Mayor Pro Tempore Mandic called the adjourned regular meeting of the City Council
of the City of Huntington Beach to order at 7:00 P.M.
`ROLL CALL
Present: Pattinson, Mandic, Bailey, Yoder, Finley
Absent: Thomas, MacAllister
PRESENTATIONS BY CONSULTANTS RE: DPW
Mayor Pro Tempore Mandic stated the purpose of the meeting was to receive progress
reports on a drainage master plan, sewer master plan, water computer analysis,
traffic demand model and fiscal impact model.
DRAINAGE MASTER PLAN STUDY
Mr. L. D. King introduced Mr. Dan Rainey, Project Manager for the L. D. King
Company who would present the progress report on the Drainage Master Plan Study.
Mr. Rainey described preparation of a facility inventory map describing location
and size of the existing drainage system in the City. He presented a deficiency
analysis of the present.drainage system. He described the proposed new storm
drain system which would cost approximately 32 million dollars-, this would not
include pump stations.
Mr. Rainey presented an analysis of the existing 15 pump stations and recommended
that new electronic control. systems be installed at nearly all of the pump stations.
The cost would be.$20,000 to $50,000 each, depending on the size of the pump station.
In conclusion, Mr. Rainey prioritized the improvement of the drainage system as
follows: (1) Pump stations (2)-Downtown/Civic Center storm drain (3) Improvement
ofremainder of storm drains.
SEWER MASTER PLAN STUDY
Mr. Donald Martinson, President of Lowry & Associates introduced Mr. Dennis Phinney
of°his staff.
Mr. Martinson informed Council that new atlas maps had been prepared to show the
existing sewer system, and stated that the master plan had been updated to encompass
the present system and ultimate system, identify trouble spots and cost estimates
for the new recommended facilities, and .the master plan reflected the City and
Orange County Sanitation District 11 as it pertains to the City's system, with exist-
ing land use and projected land development computer analyzed and future impact
projected.
He stated that through the use of the computer program the City's engineering.
staff would be able to monster areas the computer defines as trouble spots and.

avoid an overflow situation. In conclusion, he stated the critical locations in
the.City were Beach Boulevard, Warner Avenue and Pacific Coast Highway, which
included Orange County Sanitation District 11 trunk lines.
WATER COMPUTER ANALYSIS
Mr. Clarence Magnusen, representing Engineering Science introduced Mr. Bruce Posthumus,
Senior Engineer. Mr. Posthumus stated their company gathered information regarding
wells, reservoirs, pump stations, and monitoring under normal load as well as
emergency load capacity to formulate.the.computer program model. They explored
how the system operated hydraulically and compared operations using various popu-
lation projections. He presented a map he stated was almost a schematic of the
City's water system.
Mr. Posthumus stated the consulting company developed a computer program that
showed how the system operated, that a successful computer program was tested that
analyzed a projected maximum water use day in the year 1990. He described four
areas that should be improved in the City's water system at a projected cost of
approximately%$1.90,000.
Mr. Posthumus stated telemetering of wells was advisable as one man can not go into a
well or pit alone. He stated the computer model program would be presented to
City staff who will be able to run their own computer programs in the future.
TRAFFIC DEMAND MODEL
Mr. Bob Goedhart, Project Manager,.P,B,W. & D. presented an overview of the traffic
demand model developed by their company for the City. He stated the model analyzed
the transportation issues of the City including present and projected population and
land use factors and that the model will interface with the one the County of Orange
is in the process of developing.
RECESS - RECONVENE
Mayor Pro Tempore Mandic called a recess of the Council at 8:20 P.M. The meeting
was reconvened at 8:30 P.M.
FISCAL IMPACT MODEL
Ms. Diana Milroy, representing Ultra Systems, gave an overview of the fiscal impact
model prepared by that company. She stated the project would be completed in Septem-
ber.
Ms. Melroy stated the model was designed to reflect the impact revenues and costs of
.land use projects envisioned by the City. In additon to zoning analysis relative
to the general plan, the model would be able to analyze sewer systems, beaches and
parks. Mr. Rau of Ultra Systems elaborated on the uses of the computer model. He
stated projected revenues from various land use could be projected regarding pro-
perty tax; business -license and permits; related to park and recreation, sewer,
library; fines, foarfeitures and penalties and water service. The model would also
be able to analyze service impact costs regarding general government, public safety
police and fire, harbors, beaches and parks, public works - administrative and
engineering, facilty maintenance, street mains, library and water service.
