HomeMy WebLinkAbout1979-06-15MINUTES Council Chamber, Civic Center Huntington Beach, California Friday, June 15, 1979 A tape recording of this meting is on file in the City Clerk's Office Mayor MacAllister called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 4:00 P.M. ROLL CALL Present: Mandic, MacAllister, Bailey, Yoder, Finley Absent:, Pattinson, Thomas Mayor MacAllister stated that each person would have five minutes to speak. BUDGET PUBLIC HEARING - FY 1979-80 Marty Earlabau h, City, Chairperson of the Human Resources Council spoke in favor of t e enior Center and Oakview Community Center. She stated the Oakview.area had been a problem area in the past, but this was no longer the case due to the services provided to juveniles by the Oakview Community Center. She urged funding continued at level 2 or 3. Kath Smith, City, employee of Coastline Community College, with the Extended pportunity Program and Services, working with the Outreach office located at the Oakview Community Center, stating that Outreach provided many needed services including helping people obstain educational grants. Doug Elson, Director, Huntington Beach Community Center informed Council of the many health and counseling services the Center provides citizens. He requested Council's aid in relocating the Center as it must be moved due to redevelopment of the area. Ron Albertsen, City, stated he was an employee of the Huntington Beach Union High, -School District an is implementing a federal and state program for handicapped students. He urged Council to maintain the current budget level for Parks and Recreation and increase the budget for the Don Shipley Nature Center, as it is incorporated in many school programs. L nne Boldin , City, spoke in favor of the Senior Outreach Program describing some of the services provided, which included transporting Seniors to the doctor. She requested Council to continue to support the program and invited them to visit the Center. Frederick Leahe , City, member of the Board of Directors of the Council on Aging, on the Board of the Orange County Community Development and was concerned with the Oakview Community Center. He urged support for the Senior Center and stated he believed a Director of the Center was necessary for the Center to function. Howard Hitchcock, City, stated he was the Chairman of the Allied Arts Board and requestedcont nued funding for one year until private funding could be arranged. He described the diversified programs provided by the Board including music, visual arts and dramatic events. 196 Page #2 - Council Minutes - 6/15/79 Ro er Morrison, City, stated he had been a member of the Allied.Arts Board for three years and worked with the exhibition committee using the Library facilities. He urged continued funding of the Board. Unn He�adht , City, stated she represented the Huntington Beach Junior Women's Club and urged continued funding the the Shipley Nature Center. She described the touch and sight trail, citing thei use of the trail by school children. Laurie Hill, City, urged Council to look at a five year budget and to maintain the Library u get at its present level of funding. She stated that because of Proposi- tion 13 the Library had already received cuts in funding and that there were 110 library volunteers, more than any other city in California. Mike Rod ers, City, informed Council of the many services offered at the Senior 'Citizens Center including medical service, health screening, job tax and legal counseling, recreation and educational classes and social activities. He stated that level 1 would only provide a maintenance man to keep the building clean, and urged Council to fund the program at level 2. Councilwoman Bailey left the meeting. RECESS - RECONVENE' The meeting was recessed by the Mayor at 4:50 P.M.' The Mayor reconvened the meeting at 5:05 P.M. Mayor MacAllister spoke regarding the continued funding of the Oakview, Community Center and the Senior Citizen's Center. Laura Brito, City, speaking through a translator, Martha Anderson,.urged continued support of the Oakview Community Center citing its many services to the community. She informed Council of the aid provided by the bi-lingual members of the staff to the Spanish and Vietnamese members of the community. Gloria Nunz, City, speaking through a translator, Martha Anderson, spoke in favor oT Uie acview Community Center describing some of the services provided by the Center including food baskets at Christmas and classes in English. Don'Shi le City, former Mayor of Huntington Beach, spoke in favor of the Library, e Allied Arts Board, the parks system and the Senior Citizens Center. He stated that he believed the City needed adequate funding for the police, sewer and water system, and Fire Department, but cited the need for cultural amenities in the City. Jack Clapp, stated he has two businesses on the beach and spoke regarding police patrol on the beach during the summer season. He described the drinking, fighting and desecration of buildings on the beach and requested funding -for additional police patrol of the area. Mayor MacAllister spoke regarding the matter. Adrienne Canu urged continued support of the Oakview Community Center and cited flie lower-eU crime rate in the area. She stated there were only two staff members at.the Center and when they were engaged with program activities away from the center (such as taking the children for swimming lessons or picking up the hot lunches for the Hot Lunch Program) the doors of the center must be closed and locked. 19* Page #3 - Council Minutes - 6/15/79 Mayor MacAllister stated the hearing would be continued to Monday, June 18, 1979.
