BOARD MEMBERS: Spencer, Tindall, Kelly REGULAR AGENDA ITEMS: ADMINISTRATIVE REVIEW NO. 80-1 Applicant:Jorgen D. Hansen To permit a 31,200 sq. ft. industrial building located on the northeast corner of Palmdale Street and Cedar Street. This request is covered by Negative Declaration No. 79-6, approved by the Board February 21, 1979. The Board reviewed the revised plot plan depicting the relocation of the building so that the access of vehicles and the activity of the business are away from the alley. Discussion also included the placement of overhead doors along the Palm - date frontage reflecting a 25' foot minimum setback away from the public - right -of -way. Conditions of Approval were discussed. ON MOTION BY SPENCER AND SECOND BY KELLY ADMINISTRATIVE REVIEW NO. 80-1 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: CONDITONS OF APPROVAL: A) TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS 1) The revised conceptual plot plan received January 18, 1980 shall be the approved layout. Subject to the modifications described herein: a) Building elevations depicting colors and materials. A plan delineating said modifications shall be submitted to the Secretary of the Board. If such plan complies with the modifications outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the coneptual plan. Minutes: H.B. Board of Zoning Adjustments February 20, 1980 Page 2 - Traffic circulation and drives; - Parking layout; - Lot area; - Lot width and lot depth; - Type of use and its relation to property and improvements in the immediate vicinity; - Past administrative action regarding this property. 2. The following plans shall be submitted to the Secretary of the Board. a) Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscape specifications on file in the Department of Public Works. b) Rooftop mechanical equipment screening plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material proposed to screen said equipment. B) GENERAL CONDITIONS: 1) If overhead doors are to be provided along Palmdale frontage, they shall be placed a minimum of 25' feet from right-of-way line. 2) Applicant shall make improvements and dedicate alley way and Palmdale to public Works specifications and standards. 3) A parcel map for lot consolidation purposes shall be filed by the applicant and recorded by the County Recorder prior to issuance of building permits AYES: Spencer, Tindall, Kelly NOES: None ABSENT: None USE PERMIT NO. 80-6 Applicant: Jim Spowart To permit the establishment of an automotive repair shop located on the south side of Talbert Avenue, approximately 1,148 feet west of Beach Boulevard This application is a categorical exemption, Class I, California Environmental Quality Act, 1970 1 Minutes: H.B. Board of Zoning Adjustments February 20, 1980 Page 3 Mr. Jim Spowart was present to represent the application. Secretary Spencer introduced the application to the Board. The public hearing was opened. The Board discussed the proposal stating that the use had been approved for this particular zoning designation. Other concerns discussed involved the parking requirements and repair and storage activities. Mr. Spowart stated that parking was provided for in the lease agreement, and that all work be confined to the inside of the building. There being no other parties present to speak on the application, the public hearing was closed. ON MOTION BY SPENCER AND SECOND BY KELLY, USE PERMIT NO. 80-6 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS BY THE FOLLOWING VOTE: FINDINGS: 1) The establishment, maintenance and operation of the use will not be detrimental to: a) The general welfare of persons residing or working in the vicinity; b) Property and improvements in the vicinity of such use or building. 2) The granting of a Use Permit will not adversely affect the General Plan. 3. The proposal is consistent with the City's General Plan or Land Use. CONDITIONS OF APPROVAL: A). TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1) The conceptual plot plan and elevations received January 30, 1980 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the follwoing issues relating to the conceptual plan. LJ Minutes: H.B. B) GENERAL CONDITIONS: 1) All activity such as repair and storage shall be conducted within the building and not within the alley or parking areas. 2) Applicant shall be subject to a review of compliance of conditions and approval within six (6) months of the Board of Zoning Adjust- ments. AYES: Spencer, Tindall, Kelly NOES: None ABSENT: None CONDITIONAL EXCEPTION NO. 80-6 Applicant: Bank Planning Associates, Inc. To permit a reduction in driveway width from the required 20 ft. to 10 ft. 2 in. Subject property is located on the east side of Brook- hurst Street, approximately 350 feet south of Hamilton Avenue. This application is a categorical exemption, Class 5, California Environ- mental Quality Act, 1970. IN CONJUNCTION WITH: USE PERMIT NO. 80-5 Applicant: Bank Planning Associates, Inc. To permit the construction of a financial institution building located on the east side of Brookhurst, approximately 350 feet south of Hamilton Avenue. This application is covered by Negative Declaration No. 80-7. Secretary Spencer outlined the proposal to the Board. Victor Newlove, Gary May and Paul House were present to represent the application. The public hearing was opened. Minutes: H.B. Board of Zoning Adjustments February 20, 1980 Page 5 Secretary Spencer explained that a reciprocal easement regarding drive- way access thru the adjacent property had been granted in 1972. This Condition is still valid, as a letter of agreement from the property owner had been submitted at that time. Mr. Spencer further stated that the Board has some concerns regarding site circulation and parking during peak business hours. Mr. Newlove stated that he was unaware of the agreement which would have a definite effect on the vehicle access and circulation. He explained that a one-way drive along the building and exit only on Brookhurst Street would be sufficient for circulation of traffic. Chairman Tindall stated his concerns of visual access i.n the parking area, and drive -up windows in relation to traffic circulation. There being no other persons present to speak on the application, the public hearing was closed. The applicant and Board discussed the proposal and it was decided to continue the applications one week in order to allow Staff to research the reciprocal easement agreement in relation to the proposal. Staff requested meeting with the applicant prior to the regular Board of Zoning Adjustments meeting. Earl Corporation To permit the construction of a 4,800 sq. ft. savings and loan branch office facility located on the northeast corner of Pacific Coast Highway and Warner Avenue. This request is covered by Negative Declaration No. 77-136 previously approved. Minutes: H,.,B. Board of Zoning Adjustments February 20, 1980 Page 6 Mr. Marvin Defendorff and Mr. John Stuteville were present to represent the application. The public hearing was opened. Secretary Spencer stated that the application had been approved by the Board of Zoning Adjustments in 1979 but was allowed to expire. Also discussed was the recipocal easement agreement with the property to the north of the site. Mr. Defendorff explained he had not submitted an application to the California Coastal Commission thereby allowing his application with the City of Huntington Beach to expire. There being no further discussion the public hearing was closed. The board discussed the findings and conditions of approval. B) GENERAL CONDITIONS: 1) The rear elevations shall be modified by some type of plant ons or other architecutral treatment around the second story window, compatible to the design of the building and subject to the approval of the Secretary of the Board. 2) A recipocal easement agreement between the applicant and adjacent property owners shall be recorded prior to issuance of certificate of occupancy. AYES: Spencer, Tindall, Kelly NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 80-6 Applicant: Gary Bailey (Circus Vargas) To permit the operation of a circus from March 17 to March 20, 1980 located in the Huntington Center Parking lot at 7777 Edinger Avenue. This application is a categorical exemption Class 4, California Environ- mental Quality Act, 1970. Mr. Bruce Floria and David Gordon representing the application were present. Secretary Spencer briefly explained the proposal. The public hearing was opened. Board member Kelly questioned the applicant regarding fire safety conditions. The applicant stated that he had reviewed the proposal with the Fire Department and was prepared to conform with all fire standards. Chairman Tindall closed the public hearing. ON MOTION BY KELLY AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 80-6 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: Minutes: H.B. Board of Zoning Adjustments February 20, 1980 Page 8 CONDITIONS OF APPROVAL: A) TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1) The conceptual plot plan and elevations received February 5, 1980 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: - Traffic circulation and drives; - Parking layout; - Lot area; - Lot width and lot depth; - Type of use and its relation to property and improvements in the immediate vicinity; - Past administrative action regarding this property. B) GENERAL CONDITIONS: 1) The plot plan received February 5, 1980 shall be the approved layout. 2) A complete plot plan delineating access and its relationship to buildings and operation of the tent activities shall be submitted to the Fire Department. All exit dimensions shall be indicated on this plan. 3) Prior to issuance of building permits, applicant shall obtain approval of the new detailed site plan from the Fire Department. 4) The applicant shall obtain all necessary electrical permits. 5) An on -site inspection by the Fire Department shall be required prior to the event. 6) A certificate of insurance form shall be filed in the License Division of the Finance Department ten (10) days prior to the event. 7) Applicant shall comply with all fire safety standards.
