MINUTES: ON MOTION BY TINDALL AND SECOND BY KELLY, THE MINUTES OF THE
REGULAR MEETING OF JULY 9, 1980 WERE APPROVED BY THE FOLLOWING
VOTE:

REGULAR AGENDA ITEMS:
TENTATIVE PARCEL MAP NO. 80-560
Applicant: RMG Engineering, Inc.
To permit the division of approximately 13.2+ acres of M-1 zoned property
for light industrial development located on the south side of Slater,
west of Nichols, 400 feet south of Slater, east side of Southern Pacific
Railroad.
This request was previously assessed under Negative Declaration No. 79-35.
Mr. Howard Coburn was present to represent the application.
Secretary Spencer introduced the -application to the Board, stating -that
the proposal was part of Tentative Tract No. 9921X,. which was previously
approved.
The Board discussed with the applicant required public improvements.
Findings and Conditions of Approval were discussed.
ON MOTION BY TINDALL AND SECOND BY SPENCER, TENTATIVE PARCEL MAP NO.
80-560 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL.
FINDINGS:
1. The proposed division of approximately 13.2+ acres of M-1 zoned
property for the purposes of light industrial development is in
compliance with the size and shape of property necessary for that
type of development:
2, The General Plan has set forth provisions for this type of land use
as well as setting forth objectives for implementation of this type
of use.

3. The property was previously studied for this intensity of land use
at the time the land use designation for light industrial developmen
which allows for light industrial buildings was placed on the subjec
property.
4. The size, depth, frontage, street width, and other design and improve-
ment features of the proposed subdivision are proposed to be constructed
in compliance with standard plans and specifications on file with the
State Map Act and supplemental City Dubidivision Ordinance.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS FOR
ANY PURPOSE:
1. The tentative parcel map received by the Department of Development
Services on July'15, 1980 shall be the approved layout with the
amendments as noted thereon:
2. Applicant shall conform to all applicable Conditions of Approval
as stated in Tentative Tract No. 9921X, previously approved, in
addition to the following Conditions imposed herein.
3. A parcel map shall be filed with, and approved by the Department
of Public Works, and recorded with the Orange County Recorder.
4. A parcel map shall be recorded simultantiously or subsequently
to Tentative Parcel Map No. 79-567.
5. Applicant shall provide temporary easement of storm drain/inlet
drainage across Southern Pacific Railroad track if map is recorded -
prior to October 1980. _
6. Applicant shall make improvements and dedicate a portion of Griffin
Street per Public Works standards prior to issuance of building
permits.
7. Applicant shall install required sewer and storm drains per
City of Huntington Beach Master Plan of Sewers and Storm Drains
to be approved by the Department of Public Works.
8. Compliance with all applicable City Ordinances.
9. A copy of the recorded parcel map shall be filed with the Depart-
ment of Development Services.

CONDITIONAL EXCEPTION NO. 80-30
Applicant: Newport Meat Company
To allow a 1,144 sq. ft. industrial building addition to encroach into
required thirty (30) foot side yard setback located on the south side
of Oceanus Drive, approximately 300 feet west of Graham.
This request is a categorical exemption Class 5, California Environmental
Quality Act, 1970.
Chairman Tindall introduced the application to the Board. Secretary
Spencer briefly explained the request, noting that Administrative Review
No. 70-77 had been approved for the subject site to build at zero (0)
property lien..
Chairman Tindall opened,the public.hearing. - Mr. Ray Nichols was present
to represent the application.
Mr. Nichols stated that the company found it necessary to expand the
operation, which is the distribution of packaged meats. The meat is -
received wrapped and boxed and chilled. There is no exposed meat, there-
fore, no health hazards exist. He further stated that the vehicle entry
way proposed is necessary to avoid lengthy exposure of meat, also to avoid
street loading.
He stated that the office space is necessary to allow an inspector to
view. the unloading of the meat from trucks to refrigerators.
Mr. Rod Chamberlain, an adjacent property owner was present. He expressed
his concern on the impact the proposed addition would have on his property
which abutts the proposed addition.
Mr. Nichols stated that the addition would not be increased in height over
that of the existing building and would blend architecturally.
Secretary Spencer noted that,the applicant does not propose any outside
storage. He stated that the code -does allow storage in the rear 2/3
of the property if the applicant so desired.
Further Board discussion followed. Chairman Tindall closed the public
hearing. Findings,,Reasons and Conditions of Approval were discussed.
ON MOTION BY SPENCER, AND -SECOND BY KELLY, CONDITIONAL EXCEPTION NO._80-30
WAS•APPROVED WITH THE FOLLOWING FINDINGS, REASONS AND CONDITIONS OF
APPROVAL BY THE FOLLOWING VOTE:
FINDINGS:
1. The granting of the conditional exception will not constitute a grant
of a special privilege inconsistent upon other properties in the-

2. The granting of a conditional exception is necessary in order to
preserve the enjoyment of one or more substantial property rights.
3. The granting of a conditional exception will not'be materially detri
mental to the public welfare, or injurious to property in the same
zone classifications.
4. The granting of the conditional exception will not adversely affect
the General Plan of the City'of Huntington Beach.
REASONS:
1. As fully enclosed (concrete walls, buildings, etc.) outside storage
facilities are allowed within the rear two thirds (2/3) of subject
parcel, the"Board feels that the applicant's proposed receiving
building located on the rear ten (10) percent of subject parcel would
not,have an adverse impact on adjacent properties nor would the proposal
exceed the intent of provisions of the Ml-A development standards.
CONDITIONS OF APPROVAL:
A. TO'BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received June 30, 1980
shall be the.approved layout, subject to the modification'descri
herein:
A. Applicant shall submit an on -site parking plan to be
approved by the Secretary of.,the Board.
A plan delineating said modification shall be submitted to the
Secretary of the Board. If such plan complies with the modification
outlined by the Board, said plan shall be approved -and made a permanent
part of the administrative file.
In its approval action, the Board of Zoning Adjustments considered the
following issues relating to the conceptual,plan: _
- Traffic circulation,and drives;
- Parking layout;
- Lot area;
- Lot width and lot depth;
- Type of use and its relation to property and improvements in the
immediate vicinity;
- Past administrative action regarding this property.
2. The following plans shall be•submitted to -the Secretary of the
Board:
a. Landscape and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of.Public Works.

b. Rooftop mehcanical equipment screening plan. Said plan
shall indicate screening of all rooftop mechanical equip-
ment and shall delineate the type of material proposed
to screen said equipment.

TENTATIVE PARCEL MAP NO. 80-558
Applicant: E.B.I. Construction Co.
To permit the combination of five (5) lots into three (3) lots located at
the northeast corner of Warner and Orion.
This request is a categorical exemption Class 5, California Environmental
Quality Act, 1970.
Chairman Tindall introduced the application to the Board. Secretary
Spencer briefly explained the request.
Mr. Marty Eckman was present to represent the application. He stated
that the property would be developed to accomodate a 2--plex,3-plex and
a 4-plex.
Chairman Tindall expressed his concern regarding the vehicle access. He
recommended that vehicle access be from Orion.
Board discussed access to lots 2 and 3. A reciprocal access agreement
would be necessary between lots 2 and 3 and lot 1.
The Board discussed driveway approach widths. Chairman Tindall stated
a width of twentyfour (24) feet, narrowing to twenty (20) feet would be
required to allow for adequate turning radius.
Fire Representative Kelly stated that a foot path for fire access would
be necessary from Warner Avenue,
The Board discussed reciprocal vehicle access and utility easement agree-
ment. Findings and Conditions of Approval were discussed.
ON MOTION BY SPENCER AND SECOND BY KELLY, TENTATIVE PARCEL MAP NO. 80-558
WAS APPROVED -WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL BY
THE FOLLOWING VOTE:

the purposes of residential development is in compliance with the
size and shape of property necessary for this type of development.

cations on file with the City as well as in compliance with the
State Map Act and supplemental City Subdivision Ordinance
CONDITIONS OF APPROVAL:

PURPOSE:

2.. A driveway design shall be submitted to, and approved by the
Department of Public Works prior to issuance of building permits.
3. A parcel map shall be filed with, and approved by., the Departmen

4. Warner-Avenue.shall be dedicated,to City standards at the time
said parcels are developed.'.
,5. Compliance with all applicable City Ordinances.
6'. A copy of the recorded parcel map shall be filed with the
Department of Development Services.
7. Vehicle easement to Warner Avenue _shall be dedicated to the
City of Huntington Beach.
8. A minimum twenty (20) foot vehicle access and utility easement
to serve"all three lots shall be located at the rear of lots 2 and 3.

ENTATIVE PARCEL MAP NO. 80-S54

To permit a lot line adjustment of five (5) feet to comply with City minimum
lot width standards (2 lots) located at 7922,7932,7934,7942,7952 and 7954
Glencoe.
This request is a categorical exemption Class 5, California Environmental
Quality Act, 1970.
Chairman Tindall outlined the proposal to the Board. Secretary Spencer
gave a brief history of the proposal.
Mr. Goodman was present to represent the application. Chairman Tindall
opened the public hearing. Mr. Goodman stated he was in receipt of and
in concurrence with the suggested conditions of approval previously for-
warded to the applicant. Chairman Tindall closed the public hearing.
Board reviewed the proposal and found same to be within Ordinance Code
conformance. Findings and conditions of approval were discussed.
ON MOTION BY SPENCER AND SECOND BY KELLY, TENTATIVE PARCEL MAP NO. 807554
WAS APPROVED WITH THE FOLLOWING FINDINGS, AND CONDITIONS BY THE FOLLOWING
VOTE:
