Chairman Bazil requested that the Traffic Division make every
effort to have the Traffic Demand Model available for the Novem-
ber 27 meeting.
The Commission recessed at 9:50 p.m. and reconvened at 10:00 p.m.
CODE AMENDMENT NO. 79-6
Initiated by the Department of Development Services
A proposal for a change in Division 9 of the Huntington Beach
Ordinance Code in the method of measuring the required corner cut-
off from its present lot -line -to -lot -line measurement to a curb -
line -to -curb -line measurement. This corner lot cutoff is required
in all residential districts and is measured as a 25-foot triangular
area at the exterior property lines.
Staff explained that this item could be heard for discussion only,
as the notice for the public hearing had specified the meeting of
November 20, 1979. Secretary Palin outlined the proposal, which
is to provide a 37.5' x 37.5' corner cutoff measured from curb
line, saying that variations in widths of parkways throughout the
City would result in inequities if the cutoff were measured at
25 feet from curb line. Another problem with the code change
could be the unknown ultimate street and parkway widths in some
instances. He noted that the Department of Development Services
has sufficient records to allow developers to determine what a
cutoff would be as measured from property lines, but measurement
from curb line would be more difficult. Savoy Bellavia reported
that staff has checked with other cities in the county and no one
uses the curb -to -curb measurement; the dimension from property
line used in other cities varies from 20 to 35 feet with the median
at 25 feet.
A brief discussion among Commission, staff, and an interested
member of the public took place.
ENVIRONMENTAL IMPACT REPORT NO. 78-4
"The Ranch" EIR - Prepared for the Huntington Beach Company
James Barnes briefly described the project and the EIR prepared
for that project.
Although George Johnson, Vice President of Environmental Resources
Group (the consulting firm which had prepared the EIR) was at the
meeting to assist the Commission, it was the consensus that the
document had been received too late to permit substantive review.
The public hearing was opened. David Holland addressed the Com-
mission to inquire as to the status of the existing ranch house
on the property. There being no other persons to speak in regard
to the environmental impact report, the public hearing was closed..

DISCUSSION ITEMS:
CONFORMANCE WITH GENERAL PLAN NO. 79-14
Police Heliport
Secretary Palin informed the Commission that this item is being
removed from the agenda because of procedural error. The request
should actually have been for conformance for acquisition of the
property upon which it is planned to place the heliport and should
have been filed by the Department of Community Services. The future
placement of the heliport will be addressed by an environmental
impact report and will be submitted to the Planning Commission for
review.
Mr. Palin further informed the Commission that he has been in contact
with a developer who is interested in underwriting a parcel of land for
use as a heliport with a leaseback arrangement to the City to permit
both his own and Police Department use of the facility. The Planning
staff will pursue this possibility and prepare a proposal to the City
Council; the Commission will be kept apprised of the progress on this
matter.
COMMITTEE APPOINTMENTS:
Chairman Bazil will consider the preference lists submitted by the
Commission and make appointments to subcommittees at the next
meeting.
PLANNING PROJECTS LIST:
The Commission received the list of pending and future projects com-
piled by the immediately preceding commission. Priorities will be
assigned to these projects at some future study session.

Beach Planning Commission in joint Study Session with the City
Council of Huntington Beach, California is called for and will
be held in the Council Chamber of the Civic Center, at the hour
of 6:00 P.M. on Monday, November 19, 1979, for the purpose of
considering the environmental impact report and the specific plan
for the Old Civic Center site, as well as the Sixth Year Applica-
tion for Housing and Community Development funding.
