HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS

BOARD MEMBERS PRESENT:
REGULAR AGENDA ITEMS:

ADMINISTRATIVE REVIEW NO. 80-32
Applicant: Balboa Construction Company, Inc.
To permit the erection of mini -warehouse facility and to permit a
mobilehome as living quarters for on -site manager (including office
space), located on the east side of Brookhurst Street directly north of
easterly extension of Banning Avenue.
This request is part of Negative Declaration No. 80-49
Mr. Leendert Schonewille was present to represent the application.
Secretary Lipps briefly outlined the application, noting that the Orange
County Sanitation District owns the subject property. He further stated
that the Sanitation District would not allow access from Brookhurst and
a right-of-way dedication of forty (40) feet would be required on Banning.
Chairman Crosby expressed concern regarding the dedication right-of-way
and the slope easement in relation to the elevation of a future street.
Secretary Lipps recommended that the application be continued one week,
in order, to meet with staff members of the Orange County Sanitation District
Board members and the Director of Development Services to discuss the
"`expressed concerns.

Applicant: Bert W. Tarayao
To permit a 23,100 sq. ft. industrial building located on the west side
of Metzler, approximately 550 feet from Slater Avenue.
This request is part of Negative Declaration No. 80-58.

Mr. Morel was present to represent the application. Secretary Lipps
briefly explained that the proposal was within substantial Ordinance
Code compliance. He discussed the types of uses permitted in the
particular zone, stating that such uses as real estate offices or
doctor offices were not permitted in the subject zone. He suggested
that the applicant research Article 951 of the Huntington Beach Ordinance
Code for specific uses allowed.
Fire protection measures were discussed. Mr. -Morel staffed that the
U-shaped building is divided in to with a four (4) hour fire wall
between units.
Secretary Lipps noted that a Tentative Parcel Map (TPM 80-567) had
previously been approved on the subject property. Further discussion
followed.,
ON MOTION BY LIPPS AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO.
80-61 WAS APPROVED WITH THE FOLLOWING CONDITIONS OF APPROVAL BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received September
29, 1980 shall be the approved layout.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
- Traffic circulation and drives;
- Parking layout;
- Lot area;
- Lot width and lot depth;
- Type of use and its relation to property and improvements in the
immediate vicinity;
- Past administrative action regarding this property.
2. The following plans shall be submitted to the Secretary of
the Board:
a. Landscape and irrigation plan complying.with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works.
b. Rooftop mechanical equipment screening plan. Said plan
shall indicate screening of all rooftop mechanical equip- ,
ment and shall delineate the type of material proposed
to screen said equipment.

B. GENERAL CONDITIONS:
1. Drive approaches to be constructed to Public Works Standard
Plan 212 A & B

USE PERMIT NO. 80-38
Applicant: Ray Boland Enterprises, Inc.
To permit the construction of three (3), three (3) story apartment building
abutting an arterial highway.
This request is a categorical exemption Class 3, California Environmental
Quality Act, 1970.
Mr. Boland was present to represent the application. Secretary Lipps
briefly outlined the application. Chairman Crosby opened the public
hearing.
Mr. Frank Rasado, an adjacent property owner was present.
Chairman Crosby expressed concern regarding the visability at the alley
vehicle access and drive approach. He recommended that a plan reflecting
a corner cut-off be submitted for approval to the Board.
Fire Representative Kelly questioned the applicant regarding the street
address, as the Fire Department must be within 150 feet of a hydrant.
Mr. Boland suggested that the building could be equipped with residential
sprinkler systems. Representative Kelly recommended that Mr. Boland
contact the Fire Department for further research on the matter.
Further Board discussion ensued. Chairman Crosby closed the public
hearing.
ON MOTION BY LIPPS AND SECOND BY KELLY, USE PERMIT NO. 80-38 WAS APPROVED
BY THE FOLLOWING VOTE WITH THE FINDINGS AND CONDITIONS OF APPROVAL AS
FOLLOWS:
FINDINGS:
1. The establishment, maintenance, and operation of the use will not be
detrimental to:
a. The general welfare of persons residing or working in the vicinity;
b. Property and improvements in the vicinity of such use or building.
2. The granting of a use permit will not adversely affect the General
Plan of the City of -Huntington Beach.
3. The proposal is consistent with the City's General Plan of Land Use.

CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received October
10, 1980 shall be the approved layout, subject to the modifi-
cations described herein:
a. A revised plan shall be submitted to show corner cut-offs
at intersection of alley and drive ways for visibility.
b. Revised plan shall indicate building height on working
drawings.
A plan delineating said modifications shall be submitted to the Secretary
of the Board. If such plan complies with the modifications outlined by the
Board, said plan shall be approved and made a permanent part of the administ-
rative file.
In its approval action, the Board of Zoning Adjustments considered the
following issues relating to the conceptual plan:
- Traffic circulation and drives;
- Parking layout;
- Lot area;
- Lot width and lot depth;
- Type of use and its relation to property and improvements in the
immediate vicinity;
- Past administrative action regarding this property.
B. GENERAL CONDITIONS:
1. A parcel map, if applicable, combining the three parcels shall be
filed with the City and recorded with the County prior to finalling
of building permits.
2. Fire protection shall comply with Fire Department standards prior
to occupancy.
