Mayor Bailey called the adjourned regular meeting of the City Council of the City
of Huntington Beach to order at 7:30 P.M.
ROLL CALL
Present: Pattinson, Thomas, Finley, Bailey, Kelly
Mandic (arrived 8:05 P.M.)
Absent: MacAllister
The following members of the Planning Commission were present at the meeting:
Bannister, Schumacher, Kenefick and Winchell.
ORDINANCE NO 2460 - ADOPTED - HOME FINANCING PROGRAM
The Clerk was directed to read Ordinance No. 2460 by title - "AN ORDINANCE OF THE
CITY OF HUNTINGTON BEACH ADOPTING A HOME FINANCING PROGRAM AND AUTHORIZING CITY
OFFICERS TO IMPLEMENT THE PROGRAM."
On motion by Thomas, second Finley, Council adopted Ordinance No. 2460 by the
following roll call vote:
AYES: Pattinson, Thomas, Finley, Bailey, Kelly
NOES: None
ABSENT: MacAllister, Mandic
EXECUTIVE SEARCH FIRM - APPROVED - KORN FERRY INTERNATIONAL
On motion by Pattinson, second Bailey, Council retained the firm of Korn Ferry
International, Los Angeles, and authorized an initial budget of $9500 to be increased
should it be necessary to extend the search out of state. The motion carried by
the following roll call vote:
AYES: Pattinson, Thomas, Finley, Bailey, Kelly
NOES; None
ABSENT: MacAllister, Mandic
TRANSPORTATION MODEL
City Engineer George Tindall gave an overview of the Transportation Demand Model.
He presented Council with traffic flow maps showing traffic flow at the present

time and projected 1995 flow. He stated that the model had been used to look
at circulation patterns near the Balsa Chica Linear Park and that he believed
it was a valuable tool. Discussion was held regarding the procedures used to
accumulate the data. Mr. Tindall informed Council that model adjustments would
be made as changes occurred. Discussion was held regarding the use of the Trans-
portation Model as it pertains to the downtown development.
Councilman Mandic arrived at the meeting at 8:05 P.M.
WATER MODEL
City Engineer George Tindall presented background information regarding the Water
Model. He stated that it had been in use for a while and that many trouble spots
in the system had been identified and corrected. Using a wall map he pointed out
sources of the City's water supply. He stated that the City had the capability
of monitoring water flow throughout the system and that this would be on Tine
shortly.
FISCAL IMPACT MODEL
Jim Palin, Director of Development Services, reviewed the Fiscal Impact Model and
presented a fifty-five minute video presentation. Bob Smith, Management Depart-
ment California State University at Long Beach stated that the video presentation
was designed to help City policy makers effectively use the Fiscal Impact Model.
A summation regarding the Fiscal Impact Model was presented by June Catalano,
Senior Planner, and John Rau of Ultrasystems. Discussion was held regarding
maintenance of the model, the integrity of the data fed into the computer and
the results obtained. Council was informed that the model can be updated quickly;
approximately forty-five minutes in some instances.
BUDGET REVIEW SCHEDULED
The Mayor stated that a budget review study session would be scheduled for Monday,
November 24, 1980.
ADJOURNMENT
Mayor Bailey declared the adjourned regular meeting of the City Council adjourned.
