Mayor MacAllister called the Special Meeting of the City Council of the City of
Huntington Beach to order at 7:30 P.M.
The pledge of allegiance was led by Councilman Pattinson.

Mayor MacAllister announced that Council would conduct a study session with staff
and Bob Nelson, Executive Director of the Orange County Manpower Commission.
William Amsbary, Assistant City Attorney, stated that the Federal Government had
been informed of what had transpired with Western Institute of Careers, Inc. ,as dir-
ected by Council. He explained the areas which could be discussed publicly and
the limitations under the Brown Act.
Mr. Amsbary informed Council that the City's responsibility towards the CETA pro-
gram had ceased in October of 1979 and that an audit would be conducted by Peat,
Marwick & Mitchell, covering the past six months.
Bob Nelson, Executive Director of the Orange County Manpower Commission, explained
the history of the CETA program with the aid of viewgraphs. Considerable discussion
was held between Mr. Nelson and Council on the matter.
The City Administrator explained the gradual phasing out of CETA employees; from
110 employees funded during 1977 to the 29 participants in 1980. He referred to
the funding of CETA employees and the portion funded by the Federal Government.
Discussion was held as to whether the administrative costs for handling CETA could
be recuperated by the City. Frank Arguello, Finance Director, responded, inform-
ing Council that merely having the CETA employees adequately compensated for any
handling costs. The City Administrator stated that these costs would be absorbed
by a special 'unallocated category' of CETA funds. Rich Barnard, Administrative
Assistant, also spoke in regard to the CETA program. Considerable discussion was
held between Council, staff and Mr. Nelson regarding various phases of the CETA
program and its management by Western Institute of Careers, Inc.

Councilman Mandic referred to the increase in salary of Robert Cunningham, President/
Secretary of Western Institute of Careers, Inc., to which the Assistant City
Attorney responded that approval would have been channeled through the Board of
Directors of Western Institute of Careers, Inc., with no involvement of the City,
which opinion was verified by Mr. Nelson.
Discussion was held by Council and staff in regard to auditing Western
Institute of Careers, and Mayor MacAllister expressed concern regarding the
audit from 9/30/79 to the present time. It was determined that the audit would
be conducted by the Orange County Manpower Commission and the fee involved could
be taken from the 'unallocated category' of CETA funds. Councilwoman Bailey
stated that she would like to have figures for the fee involved for the audit.
A motion was made by Pattinson, seconded by Thomas, to request the Orange County
Manpower Corporation Audit Division, to conduct an audit of the City's oper-
ations from 4/l/79 to 9/30/79. The motion carried by the following vote:
AYES: Pattinson, Thomas, Mandic, MacAllister, Yoder, Finley

The City Administrator distributed back-up material to Council and staff on
the matter.
Ed Thompson, Director of Personnel, City, informed Council that since February 4,
1980 all checks normally handled by Western Institute of Careers, Inc. were being
jointly signed by Ron CrosIey, Orange County Manpower Cormission and Mrs. Al Van
Fleet, as an interim measure. He informed Council that Mrs. Van Fleet is Acting
President of Western Institute of Careers. Further discussion was held on the
matter.
Roy How, Board of Directors of W.I.C., Inc. referred to their recent meeting and
the remedial actions taken at that time.
Mrs. Van Fleet reported to Council on the number of Huntington Beach residents
presently actively involved in the CETA program.
The City Administrator urged the Mayor to appoint a City Council Ad Hoc Committee
to work with staff in preparing a recommendation in regard to assuming operation
of the CETA programs. He recommended that three Council members be appointed to
the Ad Hoc Committee.
A motion was made by MacAllister, seconded by Mandic, to appoint Pattinson, Bailey
and Finley as members of the City Council's Ad Hoc Committee, to work with staff in
preparation of a recommendation regarding the assumption of CETA Programs; said
recommendation to be prepared for the February 19, 1980 Council meeting, or the
February 26, 1980 Council retreat, at the latest. The motion carried unanimously.
Councilman Mandic requested that the following information be made available to
him: (a) Reimbursement of expenses for further operation of CETA; (b) Minutes
of the meeting where the raise in salary was given; and (c) the CETA eligibility
requirements.
RECESS - RECONVENE
Mayor MacAllister called a recess of Council at 9:12 P.M. for the purpose of con-
ducting an Executive Session for personnel and litigation matters.
Councilman Thomas left the meeting at 10:00 P.M.
The meeting was reconvened by the Mayor at 10:I0 P.M.
CANCELLATION OF AGREEMENT WITH WESTERN INSTITUTE OF CAREERS INC.
A motion was made by Bailey, seconded by Finley, to exercise the 90 day clause
to cancel the City's agreement with Western Institute of Careers, Inc. The motion
carried by the following vote.
AYES: Pattinson, MacAllister, Bailey, Yoder, Finley
NOES: Mandic
ABSENT: Thomas

Mayor MacAllister adjourned the Special Meeting of the City Council
of the City of Huntington Beach to February 19, 1980 at 6:30 P.M., Civic Center,
Room B-8.
