REGULAR AGENDA ITEMS:
USE PERMIT NO. 79-42
Applicant: Denny Christensen
To permit review of elevations of eight (8) apartment buildings located
on the north side of Jennifer Circle, adjacent to Lynn and Warner.
This application is covered by Negative,Declaration No. 78-74,
previously approved.
Mr. John King was present to represent the application. Secretary
Spencer explained the proposal to the Board noting that the review
was for the elevations only and not for entitlement or zoning
requirements.
The public hearing was opened.
Mr. King explained the elevations to the Board outlining shadow
patterns, and color schemes to be utilized.
There being no other parties present, the public hearing was closed.
Board discussion followed. Findings and conditions were discussed.

FINDINGS:
1. The establishment,•maintenance, and operation of the use will
not be detrimental to:
a. The general welfare of persons residing or working in the
vicinity;
b. property and improvements in the vicinity of such use or
building.
2. The granting of a Use Permit will not adversely affect the
General Plan.
3. The proposal is consistent with the City's General Plan of Land
Use.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR.TO ISSUANCE OF BUILDING PERMITS:
1. The elevations received December 6, 1979-, shall be the approved
elevations for Use Permit No. 79-42, subject to the modificatio
described heren:
a. Applicant shall submit revised elevations to the Secretary
of the Board depicting colors on stucco.
A plan.delineating said modifications shall be submitted to the
Secretary of the Board. If such plan complies with the modifi-
cations outlined by the Board, said plan shall be approved and
made a permanent part of the administrative file.

PLOT PLAN AMENDMENT NO. 79-11
Applicant: Church of Jesus Christ of LDS
To permit the addition of approximately 400 sq. ft. storage building
located on the south side of Atlanta Ave., approximately 1300 ft.
west of Magnolia.
This application is covered by Negative Declaration No. 78-90,

Bishop Gary Nelson was present to represent the application. Secretary
Spencer explained the proposal to the Board noting that a 400 sq. ft.
addition was proposed to an existing church facility. He further
stated that a plan check revealed the proposal to be within sub-
stantial ordinance code conformance.
The public hearing was opened.
Nancy Wyckoff, representing five homeowners adjacent to the
proposal, addressed the Board and objected to the grading differ-
ential between her property and that adjacent to her (church
property). Secretary Spencer noted that this situation would
be reviewed with staff members.
Bishop Nelson addressed the Board and stated that the church
wished to be a good neighbor and therefore the addition was
designed not to be offensive to the neighborhood and would blend
in with the existing buildings.
There being no other parties present to speak on the application,
the public hearing was closed.
Board review followed. Elevations, landscaping and fencing was
discussed. Findings and conditions of approval were reviewed with
the applicant's representative.
ON MOTION BY SPENCER AND SECOND BY KELLY, PLOT PLAN AMENDMENT NO.
79-11 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY
THE FOLLOWING VOTE:
FINDINGS•
1. The Amendment does not constitute a substantial change.
2. The proposed use of property will remain the same.
3. The adjustment will result in an improved plan.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received December 14,
1979, shall be the approved layout.
2. The applicant shall provide to the Secretary of the Board, a
landscape/screening detail to reduce the visual impact from
adjacent residential properties.

TENTATIVE PARCEL MAP NO. 79-584
Applicant: RMG Engineering
To permit the subdivision of approximately 2.75 acres of land into
four parcels located on the south side of Slater Avenue, and west
of Nichols.
This request is covered by Negative Declaration No. 79-35, previously
approved.
Mr. John Mandrell, the applicant's representative, was present.
Secretary Spencer introduced the application to the Board noting
that the proposal was part of Tentative Tract No. 9921X. He further
said that a tentative parcel map creating four parcels and a residual
parcel out of one parcel has been approved by the Board on subject
property. However, concern was expressed with this application
due to the possibility of creating inadequate drives and the possibility
of having to utilize reciprocal agreements for future construction.
John Mandrell addressed the Board stating that he would be receptive
to delay approval of the Final Tract Map until a tentative site plan
could be approved by the Board of Zoning Adjustments. He assured
that a survey indicated that the boundary has been correctly identi-
fied for Parcel No. 1.
Further Board discussion followed. Findings and conditions of
approval were discussed.
ON MOTION BY SPENCER AND SECOND BY KELLY, TENTATIVE PARCEL MAP NO.
79-584 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY
THE FOLLOWING VOTE:
FINDINGS•
1. The proposed creation from a portion of residual parcel within
Tentative Parcel Map No. 79-567 into four (4) lots for purposes
of light industrial manufacturing is in compliance with the size
and shape of property necessary for that type of development.
2. The General Plan has set forth provisions for this type of land
use as well as setting forth objectives for implementation of
this type of use.
3. The property was previously studied for this intensity of land
use at the time the land use designation for light industrial
manufacturing, which allows industrial development, was placed
on subject property.

4. The size, depth, frontage, street width, and other design and
improvement features of the proposed subdivision, are proposed
to be constructed in compliance with standard plans and specifi-
cations on file with the City as well as in compliance with the
State Map Act and supplemental City Subdivision Ordinance.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS FOR ANY
PURPOSE:
1. The tentative parcel map received by the Department of
Development Services on December 17, 1979, shall be the
approved layout.
2. A parcel map shall be filed with, and approved by, the
Department of Public Works, and recorded with the Orange
County Recorder.
3. A copy of the recorded parcel map shall be filed with the
Department of Development Services.
4. Prior to recordation, Lots 3 and 4 will be subject to a site
plan approval by the Board of -Zoning Adjustments.
5. Prior to development, an off -site and on -site sewer force
main from Crabb Lift Station to Slater Avenue shall be
constructed.

SPECIAL EVENT NO. 79-30
Applicant: AYSO Reg. 117 c/o Kathy Elliott
To permit a picnic at Lake Park on January 27, 1980 from 10:00 a.m.
to 3:00 p.m. for approximately 300 persons located at Lake Park
(southeast corner of Main Street and 12th Street).
Mrs. Lou Ann Weise was present to represent the application.
Board reviewed the proposal noting that the event had been conducted
in previous years with no problems. Secretary Spencer noted that
the proposal had been approved and that necessary permits had been
obtained from the Community Services Department.

CONDITIONS OF APPROVAL:
1. -The plot plan received December 18, 1979 shall be the approved
layout.
2. The applicant shall obtain all necessary electrical permits.
3. An on -site inspection by the Fire Department shall be required
prior to the event.
4. A certificate of insurance form shall be filed in the Finance
Department five (5) days prior to the event.
