Mayor MacAllister called the adjourned regular meeting of the City Council of the
City of Huntington Beach to order at 8:00 A.M. for the purpose of holding a "Retreat."
ROLL CALL
Present: Pattinson, Thomas, MacAllister, Bailey, Finley
Yoder (8:30 A.M.) Mandic (8:35 A.M.)
Absent: None
RETREAT
Mayor MacAllister presented opening remarks regarding the items to be discussed
during the morning session.
EXECUTIVE SESSIONS
Discussion was held regarding the importance of confidentiality of executive sessions.
Staff will be limited to only those necessary for the session. Among comments made
by Council, it was suggested that executive sessions be held early, possibly at the
6:30 P.M. adjourned meeting, in order to shorten the hours of waiting by the labor
negotiator.
BZA - DRB - DISSOLVED
Discussion was held on the elimination of the Board of Zoning Adjustments and Design
Review Board., with duties and functions going back to staff.
on motion by Pattinson, second Thomas, Council directed that an ordinance be prepared
by the City Attorney dissolving the Board of Zoning Adjustments and the Design Review
Board, giving functions back to staff. The motion carried by the following roll
call vote:
AYES: Pattinson, Thomas, MacAllister, Yoder, Finley
NOES: Mandic
ABSTAIN: Bailey
ABSENT: None
Mayor MacAllister stated that a six months assessment would be made following
dissolution.
PLANNING COMMISSIONERS APPOINTMENT BY COUNCIL
Councilman Pattinson stated that he felt that the .Planning Commissioners should serve
at the pleasure of the Councilman making the appointment.
Following considerable discussion, Mayor MacAllister called a ten minute recess. The
meeting was reconvened by the Mayor.

Councilmembers each gave their reason for favoring or not favoring the ordinance
code change to have Planning Commissioners appointed by Councilpersons. Ruth
Finley spoke from the viewpoint of the Planning Commissioner, being a former commis-
sioner. Mayor MacAllister favored trying a new system.
Discussion was held regarding Council direction to Boards and Commissions. Vincent
Moorhouse, Director of Harbors, Beaches, Recreation and Parks commented that the
Recreation and Parks Commission's role is not clearly defined. Council discussed
working closer with Boards and Commissions, with clear direction, in the future.
On motion by Pattinson, second Thomas, Council directed the City Attorney to prepare
a new ordinance allowing each Councilperson to appoint one Planning Commissioner
to serve at the Councilperson's will. The motion carried by the following roll call
voter

ATTORNEY TO PREPARE RESOLUTION - ORANGE COUNTY REGIONAL TRAINING ACADEMY
Mayor MacAllister requested the City Attorney to prepare a resolution for the June 25,
1979 meeting regarding Law Enforcement Assistance Administration Funds for the Orange
County Regional Training Academy, inasmuch as Huntington Beach is the lead city.

Councilman Mandic stated that a membership of 16 should be maintained and two meetings
per month.
Following discussion, a motion was made by Thomas, seconded by Pattinson, to direct
the City Attorney to prepare an ordinance amending Section 2.102 of the Huntington
Beach Municipal Code, reducing the membership from 21 to 11, excluding the require-
ment of student members. The motion carried by. the following roll cal-1 vote:
AYES: Pattinson, Thomas, Bailey, Yoder, Finley
NOES: MacAllister, Mandic
ABSENT: None
Councilman Mandic left the meeting at this time.
DOWNTOWN PLANNING
Mayor MacAllister directed the City Administrator to set an off -Monday meeting for
discussion on downtown planning.
Councilman Pattinson left the meeting at this time.
EMPLOYEE SUGGESTION PROGRAM - COST IMPROVEMENT PLAN
Rich Barnard, Administrative Assistant, presented the outline and form to encourage
employees to submit suggestions. The importance of the City following through with
employee suggestions was emphasized.. The various awaed'prograins`were also discussed.

Councilman Yoder stated that he was in favor of the incentive program and firmly
believed that recognition was vital. He suggested that a "Suggestion Committee"
be formed.
The City Administrator was directed to formulate "HOW" plans and report to Council
by the end of July. The committee is to consist of one Councilperson, one from
Administration, and one employee.
BAILEY REPORT - MUNICIPAL INTEGRITY CONFERENCE - AUDITING BID PROPOSALS
Councilwoman Bailey presented a report of the highlights of a Municipal Integrity
Conference she attended. One point discussed by Council was the use of different
auditors each year. City Treasurer Warren Hall informed Council that there were
a limited number of firms interested in municipal audits in the County.
A motion was made by Bailey, seconded by Yoder, that following the expiration of the
current contract, the City go out to bid for both one and two year proposals, using
a different auditor.. Motion carried unanimously.
COUNCIL COMMUNICATIONS
Discussion was held regarding Consultant William Hamilton's "Educational Communica-
tion Programs." Council directed staff to bring back additional information on the
Hamilton Program. During discussion between Council and staff relative to communica-
tions, Council indicated its desire to further open communications with staff.
MISCELLANEOUS
A brief discussion was held relative to the Council agenda, methods of speeding up
the meetings, and future items for discussion.
Council vacation schedules were discussed and Council was requested to give dates
to the City Administrator in order that a calendar can be set.
ADJOURNMENT
Mayor MacAllister adjourned the adjourned regular meeting of the City Council to
Monday, June 25, 1979 at 7:00 P.M., in Room B-8, Civic Center.
