CONSENT CALENDAR: At the request of Commissioner Stern, Item A-3, Request for Exten- sion of Time for Tentative Tract 10169, was removed from the consent calendar to'be heard under discussion items. ON MOTION BY RUSSELL AND SECOND BY HIGGINS THE CONSENT CALENDAR, CONSISTING OF APPROVAL OF THE MINUTES OF MAY 8 AND MAY 15, 1979, CORRECTION OF MINUTES OF MAY 1, 1979, MODIFICATION OF CONDITION OF APPROVAL FOR TENTATIVE TRACT NO. 10172, AND CONFORMANCE WITH GENERAL PLAN NO. 79-9, WAS APPROVED BY THE FOLLOWING VOTE: AYES: Higgins, Russell, Stern, Cohen, Bazil, Paone NOES: None ABSENT: None ABSTAIN: None REGULAR AGENDA ITEMS: CONDITIONAL USE PERMIT NO. 79-13 Applicant: Yorktown Pre -School To permit keeping of animals located in pens on the playground of an established pre-school located on the north side of Yorktown Avenue approximately 575 feet west of Brookhurst Street. Savoy Bellavia described the application, pointing out that if the animal pens were moved down to the northerly portion of the building ell they would comply with all requirements of the municipal and zoning codes. The public hearing was opened. Minutes, H.B. Planning Commission June 5, 1979 Page 2 The following persons spoke in opposition to the request: Rusty Watson, Ann Inella, and Jack Wright. The speakers all cited noise, insect, and odor problems resulting from the keeping of animals on the site and asked that the Commission prohibit at least the reten- tion of the goats on the school grounds. Earl Peterson, Dave Atkinson, and Maynard Hathaway addressed the Com- mission in favor of the request. Mr. Peterson, coordinator for the pre-school, explained the benefit to the children of being able to observe the animals in their environment and described the conditions under which the animals are kept. The public hearing was closed. Jim Georges, legal counsel, advised the Commission that the ordinance code specifically prohibits keeping of a male goat over six months of age at any location in the City. Commission discussion centered on the legal and health aspects of the proposal; it was noted that the Orange County Health Department has inspected the site and apparently found no violations, but it was sug- gested that regular use of a pesticide service would alleviate any problem with flies and/or fleas. ON MOTION BY COHEN AND SECOND BY RUSSELL CONDITIONAL USE PERMIT NO. 79-13 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: FINDINGS: 1. The existing animals with minor modifications comply with all applicable provisions of the Huntington Beach Municipal Code and the Huntington Beach Ordinance Code. 2. The keeping of these animals is an integral part of the educa- tional services provided by the existing pre-school. CONDITIONS OF APPROVAL: 1. The site plan received and dated April 6, 1979, shall be the approved layout with a relocation of the pen for the keeping of the existing animals to an area that will comply with all appli- cable provisions of Chapter 7.12 of the Huntington Beach Municipal Code. 2. The number of farm -type animals kept on the facility shall not exceed a total of eight. 3. All previously applied conditions of approval from, Use Permit No. 72-40 are still applicable. 4. The types of animals and the conditions under which they are maintained shall in all respects comply with all codes of the City of Huntington Beach. -2- 6-5-79 - P.C. Minutes, H.B. The Planning Commission reserves the right to rescind this Conditional Use Permit approval in the event of any viola- tion of the terms of this approval or violations of the applicable zoning laws. Any such decision shall be preceded by notice to the applicant and a public hearing, and shall be based on specific findings. AYES: Higgins, Russell, Stern, Cohen, Baail, Paone NOES: None ABSENT: None ABSTAIN: None PRECISE PLAN OF STREET ALIGNMENT NO. 79-3 Applicant: Initiated by the Planning Department To precisely plan Lake Street between Indianapolis Avenue and Yorktown Avenue establishing a 90-foot right-of-way. Savoy Bellavia explained the staff recommendation for continu- ance because the precise plan had inadvertently been advertised for only that section between Indianapolis and Yorktown when it should have been for the section between Atlanta Avenue and Yorktown. Acting Secretary Palin presented a brief history of City hearings on the width of Lake Street, the direction from the City Council to set the width at 90 feet, and subsequent information which was received from the Department of Public Works. Meetings among various City departments have produced the consensus that the ul- timate width should be no less than 100 feet; however, he added the assurance that this width would have no effect on the west side of Lake. Daryl Smith, Tree Superintendent, presented a display showing how the existing eucalyptus trees would be affected by the proposed street section at 90 feet, saying that it would be necessary to remove 22 trees but that there might be a possibility of saving 18 other trees. It was his opinion that because of the age and condition of the trees their retention could be considered insigni- ficant and should have little bearing on any decision on the street width. Commissioner Higgins questioned the revised recommendation from Public Works when no further studies have been made upon which to base the traffic figures and when the extension of Lake Street has just recently been deleted from the Circulation Element. Ron Lacher responded that the department is concerned to have a street which will handle the proposed future traffic generation from the beach and the downtown district, and urged waiting for the upcoming Traffic Model prior to a decision. Mel Ott informed the Commission that Lake Street is a major response route in the downtown area for the Fire Department. -3- 6-5-79 - P.C. Minutes, H.B. The following persons addressed the Commission in favor of the proposed 90-foot right-of-way: Steve Holden Prim Shea Dave Atkinson Pat Marchand Thomas Gray Frank Woolsey Bob Jarrard Dave Eadie Marshall Tinsley Charles Hermansen 949 loth Street 19696 Seacliff Drive 1980 Lake Street Resident Resident 4001 Diablo Circle (Developer) 7085 Surfside (Developer) Huntington Beach Company 1111 Lake Street Developer The speakers emphasized the importance of maintaining the integrity of the residential neighborhood as it exists without channeling beach and commercial traffic through it. They also reviewed the accuracy of the projected 15,000 vehicles per day on the street and the timing of ultimate development which might produce such a number. Safety aspects and the retention of the trees were other issues, as well as the many times this subject has been before the City and the desirability of -some decision being made. There being no other persons to address the Commission, the public hearing was closed. Commission discussion ensued. Commissioner Bazil pointed out the many problems in the general area which can be expected to impact the traffic volume on Lake Street and urged that a decision be delayed until the Traffic Model is complete (which staff indicated should be in mid -July, 1979). A MOTION WAS MADE BY PAONE AND SECONDED BY RUSSELL TO CONTINUE PRE- CISE PLAN OF STREET ALIGNMENT SO THAT IT CAN BE PROPERLY ADVERTISED AND BROUGHT BACK TO THE COMMISSION IN ONE SEGMENT. In the further discussion which followed, a majority consensus dev- eloped to adopt the precise plan at a 90-foot width, and the Commis- sion reviewed alternate -procedures of handling the proposal. Staff pointed out that it would be advantageous to adopt the present seg- ment and present the segment between Indianapolis and Atlanta as a separate precise plan. This would permit the pending developments to proceed with a set street section to work with. Commissioners Paone and Russell withdrew their motion and second. ON MOTION BY PAONE AND SECOND BY RUSSELL PRECISE PLAN OF STREET ALIGN- MENT NO. 79-3 WAS APPROVED FOR RECOMMENDATION TO THE CITY COUNCIL WITH EXHIBIT D-2 AS THE RECOMMENDED STREET SECTION, BY THE FOLLOWING VOTE: AYES: Higgins, Russell, Bazil, Paone NOES: Stern, Cohen ABSENT: None ABSTAIN: None 1 �1 -4- 6-5-79 - P.C. Planning Commission June 5, 1979 Page 5 The possibility of holding up transmittal to the City Council of this precise plan until adoption of the 90-foot section between Atlanta and Indianapolis was considered. By a straw vote of 5-1 (Cohen) it was determined to transmit Precise Plan of Street Alignment NO. 79-3 at once, in accord with normal procedure. The Chair called a recess at 9:35. The Commission reconvened at 9:50. TENTATIVE TRACT 10719/NEGATIVE DECLARATION 79-34 Applicant: F.W. Development To permit subdivision into 51 residential lots of 8.98 acres of land located on the east side of Lake Street south of Adams Avenue to a point 1320 feet north of Indianapolis Avenue. Commissioner Higgins indicated his intent to participate in the discussion and vote on this item, noting that he does not believe any conflict of interest exists because of the connection between the company for which he works and the landowner of the subject property. The Commission discussed the provision of sewers and drainage for the tract and the possibility of abandonment of the rights - of -way of Knoxville and Oswego Avenues through the property. Ron Lacher of Public Works indicated that his department is rec- ommending abandonment of Knoxville but would prefer to maintain Oswego as a public street. Other means of providing inner access through provision of east/west alleys was reviewed. The public hearing was opened. Frank Woolsey, developer, addressed the Commission to state that he is willing to install the needed storm drain system. Acting Secretary Palin pointed out that such a condition cannot be imposed on the tract and will require a separate agreement between the City and the developer. There being no other persons to speak in regard to the matter, the public hearing was closed. Commission discussion included cost/revenue effect to the City of the project and the possible retention of the playground at the corner of Memphis Avenue and Lake Street as a public park site. In response to questioning from the Commission, Mel Ott said that the long alley behind the proposed tract presents no particular problems to the Fire Department, as the units can all be reached from Lake Street. ON MOTION BY STERN AND SECOND BY HIGGINS NEGATIVE DECLARATION NO. 79-34 WAS ADOPTED WITH THE SUGGESTED MITIGATING MEASURES, BY THE FOLLOWING VOTE: AYES: Higgins, Russell, Stern, Cohen, Bazil, Paone NOES: None ABSENT: None ABSTAIN: None -5- 6-5-79 - P.C. Planning Commission June 5, 1979 Page 6 After polling the Commission on the application of conditions of approval relating to the storm drain issue and the provision of alley access, the following motion was made: ON MOTION BY BAZIL AND SECOND BY HIGGINS TENTATIVE TRACT 10719 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOW- ING VOTE: FINDINGS: 1. The proposed subdivision of this 8.98 gross acre parcel of land zoned Old Town Specific Plan, District 2, when developed with 5.6 units per gross acre is in compliance with the City's General Plan. 2. The General Plan has set forth provisions for this type of land use as well as setting forth objectives for implementation of this type of housing. 3. The lot size, depth, frontage, alley widths and all other design and improvements features of the proposed subdivision are pro- posed to be constructed in compliance with standard plans and specifications on file with the City as well as in compliance with State Map Act and supplementary City Subdivision Ordinance. CONDITIONS OF APPROVAL: 1. The Tentative Map received and dated April 19, 1979 shall be the approved layout subject to revisions to comply with the condi- tions of approval and subject to adoption of a 45-foot halfstreet section on the easterly side of Lake Street by the City Council. 2. Drainage for the subdivision shall be approved by the Department of Public Works prior to the recordation of a final map. This system shall be designed to provide for siltation and erosion control both during and after construction of the project. 3. Vehicular access rights along Lake Street except at approved street intersections shall be dedicated to the City of Hunting- ton Beach. 4. Natural gas and 220V electrical shall be stubbed in at locations of clothes dryers. 5. Natural gas shall be stubbed in at the location of cooking faci- lities, water heaters, and central heating units. 6. Low -volume heads shall be used on all spigots and water faucets. 7. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an offsite facility equipped to handle them. -6- 6-5-79 - P.C. Minutes, H.B. All structures on the subject property, whether attached or detached, shall be constructed in compliance with State acoustical standards set forth for all units that lie within the 60 CNEL contours of the property. 9. A chemical analysis as well as tests for physical properties of the soil on the subject property shall be submitted to the City for review prior to the issuance of building permits. 10. The eucalyptus trees along Lake Street frontage shall be pre- served if possible. All trees removed shall be replaced at a ratio of two (2) 30-inch box trees for each tree removed; these trees shall be located within the front yard setbacks and shall be in addition to the standard street requirements imposed by code. 11. A separate agreement shall be entered into by the City and the developer of the subject tract prior to acceptance of the final map for storm drain improvements to be installed by the developer in Utica Avenue from Lake Street westerly to the intersection of 17th and Main Streets to hook up with the existing storm drain facility at that location. 12. It is recommended that the extensions of the rights -of -way of Oswego and Knoxville Avenues through the subject property be abandoned by the City. When and if such action is taken, the following shall apply: 12a. An easement acceptable to the Department of Public Works shall be established for the existing eight inch (8") water main within the Knoxville Avenue extension. 12b. The lot lines of the tract shall be redrawn to the satis- faction of the Planning Director to reflect adjustment according to the abandonments of Knoxville and Oswego. 12c. The proposed alley located along the easterly property line of the subject tract shall be continued over the easterly portion of the abandoned Knoxville Avenue ex- tension. 12d. A thirty foot (30') alley access shall be provided for the use of the residents to the rear of the property at the present location of Oswego Avenue. This 30-foot access shall be located so that it can be approached from the driving lane of what is now 13th Street. 12e. An agreement shall be entered into between the City and the developer of the subject tract for the exchange of the land areas within the existing Knoxville extension and one-half of the existing Oswego extension for the land area existing in the park playground site at the northeast corner of Lake Street and Memphis Avenue, in -7- 6-5-79 - P.C. Minutes, H.B. Planning Commission June 5, 1979 Page 8 order that the park area may be retained by the City. It is understood by the Planning Commission that re- tention of this park site will entail application of the development's normal park and recreation obliga- tions and may entail some outright acquisition of property by the City as well. AYES: Higgins, Russell, Stern, Bazil NOES: Cohen, Paone ABSENT: None ABSTAIN: None Frank Woolsey and Charles Hermansen registered their objections to imposition of Condition 12e, provision of the playground. TENTATIVE TRACT 9921X/NEGATIVE DECLARATION 79-35 Applicant: Family Home Builders To permit construction of a 17-acre industrial complex on the south side of Slater Avenue east of the railroad tracks. Savoy Bellavia outlined some proposed changes to the suggested con- ditions of approval, and these were discussed by the Commission. The public hearing was opened. Howard Colburn, engineer for the project, addressed the Commission in regard to the suggested conditions of approval: 1) He asked that access to Slater be allowed at the northwest corner of Lot 2; 2) that the time permitted for work stoppage in the event any arti- facts were discovered on site be limited to ten (10) days; and 3) that the condition requiring incorporation of the "not a part" par- cel not be imposed because the applicant has no control over the neighboring property owner. Ray Miller, representing the applicant, also addressed the time limit on work stoppage for archaeological investigation. There being no other persons to address the Commission, the public hearing was closed. There was a general consensus that some time limitation should be included in the condition, but in response to a request from Com- missioner Stern legal counsel Jim Georges was directed to provide information on whether or not the guidelines to the California Envir- onmental Quality Act require that all investigations be completed if archaeological remains are discovered on a site. Access points to Slater Avenue were discussed at some length, and by straw vote it was the unanimous determination that no access be permitted except at "A" Street. Acting Secretary Palin reviewed the history of the property, noting that is has never been legally separated and the "not a part" parcel 11 1 -8- 6-5-79 - P.C. Minutes, H.B. Planning Commission June 5, 1979 Page 9 will have to be platted in some fashion, as it presently is legally a part of the subject property. The Commission discussed the legal ramifications and timing of incorporating the parcel into the map under consideration, and it was the consensus that a con- tinuation was required to allow additional information to be submitted by both the applicant and the City's legal office. The applicant was instructed to provide a recordation history of the property so that the Commission could know when and how title has been transferred. ON MOTION BY PAONE AND SECOND BY RUSSELL TENTATIVE TRACT 9921X AND NEGATIVE DECLARATION 79-35 WERE CONTINUED TO THE REGULAR MEETING OF JUNE 19, 1979, WITH SPECIFIC DIRECTION TO LEGAL COUNSEL TO SUPPLY AN OPINION ON THE LEGAL STATUS OF THE "NOT A PART" PARCEL, BY THE FOLLOWING VOTE: AYES: Higgins, Russell, Stern, Cohen, Bazil, Paone NOES: None ABSENT: None ABSTAIN: None The public hearing was reopened and continued to the June 19, 1979 meeting. CONDITIONAL USE PERMIT NO. 79-16 Applicant: Jerwel Enterprises To revive a previously approved site plan for a commercial center and the addition of approximately 27,000 square feet of floor space and 117 parking spaces, on property bounded by the San Diego Free- way on the northeast, Center Drive on the south, and Huntington Village Way on the west. Mel Ott informed the Commission that the layout may not meet present Fire Department standards for inner circulation and access to various buildings; e.g., the primary access should be 40 feet wide instead of the 30 foot width shown on the plan. The public hearing was opened. Jerry Klein addressed the Commission to explain that the plan was revised in response to changing markets and to provide better freeway visibility for the tenants. Mr_. Pomeroy, architect for the project, explained the layout and parking and described the proposed phasing of construction. He indicated that he is willing to work with the Fire Department to meet standards and if the 40-foot drive is required it will be provided. There being no other persons to address the Commission, the public hearing was closed. -9- 6-5-79 - P.C. Minutes, H.B. Planning Commission June 5, 1979 Page 10 The Commission reviewed the proposal, taking into particular consid- eration the location of the theater and hotel and the overlapping use of parking proposed. Also discussed was the mechanism by which the Commission might review any major changes to the plan in the future, and it was determined that provisions of the Specific Plan for such review at the discretion of the Planning Director ad- equately protect the City. In addition, Mr. Klein stipulated that he would bring a revised plan back to the Commission if such major changes should occur. ON MOTION BY PAONE AND SECOND BY BAZIL CONDITIONAL USE PERMIT NO. 79-16 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: FINDINGS: 1. The proposed plan is consistent with the criteria established for land development in the Land Use Element of the General Plan. 2. The proposed plan complies with all applicable provisions of the North Huntigton Center Specific Plan. CONDITIONS OF APPROVAL: 1. The site plan received and dated May 21, 1979, shall be the approved layout. 2. Interior circulation and street widths shall comply with the spec- ifications of the Fire Department. 3. An automatic sprinklering system shall be installed within all landscaping provided for the project. 4. All previously applied conditions of approval from Conditional Use Permit No. 75-24 which are still applicable shall apply to Conditional Use Permit No. 79-16. AYES: Higgins, Russell, Stern, Cohen, Bazil, Paone NOES: None ABSENT: None ABSTAIN: None CODE AMENDMENT NO. 79-3 Applicant: Initiated by the Planning Department Request for adoption of a code amendment repealing certain sections of the Ordinance Code and adding other sections pertaining to the merger of parcels. Acting Secretary Palin suggested that the ordinance as submitted be modified to not delete the code sections itemized in Section 1 of the proposed ordinance and to delete from the ordinance Subsection (c) of Section 2. Legal counsel Jim Georges expressed the opinion that the deletion of Subsection (c) would be in violation of the Subdivision -10- 6-5-79 - P.C. Minutes, H.B. Planning Commission June 5, 1979 Page 11 Map Act and therefore it should remain in the ordinance. The public hearing was opened; no one was present to address the Commission in regard to this amendment, and the public hearing was closed. Possible continuance of the request was considered to permit the Planning and legal staffs to reach agreement on the sub- section in question; however, Mr. Palin informed the Commission that certain other projects are pending approval of the Code Amendment and in the interest of time he would concur with leaving Subsection (c) in the ordinance to be resolved at a later date. ON MOTION BY COHEN AND SECOND BY STERN CODE AMENDMENT NO. 79-3 WAS APPROVED FOR RECOMMENDATION TO THE CITY COUNCIL WITH THE DELETION OF SECTION NO. 1 FROM THE ACCOMPANYING ORDINANCE, BY THE FOLLOWING VOTE: AYES: Higgins, Russell, Stern, Cohen, Bazil, Paone NOES: None ABSENT: None ABSTAIN: None DISCUSSION ITEMS: TENTATIVE TRACT NO. 10169 (Request for Continuance and Request for Applicant: Jarrard Dev. Modification of Condition of Approval) In light of the reduction in the street width on Lake Street, the applicant has requested a change in the condition of approval on this approved tract on the east side of Lake Street between Utica and Adams Avenues. This change would reduce the halfstreet sec- tion required for the east side of Lake from 50 to 45 feet. In its consideration of the request the Commission briefly dis- cussed also the requirements for tree planting which had pre- viously been imposed and the drainage for the area. Mr. Jarrard discussed methods of narrowing Adams Avenue from the 80 feet re- quired on the east side of Lake to the 60-foot street which exists to the west. After consideration, the Department of Public Works was requested to submit its recommendation on treatment of the transition of the Adams Avenue right-of-way from 80 to 60 feet at the southerly boundary of this tract. ON MOTION BY HIGGINS AND SECOND BY BAZIL A ONE-YEAR EXTENSION OF TIME TO JUNE 20, 1980, WAS GRANTED FOR TENTATIVE TRACT 10169, AND CONDITION NO. 1 REVISED AS FOLLOWS, BY THE FOLLOWING VOTE: REVISED CONDITION NO. 1: The tentative map received and dated December 16, 1977, shall be the approved layout subject to the map being revised to reflect a 45-foot halfstreet section, per Precise Plan of Street Align- ment 79-3. This revision shall be contingent upon the adoption by the City Council of Precise Plan of Street Alignment 79-3 as recommended by the Planning Commission. -11- 6-5-79 - P.C. Minutes, H.B. Planning Commission June 5, 1979 Page 12 AYES: Higgins, Russell, Stern, Cohen, Bazil, Paone NOES: None ABSENT: None ABSTAIN: None ADMINISTRATIVE REVIEW NO. 79-45/CONDITIONAL EXCEPTION NO. 79-17 ADMINISTRATIVE REVIEW NO. 79-44/CONDITIONAL EXCEPTION NO. 79-18 Applicant: Parking Company of America These requests, for temporary parking lots at the corner of Pacific Coast Highway and Newland Avenue and at the corner of Pacific Coast Highway and Beach Boulevard, were appealed by Commissioner Stern for the Commission's consideration. Mr. Stern cited substantial con- cerns of both the Police Department and the Department of Public Works with these uses, and also indicated that Vince Moorhouse, Director of Harbors, Beaches, Parks and Recreation, has serious con- cerns and would like to address the Commission in regard to them. Following discussion, Commissioner Stern stated that he would for- malize his appeal and the staff was directed to set the items for public hearing. GENERAL PLAN AMENDMENT - DAON APPLICATION Acting Secretary Palin reviewed the history of this request for General Plan amendment which had been submitted by the Daon Corpora- tion for property within the Coastal Zone and which is pending completion of the Local Coastal Program. Dave Neish, representing Daon, addressed the Commission to ask that they grant a hearing on the amendment request, allowing the developer to present alternative conceptual land use schemes for the project area. The Commission discussed the timing of the Local Coastal Program and the merits of granting the applicant a hearing in light of the delay encountered in that program. ON MOTION BY RUSSELL AND SECOND BY BAZIL THE STAFF WAS DIRECTED TO SET A PUBLIC HEARING FOR JULY 3, 1979, FOR THE PURPOSE OF EXPLOR- ING THE POSSIBILITY OF PROCESSING A GENERAL PLAN AMENDMENT FOR THE SUBJECT PROJECT, BY THE FOLLOWING VOTE: AYES: Higgins, Russell, Bazil, Paone NOES: Stern, Cohen ABSENT: None ABSTAIN: None Commissioner Cohen discussed the notification of present residents of the area, and Commissioner Stern directed that any comments gen- erated on this through the Local Coastal Program - Citizen Advisory Committee be passed on to the Commission at the July 3 meeting. -12- 6-5-79 - P.C. Minutes, H.B. Planning Commission June 5, 1979 Page 13 APPOINTMENTS: Commissioner Paone was designated as alternate delegate to the Local Coastal Program - Citizen Advisory Committee. Commissioner Stern was designated as the Commission's delegate to the Transportation Committee. STAFF ITEMS: Acting Secretary Palin reported on City Council action on June 4,1979, as regards the status of the Planning Commission, the earthquake hazard ordinance, noise ordinance, and billboard litigation. COMMISSIONER ITEMS: Commissioner Bazil requested Commission input on the possibility of terminating Gothard Street at Garfield Avenue as part of an effort to divert as much traffic as possible away from the reduced Lake Street right-of-way. After discussion, staff was instructed tostudy the feasibility of the proposal for possible inclusion in the next amendment to the Circulation Element. Commissioner Stern discussed the following: 1) Placement of street trees on Yorktown Avenue in front of the Seacliff Office Park; 2) Maintenance of pedestrian access over and across the portion of Pecan Avenue which will be abandoned for construction of the new senior center; and 3) Oil island zoning within the Seacliff resi- dential developments. Staff was directed to pursue obtaining of the trees on Yorktown; it was determined that the pedestrian access on Pecan could be obtained concurrently with the processing of the development pro- ject itself; and the discussion on the zone changes on the oil islands was deferred to the meeting of June 19, 1979.
