BOARD MEMBERS: Spencer, Tindall, Kelly MINUTES: ON MOTION BY SPENCER AND SECOND BY KELLY, THE MINUTES OF MARCH 12, 1980 WERE APPROVED BY THE FOLLOWING VOTE: AYES: Spencer, Tindall, Kelly NOES: None ABSENT: None REGULAR AGENDA ITEMS: USE PERMIT NO. 80-16 Applicant: Clark Wilson/Vernon Moore To permit•an automotive repair operation located on the south side of Talbert Avenue, approximately 100 yards east of Redondo Circle. This application is a categorical exemption, Class 1, California Environmental Quality Act, 1970. Board reviewed the application. Secretary Spencer noted that the application was one of several for like businesses in this particular building unit. He stated that violations regarding the outside storage of inoperable vehicles were occuring, even though specific Conditions had been imposed for this particular building site. The public hearing was opened. There being no parties present to speak on the application, the public hearing was closed. The Board recommended continuning the application to allow the applicant to be present in order to discuss the Conditions of Approval and also to allow the Board time to further investigate the possibility of imposing additional Conditions in order to avoid future violations. ON MOTION BY SPENCER AND SECOND BY KELLY, THE BOARD CONTINUED USE PERMIT NO. 80-16 TO THE MEETING OF MARCH 26, 1980 BY THE FOLLOWING VOTE: AYES: Spencer, Tindall, Kelly NOES: None ABSENT: None I Minutes: H.B. BOARD OF ZONING ADJUSTMENTS March 19, 1980 Page 2. SPECIAL EVENT NO. 80-7 Applicant: Dolores E. O'Neill To permit a one day parking lot rummage sale, March 22, 1980 (in case of rain 3/29/80). to be located on the south side of Edinger approximately 500 yards west of Beach Boulevard. The Board reviewed the proposal and found the application to be in substantial ordinance code conformance. Conditions of Approval were discussed. ON MOTION BY KELLY AND SECOND BY SPENCER, SPECIAL EVENT NO. 80-7 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The plot plan received March 6, 1980 shall be the approved layout. 2. An on -site inspection by the Fire Department shall be required prior to the event. 3. A certificate of insurance form shall be filed in the Finance Department five (5) days prior to the event. 4. All driveway areas to be properly barricaded if blocked by event. 5. Pedestrian area should be separated by roped off area. AYES: Kelly, Tindall, Spencer NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 80-10 Applicant: Church of Religious Science To permit the use of an existing suite as a temporary meeting hall located on the northwest side of Main Street, at the intersection of Yorktown and Main. This application is a categorical exemption, Class 1, California Environmental Quality Act, 1970. Secretary Spencer briefly explained the application. He stated that the application was in substantial conformance with the Huntington Beach Ordinance Code which allows a meeting hall in a C-2 Zone. He further explained that the Board of Zoning Adjustments could only give its approval for a temporary period of time not to exceed 18 months. He stated that a Use Permit would be required if the applican wished to use the facility permanently. It was noted that there was an over -abundance of parking and would not conflict with the operation of the Seacliff Shopping Center. i I Minutes: H.B. ON MOTION -BY SPENCER AND SECOND BY KELLY ADMINISTRATIVE REVIEW NO. 80-10 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: . 1. The conceptual plot plan and elevations received March 12, 1980 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: - Traffic, circulation and drives; - Parking layout; - Lot area; - Lot width and lot depth; - Type of use and its relation to property and improvements in the immediate vicinity; - Past administrative action regarding this property. B. GENERAL CONDITIONS: 1. Approval action is for temporary use only and shall not exceed 18 months from date of approval. 2. Applicant is required to meet and adhere to all fire code requirements. To include panic hardware and fire signage. AYES: Spencer, Tindall, Kelly NOES: None ABSENT: None TENTATIVE PARCEL MAP NO. 78-36 Applicant: Westberg-Kellum To permit the consolidation of three parcels into one parcel located on the west side of Beach Boulevard approximately 50 feet south of Holt Avenue. This application is covered by Negative Declaration No. 78-91 approved by the Board of Zoning Adjustments on August 23, 1978. Secretary Spencer stated that the applicant was requesting an extension of six (6) months in order to record the map with the Orange County Recorders Office. Secretary Spencer -recommended that the Board grant the applicant permission. Minutes: H.B.
