HomeMy WebLinkAbout1979-06-06 (7)MINUTES Council Chamber, Civic Center Huntington Beach, California Wednesday, June 6, 1979 A tape recording of this meeting is on file in the City Clerk's Office Mayor MacAllister called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 6:30 P.M. ROLL CALL Present: Mandic, MacAllister, Bailey, Yoder, Finley Absent: Pattinson, Thomas BUDGET STUDY SESSION City Administrator Bud Belsito introduced his Administrative Assistant Tom Moseley. Mr, Moselal explained the budgetary future if and when the Gann Initiative is law. e commented on the fiscal status of the City and responded to questions posed by Council. He commented that user fee increases could only be made where the fees do not presently cover the cost of services. He stated that no new fees could be imposed after Fiscal Year 1980-81 without reduction of General Fund appropriations. Jerry Cause , Budget Aide, spoke on budget constraints, employee loss and explained the priority list and how it was formulated. He stated that a 32.9 million budget would cut off at priority 154, with the loss of 109 employees (15 positions now vacant). With the inclusion of 1.9 million in additional revenue, the 34.9 million budget could be acheived at the priority level of 172, with.the loss of 76 employees (27 positions now vacant). John Roulette, Budget Analyst, presented color coded viewgraphs of each depart- ment's budget, showing their 1978-79 budget and the levels proposed for 1979-80 budget. He answered questions posed by Council. Discussion was held between Council, City Treasurer and City Attorney relative to Risk Management and the handling of claims against the City. It was proposed that a transfer of funds from budgets of Treasurer to City Attorney could accomplish City defense of claims, at a considerable budget saving. Tom Moseley presented a summary of priorities and total budget and responded to Council inquiries. Council then scrutinized priorities and considerable discussion was held. Revenue possi i ities were discussed at length. School crossing guard budgeting was discussed as it related to funding and liability. It was the consensus of the `Council that funding should be shared with the schools and that a meeting to dis- cuss this matter would be held soon. Councilman Yoder suggested using Long Beach State College students for this program. The City Administrator recommended that Council consider budgeting at the 34.9 million level, and allow departments to structure their budgets within that limit. IS Page #2 - Council Minutes - 6/6/79 Council Comments: Councilman Mandic suggested Fullerton and Long Beach State College students be used in various programs throughout the City. He commented on the need for new sources of income. Councilwoman Bailey stated that priorities need to be studied along with revenues. She briefly discussed the oil tax, trash collection and gas conservation in city vehicles. Councilman Yoder stated that he planned to review the budgets proposed by the Police Chief, Director of Public Works and Director of Harbors, Beaches, Recreation & Parks, He commented that he felt the need for an overall purchasing process study and contracting in the City where feasible. He forcasted a 33.8 million dollar budget. Councilwoman Finley_ stated her intent to meet with all department heads to have a true assessment of each department. Mayor MacAllister commented on the need to generate revenue, as public services are vita . He felt that 34.9 million was a minimum budget limit to maintain an adequate service level. He explained his theory on adopting an interim budget, stating that by doing this, the budget could be re-evaluated and adjusted in six months.
