Mayor MacAllister called the adjourned regular meeting of the City Council of the
City of Huntington Beach to order at 7:00 P.M.
ROLL CALL
Present: Pattinson, Mandic, MacAllister, Bailey, Yoder, Finley
Thomas (arrived 9:00 P.M.)
Absent: None
DOWNTOWN REDEVELOPMENT
The City Administrator defined four areas relative to Downtown Redevelopment that
were scheduled for discussion:
1. Downtown Revitalization Issues
2. Financing Revitalization
3. Program Timing and Staff Director
4. The Role of the Redevelopment Commission
The Director of Development Services gave background information regarding the
subject including site plans, themes, mall concept, traffic patterns and structural
inspections.
Council discussed land uses; zoning and General Plan consistency, with emphasis on
mixed use, intensity, parking and pier improvements. Councilwoman Bailey and Coun-
nilman Pattinson were directed to investigate possible parking on state owned pro-
perty north of the pier when they attend the Sacramento State Committee meeting on
August 22, 1979. Council supported increased intensity and mixed uses, keeping
recreational aspects intact and stimulation of business. Discussion regarding the
pier, included the possibility of expanding the pier and allowing installation of
restaurants and specialty shops.
Steve Kohler of Housing and Community Development reported on the availability of
HCD Block Grant Funds for Downtown Improvements; Rehabilitation: Section 312, S899,
and HCD Block Grant Funding and Coastal Conservancy Funding.
Council directed staff to investigate and compile a report on the feasibility of
expanding the pier, cost analysis and sources of possible funding.
A motion was made by Pattinson, seconded by Mandic to direct staff to come back with
a report on mixed uses, cost analysis of traffic patterns and future off -site improve-
ments on a six block core between Third Street and Fifth Street bounded by Orange
Avenue and Pacific Coast Highway.

A motion was made by Pattinson, seconded by Bailey, to direct staff to report on
cost figures and proposals for expansion of the pier including impact reports.
The motion carried by the following vote:
AYES: Pattinson, Mandic, MacAllister, Bailey, Yoder, Finley
NOES: None
ABSENT: Thomas
Mayor MacAllister recommended that staff bring back cost figures regarding converting
City owned property located at Orange Avenue and Main Street into a parking lot.
Following discussion, a motion was made by Mandic, seconded by Pattinson, to direct
staff to contact Mr. Dick Mitchell regarding funding low cost commercial rehabilita-
tion loans. The motion carried by the following vote:
AYES: Pattinson, Mandic, MacAllister, Bailey, Yoder, Finley

ABSENT: Thomas
Council discussed retention of the Redevelopment Commission and its role in the
Warner/Goldenwest Redevelopment. Councilman Mandic requested a legal opinion on
the matter. Council discussed the possibility of keeping the Commission on an
inactive basis reactivating it when needed. Mayor MacAllister requested that Coun-
cilmen Mandic and Pattinson bring back four recommendations to fill vacancies on the
Redevelopment Commission.
RECESS - RECONVENE
The meeting was recessed by the Mayor at 8:30 P.M. The Mayor reconvened the meeting
at 8:45 P.M.
PARK MASTER PLAN -1.
The Director of Harbors, Beaches, Recreation and Parks gave an overview of the
Park Analysis Report, pointing out overall costs, history of park funding and dedi-
cation by developers and concluded that the City can no longer maintain the existing
parks consisting of fifty parks totalling four hundred acres.
The Assistant Director of Finance presented viewgraphs depicting costs and revenues
for the City with emphasis on the park costs as projected over the next ten years.
COUNCILMAN THOMAS ARRIVED AT THE MEETING.
Council discussed undeveloped parksites, park maintenance, and the need for alter-
nate funding. The Director of Harbors, Beaches, Recreation and Parks stated that
his work forces were drastically reduced making park care critical and resulting in
a forty day cycle for the neighborhood parks maintenance.
On motion by Yoder, second Bailey, Council directed the Director of Harbors, Beaches,
Recreation and Parks to consider alternatives on fifteen neighborhood parks, report-
ing on the cost of maintenance of each park and a prioritized park list, including
a report on costs of the upkeep on structures being destroyed by vandalism. The
motion carried unanimously.
A motion was made by Pattinson, seconded by Thomas, to direct the Director of Harbors,
Beaches, Recreation and Parks to bring back a recommended list of parks for deletion
from the completion program. The motion carried unanimously.

Discussion was held on the park maintenance problem. Mr. Moorhouse stated that
target dates were charted in his department relative to parks and cost factors.
He discussed the possible development of a "Park Maintenance Assessment District."
Following discussion, the Mayor requested preparation of a resolution relative to the
park status and establishing park policy, for press release.
Council discussed Central City Park regarding boundaries and the potential of develop-
ing the Park for revenue. The Director of Harbors, Beaches, Recreation and Parks
presented charts depicting projected revenue producing activities.
On motion by Pattinson, second Thomas, Council agreed in concept with the plans
set forth by the Director of Harbors, Beaches, Recreation and Parks, taking a posi-
tive policy posiiton on the three portions of Central City Park, the "passive",
"non -revenue producing active" and "revenue producing active The motion carried
unanimously.
EXECUTIVE SESSION CALLED
Mayor MacAllister called an Executive Session of the City Council at 10:33 P.M.
to discuss personnel and litigation matters.
RECESS - RECONVENE
The meeting was recessed by the Mayor at 10:33 P.M. The Mayor reconvened the meeting
at 11:13 P.M.
ADJOURNMENT
Mayor MacAllister adjourned the adjourned regular meeting of the City Council to
Wednesday, August 15, 1979 at 6:30 P.M. in Room B-8, Civic Center.
