Mayor Bailey called the adjourned regular meeting of the City Council of the City
of Huntington Beach to order at 7:30 P.M..

SMOKING IN COUNCIL CHAMBERS DURING BUDGET MEETINGS
The subject of smoking in the Council Chambers during budget meeting was discussed.
It was the general consensus of Council that smoking would be allowed during budget
meetings only. It was pointed out that smoking was allowed in Room B-8.
On motion by Pattinson, second Kelly, Council decided that future budget meetings,
with the exception of public hearings, would be held in Room B-8. The motion
carried by the following roll call vote:
AYES: Pattinson, Finley, Bailey, MacAllister, Kelly
NOES: Thomas
ABSENT: Mandic
PRELIMINARY BUDGET FY-1980-81
Mayor Bailey stated that the purpose of the meeting was to consider the Preliminary
Budget for FY 1980-81.
The City Administrator gave an overview of the total budget of the City.
Administrative Assistant Moseley, with the aid of viewgraphs, presented FY 1980-81
budget recommendations; comparative analysis of the budget; the revised budget process;
the concept of self -fundable programs and instructions for using the Preliminary
Budget.
PUBLIC COMMENT
Dean Al bright, Ci ty, stated that he fel t few peopl a woul d buy a copy of the budget
at a price of $10 per copy. He commented on animal control and urged Council to
support the concept of a spay and neuter clinic.
CHARLES POLLYEA ACCOUNT - TRANSFER OF FUNDS - APPROVED
The City Administrator presented a communication from the Director of Community
Services providing an update on Charles Pollyea's accounts from July 1, 1979 through
April 30, 1980 and requesting Council approval of a transfer of $10,105 from the
Real Estate Lease Consultant Account to the Huntington Beach Inn Account.

Following discussion, a motion was r;ade by Pattinson, seconded by MacAllister,. to
transfer $10,105 from the Real Estate Lease Consultant Account to the Huntington
Beach Inn Account. The motion carried by the following roll call vote:
AYES: Pattinson, Thomas, Finley, MacAllister, Kelly
NOES: Bailey, Mandic
ABSENT: None
EXECUTIVE SESSION CALLED
Mayor Bailey called an Executive Session of the City Council at 10:15 to discuss
litigation matters.
RECESS - RECONVENE
The meeting was recessed by the Mayor at 10:15 P.M. The Mayor reconvened the meeting
at 11:00 P.M.
HUNTINGTON BEACH INN MAYOR'S ADVISORY LIAISON COMMITTEE RE-ESTABLISHED
on motion by MacAllister, second Thomas, Council re-established the Huntington Beach
Inn Mayor's Advisory Liaison Committee. The motion carried unanimously.
ADJOURNED
On motion by Mandic, second Pattinson, Council adjourned the adjourned regular meet-
ing of the City Council to May 19 at 6:30 P.M. in the Council Chamber. The motion
carried unanimously,
