track which will be laid directly over concrete, thus making it a temporary installation, if necessary. He further stated that he was attempting to lease the property for the train car to sit on for a five year period, which he hopes to renew after expiration. Mr. Bame further said that he was attempting to carry out the flavor of the original railroad station once located on Lake Street. Minutes: H.B. Board of Zoning Adjustments Wednesday, May 30, 1979 Page Three Chairman Crosby presented the concerns of the Traffic Engineer as being the requirement of a clear drive width of 20 feet along the northerly and easterly side of the parking lot, the drive approach should be a minimum of 30 feet in width (radius type), no parking on Lake Street adjacent to the facility, and the stacking capacity and circulation on the site. These concerns were discussed with the applicant. Mary Lynn Norby, Local Coastal Program, addressed the Board and presented the recommendations and concerns of her depart- ment. She stated that the recommendations were made ahead of the study as a separate analysis of how the study will affect the project. She summarized that the recommendation was for the project to become a temporary use so that other uses would not be deterred if another project would eventually be recommended. The Board discussed the possibility of a Transportation Center being located on that site, however, Mr. Bame stated that the Huntington Beach Company (lessor) made no mention of such a proposal on the site. Conditions of approval were discussed. ON MOTION BY LIPPS AND SECOND BY OTT ADMINISTRATIVE REVIEW NO. 79-51 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL- LOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received May 14, 1979, shall be the approved layout, subject to the modifications des- cribed herein: a. Revise plan to reflect a clear drive width of 20 feet along the northerly and easterly side of parking lot. b. Increase drive approach to a minimum of 30 feet in width (radius type). C. Indicate setback of structure from northwesterly property line. A plan delineating said modifications shall be submitted to the Secretary of the Board. If such plan complies with the modifications outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. The following plans shall be submitted to the Secretary of the Board: a. Rooftop mechanical equipment screening plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material proposed to screen said equipment. B. GENERAL CONDITIONS: 1. All signing proposals shall be submitted to the Board of Zoning Adjustments. 2. Except for the drive in, all business operation shall be con- ducted wholly within the structure. 3. Provide barriers to prevent circulation of vehicular traffic around southerly side of structure. 4. Approval contingent upon obtaining agreement with the City of Huntington Beach to prohibit parking along Lake Street from Pacific Coast Highway north to the drive approach or as approved by the Traffic Engineer. 5. Approval contingent upon there being no conflict with previous approvals or plans for a transportation facility at this site. 6. Length of time of this approval shall run concurrently with the lease on the subject property, copy of lease to be submitted to Planning Department as a permanent part of the file. 7. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters, and central heating units. 8. Low volume heads shall be used on all indoor spigots. Minutes: H.B. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an offsite facility equipped to handle them. 10. If lighting is included in the parking lot, energy efficient lamps shall be used (e.g. high pressure sodium vapor, metal halide). All outside lighting shall be directed to prevent "spillage" onto adjacent properties. AYES: Lipps, Crosby, Ott NOES: None ABSENT: None MISCELLANEOUS: TENTATIVE PARCEL MAP NO. 76-67 (EXTENSION OF TIME REQUEST) Applicant: Huntington Beach Company Request is for an extension of time for a previously approved five - lot division of land located at the northeast corner of Main Street and Yorktown Avenue in an R5-0-CD, Office -Professional, Oil, Civic District. Said extension is for a one-year period of time to expire June 29, 1980. The Board reviewed the request. ON MOTION BY OTT AND SECOND BY CROSBY TENTATIVE PARCEL MAP NO. 76-67 WAS GRANTED AN EXTENSION OF TIME TO EXPIRE JUNE 39, 1980, BY THE FOLLOWING VOTE: AYES: Lipps, Crosby, Ott NOES: None ABSENT: None THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED.
