BOARD MEMBERS PRESENT: Spencer, Tindall, Truppelli
MINUTES: ON MOTION BY SPENCER AND SECOND BY TINDALL THE MINUTES
OF FEBRUARY 27,1980 WERE APPROVED BY THE FOLLOWING
VOTE:
AYES: Spencer, Tindall, Truppelli

ABSENT: None
REGULAR AGENDA ITEMS:
SPECIAL EVENT NO. 80-5
Applicant: Huntington Beach Host Lions
To permit a pancake breakfast and 10 K run on beach on May 10, 1980.
Event to be located at Lake Park and City Beach.
The Board reviewd the proposal. Secretary Spencer stated that the
Board of Zoning Adjustments cannot take action on the request for
a 10 kilometer run. The applicant must request permission from the
proper department depending upon the location (i.e. Public Works
Department and/or Recreation and Parks Department).
The Board discussed the Conditions.
ON MOTION BY SPENCER AND SECOND BY TINDALL SPECIAL EVENT PERMIT NO.
80-5 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING
VOTE:
CONDITIONS OF APPROVAL:

1. The plot plan received February 26, 1980 shall be the approved
layout.
2. An on -site inspection by the Fire,Department shall be required
prior to the event.

3. Approval is for the pancake breakfast only.
4. If signing or overhead banners are proposed within public
right-of-way, applicant shall obtain liability insurance in
an amount determined by the City's Risk Manager in the Office
of the City Treasurer.

SPECIAL EVENT NO. 80-6
Applicant: Carl D. Wilson
To permit the use of Lake Park for picnic beginning 7:00 A.M. on
August 3, 1980.
The Board reviewed the proposal and found the application to be
in substantial ordinance code conformance. Conditions of Approval
were discussed.
ON MOTION BY SPENCER AND SECOND BY TINDALL SPECIAL EVENT NO. 80-6
WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The plot plan received February 23, 1980 shall be the approved
layout.
2. An on -site inspection by the Fire Department shall be required
prior to the event.
3. A certificate of insurance form shall be filed in the Finance
Department five (5) days prior to the event.
4. Applicant shall obtain necessary permits from the Department of
Recreation and Parks.

Applicant: Body Masters
To permit the operation of an automotive repair business in an
existing building located on the west side of Producer Lane approxi-
mately 55 feet north of Research.
This application is a categorical exemption, Class I, California
Environmental Quality Act, 1970.
Secretary Spencer outlined the request to the Board. The public
hearing was opended.
Mr. Malkovic was present to represent the application. He stated that
the business had been in operation for four years. The application was
to expand the already existing business to include an adjacent portion
of the building. He further stated that there were no new uses being
proposed.
The Board discussed the Conditions of Approval. There being no other
parties present to discuss the application the public hearing was
closed.
ON MOTION BY TINDALL AND SECOND BY SPENCER USE PERMIT NO. 80-15 WAS
APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL BY
THE FOLLOWING VOTE:
FINDINGS:
1. The establishment, maintenance, and operation of the use will
not be detrimental to:
a. The general welfare of persons residing or working in
the vicinity.
b. Property and improvements in the vicinity of such use or
building.
2. The granting of a Use Permit will not adversely affect the
General Plan of the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of Land Use.

CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received February
25, 1980 shall be the approved layout.
In its approval action,the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan.
- Traffic circulation.and drives
- Parking layout
Lot area;
- Lot width and lot depth; ,
- Type of use and its relation to property and improvements in
the immediate vicinity;
- Past administrative action regarding this property.
B. GENERAL CONDITIONS:
1. There shall be no on -site storage of inoperable vehicles,
materials, or repair of vehicles.
