MINUTES OF SEPTEMBER 12, 1979 WERE APPROVED

REGULAR AGENDA ITEMS:
ADMINISTRATIVE REVIEW NO. 79-89
Applicant: John H. Tillotson, Jr.
To permit the construction of a 19,690 sq. ft. industrial building
located on the south side of Oceanus Drive, approximately 746 feet
east of Triton.
This application is covered by EIR 73-16, approved by the City
Council on March 18, 1974.
Mr. Paul Grefy was present to represent the application.
Chairman Crosby introduced the application to the Board. It
was noted that the applicant was proposing the building to be
utilized for warehouse use and some office space. It was further
noted that the parking was not within Ordinance Code conformance,
and that it would have to be brought into conformance prior to
issuance of permits.
Board discussion ensued. Conditions of approval were discussed
and Chairman Crosby informed the applicant that the driveway pro-
posed was to be a radius type drive.
ON MOTION BY CROSBY AND SECOND BY LIPPS, ADMINISTRATIVE REVIEW
NO. 79-89 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:

CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received September
4, 1979, shall be the approved layout.
In its approval action, the Board of Zoninq Adjustments considered
the following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in
the immediate vicinity;
Past administrative action regarding this property.
2. The following plans shall be submitted to the Secretary of the
Board:
a. Landscape and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works.
b. Rooftop mechanical equipment screening plan. Said plan
shall indicate screening of all rooftop mechanical equip-
ment and shall delineate the type of material proposed
to screen said equipment.
B. GENERAL CONDITIONS:
1. Applicant shall provide radius type driveway approaches.
2. The use shall be limited to warehousing and necessary
offices.

Mr. Dewayne Brown, was present to represent the application.
Chairman Crosby introduced the application to the Board. Board
reviewed the proposal and found same to be within Ordinance Code
conformance.

NO. 79-90 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:

This application is covered by EIR 73-16, approved by the City
Council on March 18, 1974.
Mr. Dan MacLellon was present to represent the application.
Chairman Crosby introduced the application to the Board. Board
reviewed the proposal and found same to be within Ordinance Code
conformance.
ON MOTION BY OTT AND SECOND BY LIPPS ADMINISTRATIVE REVIEW NO.
79-91 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING

PLOT PLAN AMENDMENT NO. 79-7
Applicant: Paula and William Perrine

To permit the location of a mobilehome at an existing commercial
equine facility located at the southwest corner of Ellis and
Goldenwest.
This application is covered by Negative Declaration No. 76-56,
previously approved.
The Chairman opened the public hearing. The applicant was not
present.
Mr. A.C. Marion addressed the Board and informed the Board of
some problems he and two other stable owners had with the previous
property owner, Mr. Hennes, regarding equal sharing of cost in-
volved in the installation of a water line which also services
the subject location.
Secretary Lipps informed the people in the audience that it was
the Board's consensus to refer the application to the Planning
Commission in order to comply with Condition No. 4 of Conditional
Use Permit No. 78-02, previously approved by the Planning Com-
mission.
There being no other parties present to speak on the application,
the public hearing was closed.

79-7 WAS REFERRED TO THE PLANNING COMMISSION MEETING OF OCTOBER
16, 1979, BY THE FOLLOWING VOTE:

MISCELLANEOUS:
SPECIAL EVENT NO. 79-22
Applicant: Sts. Simon & Jude Church
To permit a fall festival to be held October 5, 6, and 7, 1979
located on the northeast corner of Magnolia and Indianapolis
(20444 Magnolia)
Chairman Crosby outlined the proposal to the Board. Lt. Patton
from the Police Department was present and stated that there
had been no major problems with the proposed festival in past
years.
Board discussion ensued. Conditions of approval were discussed.
ON MOTION BY LIPPS AND SECOND BY CROSBY, SPECIAL EVENT NO. 79-
22 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING
VOTE:
CONDITIONS OF APPROVAL:
1. The plot plan received September 10, 1979, shall be the
approved layout.
2. The applicant shall obtain all necessary electrical permits.
3. An on -site inspection by the Fire Department shall be required
prior to the event.
4. A certificate of insurance form shall be filed in the Finance
Department five (5) days prior to the event.
