OF THE REGULAR MEETING OF SEPTEMBER 19, 1979 WERE
APPROVED BY THE FOLLOWING VOTE:

REGULAR AGENDA ITEMS:
USE PERMIT NO. 79-32
Applicant: George C. McCracken
o permit the construction of a 90 space recreational and other
ehicle storage parking facility located on the northeast corner
of Speer Avenue and Crabb Lane.
This application is covered by Negative Declaration No. 79-63.
Secretary Lipps stated that the Use Permit warranted a continuance
to the October 3, 1979 Board of Zoning Adjustments meeting -due to
the posting period of the,Negative Declaration will not expire
until October 28, 1979.

CONTINUED TO OCTOBER 3, 1979 BY THE FOLLOWING VOTE:

Mr. Rudy Salas was present to represent the application.
Secretary Lipps introduced the application to the Board and noted
that the plan had severe difficulty in not meeting proper setback
requirements of the M1-A zone. Therefore, he suggested a continuance
of the application to allow applicant time to revise his plans or
pursue a conditional exception request.
ON MOTION BY LIPPS AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO.
79-92 WAS CONTINUED TO OCTOBER 3, 1979, BY THE FOLLOWING VOTE:

Applicant: Robert Blinn
To permit the construction of a 5,568 square foot industrial building
and modification to existing industrial building located on the east
side of Gothard Street, approximately 295 feet south of Slater Avenue.
The application is covered by Negative Declaration No. 79-26,
previously approved.
Mr. Rudy Salas was present to represent the application.
Secretary Lipps introduced the proposal to the Board and noted that
the plan was within substantial Ordinance Code conformance. Mr. Lipps
further informed the applicant that the proposal was located within the
Civic District portion of the City; therefore, an application would
have to be filed for Design Review Board approval, in addition to the
Administrative Review application. He further explained that the Design
Review Board would review the proposal for aesthetic purposes.
Chairman Crosby informed the applicant that the Tentative Parcel Map,
approved by the Board of Zoning Adjustments, has not been recorded
as of this date, and that such recordation would be made a condition
of approval.
Conditions of approval were discussed.

CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received September
12, 1979 shall be the approved layout.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
- Traffic circulation and drives;
- Parking layout;
- Lot area;
- Lot width and lot depth;
- Type of use and its relation to property and improvements in the
immediate vicinity;
- Past administrative action regarding this property.
2. The following plans shall be submitted to the Secretary
of the Board:
a. Landscape and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works.
b. Rooftop mechanical equipment screening plan. Said plan
shall indicate screening of all rooftop mechanical equipment
and shall delineate the type of material proposed to screen
said equipment.
B. GENERAL CONDITIONS:
1. Approval.subject to applicable recommendations of the
Design Review Board.
2. Tentative Parcel Map #70-563 shall be recorded prior to
issuance of building permits.
3. The wall of the building at 0' property line setback shall be
of maintenance free masonry construction.
4. An irrevocable maintenance easement agreement between parcel #1
and parcel #2 shall be recorded with the County prior to occupancy.
5. Provide radius type drive approach.

Applicant: Joe Byron
to permit the construction of a 12,000 square foot tilt -up concrete
building located at the southeast corner of Machine Drive and
Assembly Lane.
These applications are covered by•EIR 73-16, approved by the: City
Council on March 18; •1974'. `
Mr. Joe Byron was_ present to.,represerit`,the application_; -,
Chairman Crosby outlined-the`proposals'-to the Board. The public
hearing was opened,.on Use Permit No. 79-31.
There being no parties present to speak on the application, the
Public hearing was.closed.
Secretary.Lipps stated that the proposals were within substantial
Ordinance Code Conformance. Conditions of approval were discussed.
