ON MOTION BY PORTER AND SECOND BY KENEFICK THE REMAINDER OF THE CONSENT CALENDAR, CONSISTING OF.THE MINUTES OF APRIL 15, 1980, AND A ONE-YEAR EXTENSION OF TIME FOR THE SEACLIFF IV APPLICATIONS, WAS APPROVED BY THE FOLLOWING VOTE: AYES: Winchell, Kenefick, Porter, Bazil, Bauer NOES: None ABSENT: Greer ABSTAIN: None Following approval of the consent agenda, the Commission further discussed Item A-2 (request for findings of conformity with the General Plan for the purchase of property at the northwest corner of Ellis Avenue and Gothard Street for recreational purposes). Legal counsel outlined the procedure necessary for purchase of land which is to be paid for out of park and recreation fees; this procedure in his opinion precludes Planning Commission action on the conformity request at this time. Also considered was the advis- ability of expending funds in this area at present. Minutes, H.B. Planning Commission May 6, 1980 Page 2 i ORAL COMMUNICATIONS: None PUBLIC HEARINGS: ADMINISTRATIVE REVIEW NO. 80-8/USE PERMIT NO. 79-22/TENTATIVE PARCEL MAP NO. 79-572/ENVIRONMENTAL IMPACT REPORT NO. 79-3 Applicant: Signal Landmark Company (Continued from March 1, 1980) To permit the division of a 19.2 acre commercially zoned parcel into eleven (11) separate parcels to permit the construction of a 190,000 square foot commercial complex on a potential archaeological site. Subject property is located on the northeast corner of Beach Boule- vard and Adams Avenue. Savoy Bellavia pointed out the additional information which has been submitted by the applicant and consultants in regard to soil compo- sition and stability, ownership of the land, plans for the park ad- jacent to the site to the east, archaeological findings on both the subject site and the Newland House site, and revisions to elevations of the major structure to preserve a line -of -sight view to the ocean from the upper floor of the Newland House. The public hearing on the applications was reopened. Bob McNatt, representing the applicant, spoke to review the changes made and indicate his company's willingness to meet and work out problems with the Newland House Board of Directors and adjacent homeowners. Charlene Bauer of the Newland -House Board of Directors addressed the Commission to express her concurrence with the agreements reached with Signal Landmark on the development. Armando Ruiz, neighboring property owner, also indicated that the concerns of neighbors had been addressed and met to their satisfaction. Constance Cameron from Cal State University at Fullerton discussed the findings submitted to the Commission by letter in regard to the archaeological sites on the property and elaborated on the manner in which the impacts of construction would be alleviated. Jean Hammill spoke in connection with the adverse impact on the area surrounding the Newland House which construction of the subject project would cause. There being no other persons to speak for or against the proposals, the public hearing was closed. In the following Commission discussion, Commissioner Porter noted that the drive still does not show the changes asked for at the prior hearing. Mr. McNatt again addressed the issue to say that Signal is willing and does intend to modify the main drive so that it will go directly into the Newland House site. Also discussed were the devel- opment plans submitted for the future park, which the Commission found not generally realistic for"the site. 1 -2- 5-6-80 - P.C. Minutes, H.B. Planning Commission May 6, 1980 Page 3 ON MOTION BY BAZIL AND SECOND BY PORTER THE COMMISSION ADOPTED ENVIRONMENTAL IMPACT REPORT NO. 79-3, BY THE FOLLOWING VOTE: AYES: Winchell, Kenefick, Porter, Bazil, Bauer NOES: None ABSENT: Greer ABSTAIN: None ON MOTION BY PORTER AND SECOND BY KENEFICK TENTATIVE PARCEL MAP NO. 79-572 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDI- TIONS, BY THE FOLLOWING VOTE: FINDINGS: 1. The property was previously studied for this intensity of land use at the time the land use designation for general commercial, which allows commercial development, was placed on the subject property. 2. The General Plan has set forth provisions for this type of land use as well as setting forth objectives for implementa- tion of this type of use. 3. The size, depth, frontage, street width, and other design and improvement features of the proposed project are proposed to be constructed in compliance with standard plans and specifi- cations on file with the City as well as in compliance with the State Map Act and supplemental City subdivision ordinances. 4. The Planning Commission has reviewed the staff report and all pertinent information submitted to them for their decision. 5. Through the joint use of parking, the applicant has reduced the required parking by 19.5 percent. This joint use of parking is based on the fact that the two restaurant sites will have different peak demands for parking than that of the commercial and that both of the bank facilities are provid- ing drive -through teller facilities. CONDITIONS OF APPROVAL: 1. The tentative parcel map received by the Planning Department on March 20, 1980 shall be the approved layout. 2. A parcel map shall be filed with, and approved by, the Depart- ment of Public Works and recorded with the Orange County Recorder. 3. A copy of the recorded parcel map shall be filed with the Department of Development Services. 4. A reciprocal easement or an agreement shall be provided for traffic access and parking for the various parking lots. -3- 5-6-80 - P.C. Minutes, H.B. Planning Commission May 6, 1980 Page 4 5. Drainage and drainage easements shall be provided in accord- ance with the Master Plan and Department of Public Works standards. 6. The sewer, water, and fire hydrant systems shall be designed to City standards. 7. The water system shall be through the water system of the City of Huntington Beach. 8. The sewage disposal system shall be through the City of Hunt- ington Beach sewage system. 9. The property shall be subject to local drainage assessment district requirements and fees. 10. All required public improvements shall be constructed in accord- ance with City standards. All fees and bonds for the required public improvements shall be paid prior to recordation of the final map. 11. The grading plan shall be approved by the Department of Public Works. 12. The applicant shall comply with all the recommendations of the traffic portion of Environmental Impact Report No. 79-3. The site plan and elevations received and dated April 29, 1980 shall be the approved layout and the approved exterior elevations. 2. All onsite drives are "fire lanes" and shall be posted as such in accordance with specifications on file in the Planning Divi- sion of the Department of Development Services and the Fire Department. 3.- Onsite fire hydrants and water main systems shall be designed and installed to Fire Department specifications. 4. Prior to issuance of building permits, a seismicity study shall be performed on the subject site. This study should include one exploratory trench across the area where the main building will be located. The purpose of the seismicity study should be -4- 5-6-80 - P.C. Minutes, H.B. Planning Commission May 6, 1980 Page 5 to establish whether or not the north branch fault lies under the project site. The results of this study shall be sub- mitted to the City cf Huntington Beach Department of Develop- ment Services. 5. Pedestrian traffic between Beach Boulevard and the Newland House shall be accommodated with pedestrian walkways (e.g., striped or textured) through the parking area. 6. Signing relating to information about the Newland House shall be installed at the periphery of the shopping center site near its major access point. The installation and cost of said sign(s) shall be the responsibility of the applicant. 7. The following measures are recommended to mitigate traffic and circulation impacts. The responsibility of financing the costs of these improvements is to be determined by the dis- cretionary body: a. Installation of a traffic signal at the intersection of Beach Boulevard and Utica Avenue with special left turn phasing and turn pockets on Beach Boulevard only. b. Provision of median opening on Beach Boulevard for the second major access driveway. c. Installation of a median barrier on Adams Avenue east of Beach Boulevard to eliminate left turns into and out of the center at this location. d. Installation of special left turn phasing and turn pockets on Adams Avenue at the approach of Beach Boulevard. e. Widening of Adams Avenue east of Beach Boulevard and ad- jacent to the site in accordance with the City of Hunt- ington Beach Circulation Element and Public Works standards. f. Installation of dual left lanes from southbound Beach Boulevard onto eastbound Adams Avenue. g. Construction of all circulation areas and access points to meet Fire Department standards. 8. The applicant shall consult with the Orange County Transit District regarding the location and design of a transit fac- ility serving the project and shall be responsible for in- stallation of bus stop signs. 9. Prior to approval of a grading permit, the project developer shall provide written evidence to the Department of Develop- ment Services that a qualified archaeologist has been notified and retained to be onsite during grading or other significant ground -disturbing activity. Planning Commission May 6, 1980 Page 6 shall be invited to a pregrading conference, shall establish procedures for cultural/scientific resource surveillance, and shall establish in cooperation with the project developer procedures for temporarily halting or redirecting work to permit the sampling, identification, and evaluation of artifacts which may be discovered. The archaeologist shall report such findings to the project developer and the Department of Develop- ment Services. If the cultural/scientific artifacts are found to be significant, the cultural/scientific resource observer shall determine appropriate actions in cooperation with the pro- ject developer to ensure that the resources will not be destroyed before exploration and/or salvage. These actions, as well as final mitigation and disposition of the resources, shall be subject to the approval of the Department of Development Services. 10. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an offsite facility equipped to handle them. 11. If lighting is included in the parking lot, energy efficient lamps shall be used (e.g., high-pressure sodium vapor, metal halide). All outside lighting shall be directed to prevent "spillage" onto adjacent properties. 12. A plan for silt control for all storm runoff from the property during construction and during initial operation of the project shall be submitted to the California Regional Water Quality Control Board staff for its review prior to the issuance of grading permits. 13. The parking area located directly in front of the Newland House shall be redesigned to allow a visual corridor from the entrance on Beach Boulevard to the Newland residence. 14. The applicant shall submit a rodent extermination plan to the Department of Development Services prior to any grading opera- tions, for review and approval of proposed rodent control pro- cedures. 15. The applicant is required to submit a planned sign program to the Department of Development Services for review and approval prior to the issuance of any building permits. 16. The development on the subject site will be designed along a common architectural theme with that of the Newland House and will follow the renderings and style documented in the submittal made by the applicant to the Planning Commission this date, May 6, 1980. Planning Commission May 6, 1980 Page 7 TENTATIVE TRACT NO.10910/CONDITIONAL USE PERMIT NO. 80-4 Applicant: Prisco N.V. (Orin G. Berge, Agent)(Cont. from 3-15-80) To permit a two -parcel division of land for the purpose of con- structing 113 condominium dwelling units and appurtenant ameni- ties on property located on the south side of Garfield Avenue approximately 300 feet east of Beach Boulevard. Savoy Bellavia reviewed the revisions which have been made to the proposal following meetings with adjacent homeowners. The plan now shows height variation in roofline, windows oriented so that they do not look down into neighboring yards, and redesign of open space to comply with code. The special permit is now needed only to allow for deviation in garage setback from the drives. Mr. Bellavia also outlined additions to the suggested conditions of approval. Secretary Palin asked that the Commission consider the height and design of the exterior walls, both in relation to the existing residential walls and in relation to the walkways adjacent to the R1 development. The public hearing was reopened. Ed Davis, representing the owner of the project, addressed the Commission to discuss the meetings held with the adjacent owners and the subjects of landscaping, project security, and perimeter walls. He indicated that his company will be willing to under- take demolition and replacement of existing walls with a single masonry wall if some consensus can be reached with the abutting residents. Larry Curran, Gisela Campagne, Elaine Hirsch, and Alice Phillips, all abutting or nearby residents, addressed the Commission to express their appreciation for the cooperative attitude of the proponents and their concurrence with the changes and proposed im- plementation of the project. There being no other persons to speak for or against the project, the public hearing was closed. Extensive discussion followed, centering on the grading and eleva- tions for the project and the effect these would have on the fence height next to the R1 properties. The possibility of tying the height of the fence to the elevation of the periphery side- walk was considered; the question of a single wall as opposed to leaving existing walls in place and using capping between them was also reviewed. The consensus emerged that design and height of the wall should be left to the approval of the Director of Development Services, working with the developer. ON MOTION BY PORTER AND SECOND BY KENEFICK THE SPECIAL PERMIT FOR CONDITIONAL USE PERMIT NO. 80-4 WAS APPROVED AS IT APPLIES TO THE DEVIATION IN GARAGE SETBACKS IN THE PROJECT, BY THE FOLLOWING VOTE: -7- 5-6-80 - P.C. The orientation of each of the dwelling units onto common land- scaped areas and the privacy afforded to each unit via a private patio and balcony will help to ensure maximum privacy for the residents within a project of this density. 2. Through the use of landscaped planting materials, aesthetically pleasing architecture, and special design and construction tech- niques, surrounding uses will have a minimized impact on the proposed project and, in turn, the proposed project will not be detrimental to the general health, welfare, safety,and conveni- ence of the neighborhood or the City in general. 3. Through the use of private and common open space areas and by maximizing the use of aesthetically pleasing types of architecture, the proposed project will provide a better living environment. FINDINGS: CONDITIONAL USE PERMIT NO. 80-4 1. The proposed subdivision of this 7.95 acre parcel of land zoned R2, Medium Density Residential, is proposed to be constructed having 14.5 units per gross acre. 2. The General Plan has set forth provisions for this type of land use as well as setting forth provisions for the implementation of this type of housing. 3. The property was previously studied for this intensity of land use at the time the land use designation and the R2-PD zoning designation were placed on the subject property. 4. The lot size, depth, frontage, street width, and through the use of a special permit all other design and implementation features of the proposed project are proposed to be constructed in compliance with standard plans and specifications on file with the City as well as in compliance with the State Map Act and 'supplementary City subdivision ordinance. CONDITIONS OF APPROVAL: 1. The revised site plan, elevations, preliminary landscape plan, grading plan, and tentative tract map received and dated April 25, 1980 shall be the approved layout. 2. Natural gas and 220V electrical shall be stubbed in at the loca- tion of clothes dryers. -8- 5-6-80 - P.C, Minutes H.B. Planning Commission May 6, 1980 Page 9 3. Natural gas shall be stubbed in at the location of cooking facilities, water heaters, and central heating units. 4. Low -volume heads shall be used on all spigots and water faucets, 5. All building spoils such as unusable lumber, wire, pipe, and other surplus or unusable materials, shall be disposed of at an offsite facility equipped to handle them. 6. Energy -efficient lighting, such as high-pressure sodium vapor lamps, shall be used in parking areas or lots and shall be directed to prevent spillage onto adjacent areas. 7. All structures on the subject property, whether attached or detached, shall be constructed in compliance with the state acoustical standards set forth for units that lie within the 60 CNEL contours of the property. Evidence of compliance shall consist of submittal of an acoustical analysis report prepared under the supervision of a person experienced in the field of acoustical engineering and shall be submitted with the application for a building permit. 8. A chemical analysis of the soil as well as tests for physi- cal soil properties on the subject site shall be submitted to the City for review prior to the issuance of building permits. 9. If at any time an entry gate is proposed at the main entrance, location and design for such gate shall be reviewed and approved by the Department of Development Services and the Fire Department. 10. The covenants, conditions, and restrictions shall contain a provision that will prohibit storage of boats, trailers, and recreational vehicles on the site, unless an area which is specifically designated for such storage and which is in compliance with the provisions of Article 936 is provided for in the project. ll. Elevations of the wall along Garfield Avenue shall be sub- mitted to the Director of Development Services for review and approval prior to the issuance of permits. 12. Waterproof membrane shall be installed between the subject property and the perimeter wall along the property lines abutting the adjacent Rl properties. 13. All interior streets shall be identified as fire lanes and shall be marked and posted as such by the developer. 14. The perimeter wall treatment and height relative to the perimeter walkways shall be determined by the Director of Development Services in conjunction with the developer. Drainage for the subject subdivision shall be approved by the Department of Public Works prior to the recordation of a final map. This system shall be designed to provide for erosion and siltation control both during and after construction of the pro- posed project. 6. All access rights along Garfield Avenue, except for the inter- section of the private drive, shall be dedicated to the City of Huntington Beach. Planning Commission May 6, 1980 Page 11 CONDITIONAL USE PERMIT NO. 80-8 (Cont. from March 15, 1980) Applicant: Carol Van Asten To permit the constr»ction of a 3,276 square foot building to be Used as a school on property located on the north side of Utica Avenue approximately 290 feet west of Beach Boulevard. Jim Barnes reviewed the application for the Commission's information. The public hearing was reopened; no one was present to speak for or against the project, and the public hearing was closed. Commission discussion concerned the compatibility of the use in the area. ON MOTION BY BAZIL AND SECOND BY BAUER CONDITIONAL USE PERMIT NO. 80-8 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: FINDINGS: 1. The proposed parking is adequate to accommodate the proposed use. 2. The proposed use is compatible with surrounding land uses and conforms with development standards stated in Division 9 of the ordinance code. CONDITIONS OF APPROVAL: 1. The site plan, floor plan, and elevations received and dated April 24, 1980 shall be the approved layout. 2. The landscaped planter along the Utica Avenue frontage shall comply with standards contained in Article 979 of the ordinance code. 3. The project shall comply with all Fire Department standards. 4. The project shall comply with all Department of Public Works standards. 5. The Planning Commission reserves the right to rescind this dondi- tional use permit approval in the event of any violation of the terms of this approval or violation of the applicable zoning laws. Any such decision shall be preceded by notice to the applicant and a public hearing, and shall be based upon specific findings. Planning Commission May 6, 1980 Page 12 CONDITIONAL USE PERMIT NO.80-11 Applicant: The William Lyon Company To permit construction of a 157-unit senior housing project, to include 4,000 square feet of commercial area, on property bounded by 5th, 6th, and Main Streets and Orange Avenue. Savoy Bellavia discussed the plan submitted in relation to its conformance to the previously adopted Old Civic Center Specific Plan. He also reviewed the proposed conditions of approval, suggest- ing modifications to the requirement for a solar -assisted water heating system and an additional requirement for individual cable television hookup provisions. The public hearing was opened. Brian Norikaitis of Lyons Company addressed the Commission to concur with the suggested conditions of approval as modified. There were no persons present to speak for or against the project, and the public hearing was closed. ON MOTION BY BAZIL AND SECOND BY BAUER CONDITIONAL USE PERMIT NO. 80-11 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: FINDINGS: 1. The proposed 157-unit senior citizen housing complex complies with all applicable provisions of the Huntington Beach Ordinance Code and specifically Article 914, the Old Civic Center Specific Plan. 2. The General Plan sets forth provisions for this type of land use as well as setting forth objectives for implementation of this type of housing. 3. The Planning Commission has received the staff report and all pertinent information submitted to them for their deliberation. CONDITIONS OF APPROVAL: 1. The site plan received and dated March 25, 1980 shall be the approved layout. 2- The floor plans and elevations received and dated March 25, 1980 shall be the approved floor plans and elevations. 3. The applicant shall comply with all of the conditions set forth in the approved and signed participation agreement between the City of Huntington Beach and The William Lyon Company. 4. Fire protection system, including automatic sprinkler system, standpipe system, fire hydrants, fire alarm system, and any other -12- 5-6-80 - P.C. Minutes, H.B. Planning Commission May 6, 1980 Page 13 required fire protection and detection devices or systems shall comply with the specifications of the Huntington Beach Fire Code. Plans for such systems and devices shall be submitted to the Fire Department and shall be subject to approval ny the Departments of Fire and Public Works. 5. Natural gas and 220V electrical shall be stubbed in at the locations of clothes dryers. 6. Low -volume heads shall be used on all indoor showers. 7. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an offsite facility equipped to handle them. 8. The structures on the subject property, whether attached or detached, shall be constructed in compliance with the state acoustical standards set forth for units that lie within the 60 CNEL contours of the property. Evidence of compliance shall consist of submittal of an acoustical analysis report prepared under the supervision of a person experienced in the field of acoustical engineering; such report shall be sub- mitted with the application for building permits. All meas- ures recommended to mitigate noise to acceptable levels shall be incorporated into the design of the project. 9. If lighting is included in the parking lot, energy efficient lamps shall be used (e.g., high-pressure sodium vapor, metal halide). All outside lighting shall be directed to prevent "spillage" onto adjacent properties. 10. A detailed soils analysis shall be prepared by a registered soils engineer. This analysis shall include onsite soil sampling and laboratory testing of materials to provide det- ailed recommendations regarding grading, chemical and fill properties, foundations, retaining walls, streets, and utilities. 11. A plan for silt control for all storm runoff from the property during construction and during initial operation of the project shall be submitted to the California Regional Water Quality Control Board staff for its review prior to the issuance of grading permits. 12. The applicant shall provide a solar -assisted hot water system for the entire proposed residential project. If the applicant subsequently can provide information to the Director of Dev- elopment Services proving that the solar system is not econ- omically feasible at the time of construction, this condition may be waived and a gas -fired central hot water system shall be installed. -13- 5-6-80 - P.C. The developer shall provide individual cable television hook- ups to each residential dwelling unit within the complex at the time of construction. The public hearing was opened. Kalman Szkalak addressed the Commission to describe his project and urge its approval. There being no other persons to address the sub- ject proposal, the public hearing was closed. Commission discussion concerned future noise impacts of the dance studio on adjoining uses and the possibility of deferring a decision on the subject request to allow its consideration in conjunction with a mixed -use application which has been filed for the total ind- ustrial complex. The applicant explained that his use is of a some- what seasonal nature and requested that a decision not be postponed. Commissioner Porter asked that a condition tying the signing for this project into a future planned sign program for the complex be added to the suggested conditions of approval. ON MOTION BY PORTER AND SECOND BY BAZIL CONDIITONAL USE PERMIT NO. 80-10 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: FINDINGS: 1. The proposed dance studio is generally compatible with the sur- rounding land uses. 2. The proposed use has adequate parking to accommodate the use. CONDITIONS OF APPROVAL: 1. The site plan received and dated March 20, 1980, shall -be the approved layout. 2. The Planning Commission reserves the right to rescind this Conditional Use Permit approval in the event of any violation of the applicable zoning laws or violation of these conditions of approval; any such decision shall be preceded by notice to the applicant and a public hearing and shall be based upon specific findings. Ambrose To permit a 4-foot by 8-foot freestanding sign to be erected for a sandwich shop in addition to an existing freestanding monu- ment sign on property located on the south side of Bolsa Avenue approximately 490 feet east of centerline of Bolsa Chica Street. The public hearing was opened. A. Li, the applicant, addressed the Commission to explain the misconception under which he had originally signed the lease for his business and opened the sandwich shop; at no time was he made aware that he could not put up another sign to advertise his location. He informed the Commission that his location within the park, although identified by a wall sign, makes it impossible for people to find the business and is creating a financial hard- ship. There were no other persons to speak for or against the proposal, and the public hearing was closed. The purpose of the original granting of the application for the sandwich shop for providing a service to the complex in which it is located and the immediately surrounding area, as well as the precedent -setting nature of an approval of this type, were discussed by the Commission. ON MOTION BY KENEFICK AND SECOND BY PORTER SPECIAL SIGN PERMIT NO. 80-3 WAS DENIED FOR THE FOLLOWING REASONS, BY THE FOLLOWING VOTE: FINDINGS FOR DENIAL: 1. AYES: Winchell, Kenefick, Porter, Bazil, Bauer NOES: None ABSENT: Greer ABSTAIN: None MASTER PLAN OF SEWERS/NEGATIVE DECLARATION NO. 80-28 Applicant: Department of Public Works Master Plan based upon a study conducted by Lowry and Associates; identifies potential trouble spots in both city and county sewers that serve the City of Huntington Beach and sets forth a list of recommended improvements to the City's sewer system. George Tindall, City Engineer, made a presentation of the Master Plan and explained the areas addressed in the plan. He also requested that the original Lowry Study be adopted along with the Master Plan as a technical appendix. The public hearing was opened. No one was present to address the Commission in regard to the project, and the public hearing was closed. Commission discussion ensued. Commissioner Porter suggested that the Resolution of Adoption be amended to contain reference for the provision of appropriate funding for the proposed systems. Planning Commission May 6, 1980 Page 17 DISCUSSION ITEMS: TENTATIVE TRACT 9580 (Request for Revision) Applicant: Jennings•Halderman•Hood Request for relocating a portion of a perimeter block wall adjac- ent to Delaware Street for a residential tract under construction at the southwest corner of Atlanta Avenue and Beach Boulevard. Secretary Palin explained that the revised wall will comply with standard plans on file in the City, instead of the originally approved wall with a landscaped buffer. Problems of maintenance have prompted this request, and it is the staff's opinion that the normal treatment for a secondary arterial highway will pro- vide a good streetscape along Delaware. All other provisions imposed on Atlanta and Beach will remain the same. The proposal was reviewed by the Commission. DEVELOPMENT SERVICES ITEMS: Secretary Palin informed the Commission that a study session will be held to discuss and review proposed drainage and water master plans. The tentative date of June 10, 1980, was set for this study session. Savoy Bellavia announced that Commission packets will no longer be delivered in the future due to a conflict of duties of the police cadets. The Commission discussed the matter.
