BOARD MEMBERS: Lipps, Tindall, Kelly MINUTES: ON MOTION BY KELLY AND SECOND BY LIPPS, THE MINUTES OF AUGUST 20, 1980.WERE APPROVED BY THE FOLLOWING VOTE: AYES: Kelly, Lipps NOES: None ABSTAIN:. Tindall ON MOTION BY LIPPS AND SECOND BY TINDALL, THE MINUTES OF THE REGULAR MEETING OF SEPTEMBER 17, 1980 WERE DEFERRED. To permit the elimination -of an existing parcel line to construct industrial building -and parking area. This request is a categorical exemption Class 5, California Environmental Quality Act, 1970. Mr. Jim Lefler was present to represent the application. Chairman Tindall introduced the application. The applicant acknowledged receipt of the suggested Conditions of Approval. The Board found the application to be with -insubstantial Ordinance -Code conformance. ON MOTION BY TINDALL AND.SECOND BY LIPPS, TENTATIVE PARCEL MAP NO. 80-571 WAS APPROVED WITH THE FOLLOWING VOTE: Minutes: H.B. BOARD OF ZONING ADJUSTMENTS October 8, 1980 Page-2 CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS FOR ANY PURPOSE: 1. The tentative parcel map received by the Department of Development Services on September 18, 1980 shall be the approved layout. 2. A parcel map shall be filed with, and approved by the Department of Public Works and recorded with the Orange County Recorder. 3. A copy of the recorded parcel map shall be filed with the Department of Development Services. AYES; Tindall, Kelly, Lipps NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 80-22 Applicant: Wesley Warvi To permit the construction of an 11,340 sq. ft. industrial building locat on the west side of Chemical Lane connecting System Drive. This project previously assessed as part of EIR 73-16. Mr. Wesley Warvi was present to represent the application. Secretary Lipps briefly outlined the application. Chairman Tindall expressed concern regarding parking and also visability from drive approaches. Fire Representative Kelly requested that the applicant post "No parking Fire Lane" signs along the building. Secretary Lipps stated that the plan was within substantial Ordinance Code conformance. It was the consensus of the,Board to approve the request. ON MOTION BY LIPPS AND SECOND BY KELLY, ADMINISTRATIVE REVIEW NO. 80-22 WAS APPROVED WITH THE FOLLOWING CONDITIONS OF APPROVAL BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The revised conceptual plot plan and elevations received September 18, 1980 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Minutes; H.B. BOARD OF ZONING ADJUSTMENTS October 8, 1980 Page 3 - Traffic circulation and drives; - Parking layout; - Lot area; - Lot width and lot depth; - 'Type of use and its relation to property and improvements in the immediate vicinity; - Past administrative action regarding this property. 2. The following plans shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works b. Rooftop mechanical equipment screening plan. Said plan shall indicate screening of all rooftop mechanical equip- ment and shall delineate the type of material proposed to screen said equipment. B. GENERAL CONDITIONS: 1. Drive approaches shall comply with Public Works standard 212 A & B 2. No parking firelane signs shall be posted along the building to Fire Department sepcifications. None ABSENT: None ADM.IN1$TRATIVE REVIEW NO. 80- 53 Applicant: James Lumber Company To permit permanent expansion of wholesale lumber -storage yard located on the west side of Nichols Street, approximately 900 feet south of Warner (17211 Nichols Street). This request is a categorical exemption Class 1, California Environmental Quality Act, 1970. Mr. .lames Harrington was present to represent the application. Secretary Lipps stated that the application was deficient in -landscaping by six hundred (600) sq. ft., and that the request did not.meet the parking requirement (4 spaces.deficient). The Board discussed paving portion of the yard to allow for_fire access and/or emergency vehicles which require a hard packed surface. Mr. Harrington agreed to the request. Minutes: H.B. Also discussed was. -.the locate and accessibility of fire hydrants. ON MOTION BY LIPPS AND SECOND BY KELLY, ADMINISTRATIVE REVIEW NO. 80-53 WAS APPROVED WITH THE FOLLOWING CONDITIONS OF APPROVAL BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The:cOnceptual plot-plan,-•received-,September-16, 1980 shall be the approved layout, subject to the modifications described herein: a..- A-revi.sed plan to show six (6) permit landscaping in -conformance with Article 979 of the Huntington Beach Ordinance Code. b. A -.revised plan to -show parking per:Ar.ticle,.979 of the Huntington Beach Ordinance Code. c. -Indicate paved areas on plan as shown on conceptual plan. e. Plan to reflect size and location of water main. A plan delineating said modifications shall be submitted to the Secretary of the Board. -,.'If such -plan -complies with the modifications outlined by the Board, said_plan__shall. _be approved and made a permanent part of the administrative file. Dedication and improvements to be completed prior to use of the property. AYES: Lipps, Tindall, Kelly NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 80-54 Applicant: James P. Darling, Architect To permit the construction of a two story, 30,500 sq. ft. building located on the south side of Bolsa Avenue at 5212 Bolsa Avenue. This request was previously assessed as part of EIR 73-16. Mr. James Darling was present to represent the application. Chairman Tindall introduced the application to the Board. Secretary Lipps briefly explained the application, noting that an application had previously been approved (AR 79-76) regarding the subject site, however, the building configuration had been changed, hence a new application is necessary. The Board expressed concern regarding the drive widths, which will not allow for adequate fire lane widths. Several alternatives were discussed, which included shifting the building, relocating parking so as to be aganist the building and angle parking. Mr. Darling stated that -he would not .like to relocate the parking -as -the design of the boulding would not be as attractive. Chairman Tindall suggeste, that perhaps a reciprocal drive would be feasible. Mr. Darling agreed to research the situation. On -site circulation as well as turning radius were discussed. The Board suggested that the application be continued two weeks in order to allow staff and, the applicant to meet and discuss the alternatives., ON MOTION BY TINDALL AND SFCOND BY LIPPS, ADMINISTRATIVE REVIEW NO..80-54 WAS CONTINIJED TO OCTOBER 22, 1980 BY THE FOLLOWING VOTE: DYES: 'Tindall, Kelly; Lipps, NOES: None ABSENT: None A Minutes: H.B.-BOARD OF ZONING ADJUSTMENTS October 8,. 1980 Page 6 ` ADMINISTRATIVE REVIEW -NO. 80�56 Applicant: Butler Housing Corporation To permit a model home and -sales office -complex with temporary trailer, located -on the north side of Warner'Avenue between`Sims and Lynn. This -request is, a -categorical exemption Class 3, California Environmental Quality Act, 1970. The Board discussed with the applicant accessibility off Lynn Street and the improvements of Lynn Street. Chairman Tindall stated that some- interium improvements -must be:'made., - p- The applicant• stated that !the•'parking,,area surrounding's the -'sales` office would be paved. Also the streets throughout the building site,wou'ld be hard packed and; acces-sible;' to` emergency ' vehicles ; Further Board discussion ensued.; ON MOTION BY TINDALL AND SECOND BY LIPPS, ADMINISTRATIVE REVIEW NO. 80-56 WAS APPROVED WITH,THE FOLLOWING CONDITIONS OF APPROVAL BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED'PRIOR TO'ISSUANCE'OF BUILDING PERMITS: 1. The -conceptual -plot plan received September 221 1980 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues,relating.to,the conceptual plan: - Traffic circulation and drives; - Parking layout; - Lot.area; - Lot width and lot depth; - Type of use and its relation to property. -and improvements in the immediate vicinity;- - Past administrative review action regarding this property.
