REGULAR AGENDA ITEMS:
USE PERMIT NO. 80-11
Applicant: Steve Galvin
To permit a truck and auto maintenance repair service located on
the south side of Talbert, approximately 295 ft. east of Redondo
Circle.
This request is a categorical exemption, Class I, California
Environmental Quality Act, 1970.
Mr. Steve Galvin was present to represent the application. Acting
Secretary Lipps explained the proposal to the Board noting that the
application was in compliance with Ordinance Code requirements.
The public hearing was opened.
Mr. Galvin stated that there would be no truck repair done at
the business site, nor would there be any work done outside the
building as per the lease agreement.
There being no•further parties present to speak, the public hearing
was closed.
Board discussion followed. Findings and Conditions were discussed.
ON MOTION BY LIPPS AND SECOND BY TINDALL USE PERMIT NO. 80-11 WAS
APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING
VOTE:
FINDINGS:
1) The establishment, maintenance, and operation of the use
will not be detrimental to:
a) The general welfare of persons residing or working
in the vicinity;
b) Property and improvements in the vicinity of such
use or building.
2) The granting of a Use Permit will not adversely affect the
General Plan of the City of Huntington Beach.

3) The proposal is consistent with the City's General Plan
of Land Use.
CONDITIONS OF APPROVAL:
A) TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: m
1) The conceptual plot plan and elevations received February
14, 1980, shall be the approved layout.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
- Traffic circulation and drives;
- Parking layout;
- Lot area;
- Lot width and lot depth;
- Type of use and its relation to property and improvements in the
immediate vicinity;
- Past administrative action regarding this property.
2) The following plan shall be submitted to the Secretary of
the Board:
a) Fooftop,mechanical equipment screening plan. Said plan
shall indicate screening of all rooftop mechanical equipment
and shall delineate the type of material proposed to screen
said equipment.
B) GENERAL CONDITIONS:
1) The maintenance and repair operation shall be conducted wholly
within the building.
2) There shall be no outside storage of inoperable vehicles, parts
or equipment.
3) A review by the Board of Zoning Adjustments will be scheduled
within six (6) months of this approval to verify compliance with
all Conditions of Approval and Article 951 of the Huntington
Beach Ordinance Code. If at any time compliance has not been
met, Use Permit No. 80-11 shall become null and -void.

USE PERMIT NO.• 80-10
Applicant: Jerry L. Roberts
To permit the establishment of wholesale distribution of auxillary
fuel tanks for automotive dealer retail outlets. Installation of
auxillary fuel tanks located on the south side of Talbert Avenue,
approximately 960 feet west of Beach Boulevard.
This request is a categorical exemption, Class I, California
Environmental Quality Act, 1970.

Acting Secretary Lipps outlined the proposal to the Board•. The
public hearing was opened.
Mr. Jerry Roberts was present to represent the application. He
stated that only installation would take place on site, with a
limited amount of storage of the tanks. And the only fuel on
the premises would be that of the diesel fuel, -in the customers
tanks, which would be minimal. He noted that diesel fuel is
non -explosive, that therefore would not be considered a safety
hazard.
There being no other parties present, the public hearing was closed.
The Board discussed the Findings and Conditions.
ON MOTION BY LIPPS AND SECOND BY KELLY USE PERMIT NO. 80-10 WAS
APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING
VOTE:

In its approval action, the Board of Zoning Adjustments considered the

immediate vicinity;
- Past administrative action regarding this property.

shall indicate screening of all rooftop mechanical equipment
and shall delineate the type of material proposed to screen
said equipment.

3) The Board of Zoning Adjustments shall schedule a review within

the Conditions of Approval and Article 951 of the Huntington
Beach Ordinance Code. If compliance is not met for any
period of time, Use Permit No. 80-10 shall become null and
void.

USE PERMIT NO. 80-12
Applicant:- Jack _Storey
To permit an automotive repair, machine, maintenance, and vocational
training operation in a M1-A zone located on the east side of Producer
approximately 100 feet south of Research.
This request is a categorical exemption, Class I, California Environ-
mental Quality Act, 1970.
Secretary Lipps outlined the proposal to the Board. He stated that
the application was in compliance with the Huntington Beach Ordinance
Code.
The public hearing was opened. Mr. Jack Storey and Mr. Don Penkoff
were present to represent the application.
Board discussion included concerns regarding the compressor enclosure
which will be located outside the building, sale of parts to the
general public, spray booth regulations and the hours of operation
(day time use verses night time use).
There being no other parties present, the public hearing was closed.
The Board discussed the Findings and Conditions.
ON MOTION BY TINDALL AND SECOND BY KELLY, USE PERMIT NO. 80-12
WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE
FOLLOWING VOTE:

become 'null and void.
4) Signs to conform to Article 976 of,the Huntington Beack
Ordiance Code.
5) Secretary of the Board to approve area of installation`2of�jet
clean and compressor operation. `
6) Parts sales be limited to the industrial operation,`and-na-retail
sales to the general public.

USE PERMIT NO. 80-14
Applicant: Arthur K. Richards
To permit an automobile body and paint operation located on the
west side of Pipeline at the intersection of Machine Drive.
This request is a categorical exemption, Class I, California
Environmental Quality Act, 1970.
Secretary Lipps introduced the application to the Board stating
that the proposal was within substantial ordinance code conformance.
Mr. Arthur Richards was present to represent the application.
The public hearing was opened.
Mr. Richards stated that only minor body work would be done on the
premises. The business would specialize in corvette's, and only
installation type of work would be done. There would be no fiberglass
work done, and an approved spray booth would be installed.
There being no other parties present, the public hearing was closed.
ON MOTION BY LIPPS AND SECOND BY KELLY USE PERMIT NO. 80-14 WAS APPROVED
WITH THE FOLLOWING FINDINGS AND CONDITIONS BY THE FOLLOWING VOTE:

six (6) months of the date of this approval to verify complianc
with Article 951 of the Huntington Beach Ordinance Code and
the Conditions of Approval. If compliance is not met for any
period of time, Use Permit No. 80-14 shall become null and void.
