MISCELLANEOUS AGENDA ITEMS:
ADMINISTRATIVE REVIEW NO. 79-65 - RECONSIDERATION
Applicant: William C. Wonacott
To permit the construction of a 19,331 square foot office/professional
building located at the southeast corner of Warner Avenue and Leslie
Lane.
Secretary Lipps stated that the reason for the reconsideration was
that a letter had been received from the applicant pertaining to
one of the conditions of approval, previously imposed, pertaining
to environmental matters.

79-65 WAS RECONSIDERED BY THE FOLLOWING VOTE:

Secretary Lipps read the letter to the Board and subsequently read
a letter from the Environmental Department of the City whereby the
Environmental Section recommended an alteration of one of the con-
ditions of approval.

ON MOTION BY LIPPS AND SECOND. BY CROSBY, CONDITION B-10 OF
ADMINISTRATIVE REVIEW NO. 79-65 WAS ALTERED TO READ AS FOLLOWS:
B-10. Prior to the issuance of building permits, the project
developer shall submit a final archaeological report
to the Development Services Department containing the
findings of the previous salvage excavations conducted
during April and May of 1977 by Scientific Resources
Surveys Inc., as well as a C-14 dating analysis con-
ducted at the UCLA laboratory.

ADMINISTRATIVE REVIEW NO. 79-73
Applicant: Frank R. Lomoro
To permit the operation of auto repair facility in an M1-A zone
located on the west side of Redondo Circle, approximately 338 feet
south of Talbert Avenue.
This application is a categorical exemption, Class 1, California
Environmental Quality Act, 1970.
Mr. Frank R. Lomorb, the applicant, -was present.
Secretary Lipps outlined the proposal to the Board and stated that
the proposed location had previous administrative approval, however,
due to the nature of the use now i"roposed,_"adininistrative approval
was required. Mr. Lipps further stated that a preliminary plan
check revealed the proposal to be within substantial ordinance code
conformance. The applicant was informed that the repair business
activity was to be conducted entirely within the building.
Mr. Lomoro stated that the building was sprinklered and that a
two hour fire wall existed within the building.
ON MOTION BY CROSBY AND SECOND BY LIPPS ADMINISTRATIVE REVIEW NO.
79-73 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING

A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received July 13,
1979, shall be the approved layout.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:

Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in the
immediate vicinity;

B. GENERAL CONDITIONS:
1. The repair business activity shall be conducted wholly within
the building and there shall be no outside storage of vehicles
in an inoperative or dismantled condition.

Applicant: Roy A. Cunningham
To permit the construction of a 4,600 square foot industrial building
located at the southeast corner of Warner and Palmdale.
This application is covered by Negative Declaration No. 79-47, previ-
ously approved.
Mr. Cunningham, the applicant, was present.
Secretary Lipps noted that the applicant has received approval at
this location previously. Mr. Cunningham explained that'he had
previous authorization to utilize a larger parcel of land, however,
that authorization was withdrawn, therefore, he had to redesign
and condense his structure. Secretary Lipps noted that the plan
as submitted was within substantial ordinance code conformance.
Chairman Crosby noticed an existing lot line, subsequently the
applicant was made aware_ that a tentative parcel map eradicating
the lot -line would have to be filed with the City and recorded
with the County prior to occupancy of the building.
Conditions of approval were discussed.

CONDITIONS OF APPROVAL:
A., TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan received July 24, 1979, shall be the
approved layout, subject to the modifications described herein:
a. Elevations shall be submitted depicting colors, textures,
`and -materials which are proposed to be used. These eleva-
tion features shall be approved by the Secretary of the
Board prior to permits.
Plans delineating said modifications shall be submitted to the
Secretary of the Board. If such plans comply with the modifi-
cations outlined by the Board, said plan shall be approved and
made a permanent part of the administrative file.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in the
immediate vicinity
Past administrative action regarding this property.
2. The following plans shall be submitted to the Secretary of
the Board:
a. Landscape and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works.
b. Rooftop mechanical -equipment screening plan. Said plan
-shall indicate screening of all rooftop mechanical equipment
and shall delineate the type of material proposed to screen
said equipment.
B. GENERAL CONDITIONS:
1. A Tentative Parcel Map combining the two lots and including
7.5 feet of the abandoned alley, shall be filed with the City
and recorded with the County prior to occupancy of the building.
2. Natural gas shall be stubbed in at the locations of cooking
facilities, -water heaters, and central heating units.
3. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
offsite facility equipped to handle them.

4. If lighting is included in the parking lot, energy efficient
lamps shall be used (e.g., high pressure sodium vapor, metal
halide). All outside lighting shall be directed to prevent
"spillage" onto adjacent properties.
5. A detailed soils analysis shall be prepared by a registered
soils engineer. This analysis shall include onsite soil
sampling and laboratory testing of materials to provide detailed
recommendations regarding grading, chemical and fill properties,
foundations, retaining walls, streets, and utilities.
6. If foil -type insulation is to be used, a fire retardant type
shall be installed as approved by the Building Division of
the Department of Development Services.
7. A plan for silt control for all storm runoff from the property
during construction and during initial operation of the project
shall be submitted to the California Regional Water Quality
Control Board staff for its review prior to the issuance of
grading permits.
8. Information on equipment or facilities which may generate air
pollutants shall be submitted to the South Coast Air Quality
Management District staff for their review prior to the issu-
ance of a Certificate of Occupancy for any use within the
building.
