TENTATIVE PARCEL MAP NO. 80-555
Applicant: Bijan Sassounian
To permit the creation of nine (9) parcels, and revise configuration of
existing shopping center'parcels. To include Beach Boulevard frontage
road and create a separate parcel for the area designated as R-2 on the
General Plan located on the east side of Beach Boulevard on the southeast
corner of Atlanta Avenue.
This request is a categorical exemption Class 5, California Environmental
Quality Act, 1970.
Chairman Tindall introduced the application to the Board. Secretary
Lipps briefly outlined"the-proposal. Secretary Lipps informed the
Board that a site plan had not been submitted to the Board of Zoning
Adjustments for review; therefore, the Board could not act upon the
application without examining the site plan.
Mr. Sassounian, Mr. Harkavy and Mr. John were present to represent the
application. Mr. Sassounian submitted a site plan to the Board. He
stated that he had met previously with Development Services staff (several
of which are no longer with the city), which had concurred with the
concept. He stressed that as the center is comprised of several different
store owners, he would appreciate the Board acting as quickly as possible
in order to avoid contacting a new owner if the store should change owner-
ship.
Chairman Tindall questioned the applicant regarding the ownership of
the frontage road. -Mr. Sassounian stated that he was in escrow with
CalTrans for the access road property.
Chairman Tindall stated that the Board must have proof of ownership in
order to act on the access road.
Mr. Harkavy stated his concern regarding the procedure regarding the
filing of the Tentative Parcel Map and the necessary information needed.

Chairman Tindall stated that in order for the Board to act on the
application a site plan must be submitted and review egress and
ingress patterns, drainage, on site circulation,,building coverage,
parking, open spaces, set backs, etc.
Secretary Lipps suggested that the applicant meet with the Board members
in order to allow sufficient time to review the site plan.

MAP NO. 80-555.

Applicant: Helene K. Goodman
To permit a lot line adjustment of five (5) feet to comply with City
minimum lot width standards (4 lots) located at 7922, 7932, 7934, 7952,
and 7954 Glencoe.
This request is a categorical exemption Class 5, California Environmenta
Quality Act, 1970.
Chairman Tindall introduced the application to the Board. Secretary
Lipps briefly explained the request and recommended referral to the
Planning Commission to be heard in conjunction with Conditional Exception
No. 80-2.

MISCELLANEOUS ITEM
SPECIAL EVENT NO. 80-18
Applicant: Coco's Restaurant
To permit a car wash June 25, 1980 to benefit the Muscular Dystrophy
Drive located 6886 Bolsa, Huntington Beach, CA.
Secretary Lipps noted that the car wash would be located behind the
restaurant in the parking area.
Fire representative Kelly expressed concern regarding the circulation
of the on site traffic which may create some traffic problems.
Chairman Tindall felt that as the event was for one day only, the
restaurant would be able,to handle any problems that might arise.

ON MOTION BY KELLY AND SECOND BY LIPPS, SPECIAL EVENT NO. 80-18 WAS
APPROVED BY THE FOLLOWING VOTE WITH THE FOLLOWING CONDITIONS:
CONDITIONS OF APPROVAL:
1. The plot plan received June 25, 1980 shall be the approved layout.
2. An on -site inspection by the Fire Department shall be required prior
to the event.

MISCELLANEOUS ITEMS:
ADMINISTRATIVE REVIEW NO. 80-23 & CONDITIONAL EXCEPTION NO. 80-24
A2plicant: Harold V. Bragg
Mr. Harold Bragg was present to submit a request to the Board for
reconsideration of Conditions of Approval imposed on the subject
applications. Specifically the reversal of the proposed building.
An informal discussion ensued Mr. Bragg stated that he had contacted
his architect regarding the possibility of reversing the building in
order to alleviate the blocking of sun light and visability to the
adjacent pre-school. He stated that his architect had researched the
reversal and found that by reversing the position of the building would
make it unsuitable and almost impossible to lease.
Secretary Lipps suggested that the Board schedule a second public hearing
in order to notify the adjacent property owners of Mr. Bragg`s request.
Mr. Bragg stated that if the building were to be reversed, it would be
almost impossible to rent space as the offices would face the adjacent
pre-school, and the noise and visibility would not be conducive to the
concept of the proposed building.
