Mayor MacAllister called the adjourned regular meeting of the City Council of the
City of Huntington Beach to order at 7:00 P.M.
ROLL CALL
Present: Pattinson, Mandic, MacAllister, Yoder, Bailey, Finley
Absent: Thomas
EXECUTIVE SESSION CALLED
Mayor MacAllister called an executive session of the Council to discuss litigation
matters.
RECESS - RECONVENE
The Mayor recessed the meeting at 7:05 P.M. for executive session. The meeting was
reconvened at 8:15 P.M. by the Mayor.
RE: OIL LINES - E/S GOLDENWEST AT ELLIS - CC-462 - APPROVED
A communication previously submitted by the Director of Public Works indicated that
existing oil lines are located along the east side of Goldenwest Street at Ellis
Avenue and that the street cannot be widened as approved unless the oil lines are
relocated.
Mr. Paul E. Cook, Department of Public Works, explained further the savings on
the contract by Council's approving their recommended action.
On motion by Mandic, second MacAllister, Council approved the reduction of street
widening along the east side of Goldenwest Street at Ellis Avenue, still providing
a left turn lane, in order that the oil lines will not be affected by this project.
The motion carried by the following vote:
AYES: Pattinson, Mandic, MacAllister, Bailey, Yoder, Finley
NOES: None
ABSENT: Thomas
MAIN STREET MALL - PROFESSIONAL CONSULTANT SERVICES - APPROVED
A previous communication submitted by the DIrector of Public Works recommended that
Council authorize the retention of a professional consultant to prepare construction
plans to implement the Main Street Semi -Mall concept.

On motion by Mandic, second Bailey, Council approved the retaining of a professional
consultant to prepare construction plans to implement the Main Street Semi -Mall
concept.
The motion carried by the following roll call vote:
AYES: Mandic, MacAllister, Bailey, Finley
NOES: Pattinson, Yoder
ABSENT: Thomas
BEACH VIEW MOBILEHOME PARK - DRAINAGE IMPROVEMENT - APPROVED
Following staff recommendations for drainage improvements around Beach View Mobile -
home Park, a motion was made by Pattinson, seconded by MacAllister, to direct the
Director of Public Works to implement same. Motion carried unanimously.
RESOLUTION NO 4860 - DISASTER ASSISTANCE - ADOPTED
The Clerk read Resolution No. 4860 by title, "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HUNTINGTON BEACH DESIGNATING CITY'S AGENT TO APPLY FOR FEDERAL
DISASTER ASSISTANCE."
On motion by Pattinson, second MacAllister, Council adopted Resolution No. 4860, by
the following roll call .vote:
AYES: Pattinson, Mandic, MacAllister, Bailey, Yoder, Finley
NOES: None
ABSENT: Thomas
SENIOR CITIZENS TRANSPORTATION VAN - FUNDING APPROVED
A motion was made by Yoder, seconded by Pattinson, to approve an expenditure of
$12,429 to the Orange County Community Development Council for the acquisition
of a Senior Citizens' Transportation Van ($429 of said funds to be transferred
from the City's Contingency Fund to a Department of Public Works Account for
gasoline). The motion carried by the following roll call vote:
AYES: Pattinson, Mandic, MacAllister, Bailey, Yoder, Finley
NOES: None
ABSENT: Thomas
RECESS - RECONVENED IN B-8
Mayor MacAllister called a recess at 8:30 P.M. Council reconvened at 8:35 P.M.
in Room B-8 for the purpose of holding a Department Head/Council retreat continua-
tion session.
RETREAT.
Following comments by the Mayor, Acting City Administrator Arguello started the
dialogue relative to the roles between Council, Administrator and Department
Heads.

Subjects discussed included the roles of labor and management; concerns of press
releases prior to Council awareness; sensitivity by Council and staff to certain
issues; inhouse or outside labor negotiator in the future; better coordination and
innovative department head involvement; and finally various possible ways to solve
the downtown development issue.
ADJOURNMENT
Mayor MacAllister adjourned the adjourned regular meeting of the City Council of
the City of Huntington Beach.
