To permit the erection of mini--warel.ouse facility and to permit a mobile home as living quarter; for on -site manager (including office space), located on the east side of Brookhurst Street, directly north of easterly extension of Banning Avenue. This request is part of Negative Declaration No. 80-49. ON MOTION BY LIPPS AND SECOND BY CROSBY, THE BOARD, HAVING FOUND THAT THE PROPOSED PROJECT WILL NOT HAVE A SIGNIFICANT ADVERSE EFFECT ON THE PHYSICAL ENVIRONMENT, ADOPTED NEGATIVE DECLARATION NO. 80-49 WITH THE MITIGATING MEASURES CONTAINED IN ADMINISTRATIVE REVIEW NO. 80-32 GENERAL CONDITIONS #7 IMPOSED ON THE ADMINISTRATIVE REVIEW APPLICATION, BY THE FOLLOWING VOTE: AYES: Crosby, Vasile, Lipps NOES: None ABSENT: None MINUTES: H.B. BOARD OF ZONING ADJUSTMENTS December 10, 1980 Page 2 Secretary Lipps introduced the application: Mr. Leon Schonewille was present to represent the application. The Board discussed dedication of Banning Avenue, and the slope easement. Fire Representative Vasile expressed concern regarding the position of fire hydrants in relation to water tie-in on Brookhurst Street. Secretary Lipps noted that Conditions of Approval imposed upon Zone Change No. 80-5, Negative Declaration No. 80-20 and Negative Declaration No. 80-49 would become a part of this approval. Further Board discussion followed regarding drive approaches, setbacks and required utilities. ON MOTION BY LIPPS AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 80-32 WAS APPROVED BY THE FOLLOWING VOTE, WITH THE CONDITIONS OF APPROVAL AS FOLLOWS: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received November 12, 1980 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: - Traffic circulation and drives; - Parking layout; - Lot area; - Lot width and lot depth; - Type of use and its relation to property'and improvements in the immediate vicinity; - Past administrative action regarding this property. 2. The following plan shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. B. GENERAL CONDITIONS: 1. The proposed use will comply with all Conditions of Zone Change No. 80-5 and all provisions of Article 964 A (Qualified Classification) of the Huntington Beach Ordinance Code. 2. Conditions of Approval to include all mitigating measures as set out in Negative Declaration No. 80-20 and Negative Declaration No. 80-49. 4. Drive approach to be constructed to Department of Public Works Standard Plan 212 A & B. 5. Applicant shall comply with all applicable Uniform Fire Code standards. 6. Revised plan to be submitted if improvements or dedication adversely effect building setbacks or access to property. 7. If lighting is included in the parking lot, energy efficient lamps shall be used (e.g. high pressure sodium vapor, metal halide). All outside lighting shall be directed to prevent "spillage" onto adjacent properties. AYES: Lipps, Crosby, Vasile NOES: None ABSENT: None TENTATIVE PARCEL MAP NO. 80-574 Applicant: C.R. Warren To permit a recreation of two (2) legal parcels located on the west side of Cypress Street at 17172 Ash Street. This request is a Categorical Exemption Class 5, California Environmental Quality Act, 1970. Mr. Warren was present to represent the application. He acknowledged receipt of the suggestion Conditions of Approval. Public Works Represer:t-ative Crosby expressed concern regarding street widths on Elm. He noted that the half street width is actually 26 feet and not 27 feet from center line as shown. Mr. Crosby also noted that the overall depth dimension of parcel #2 is 383 feet, and should be reflected on the recorded parcel map. ON MOTION BY CROSBY AND SECOND BY LIPPS, TENTATIVE PARCEL MAP NO. 80-574 WAS APPROVED WITH THE FOLLOWING CONDITIONS OF APPROVAL BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: e A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS FOR ANY PURPOSE. MINUTES: H.B. BOARD OF ZONING ADJUSTMENTS December 10, 1980 Page 4 1. The tentative parcel map received by the -Department of - Development Services on November 18, 1980 shall be the approved layout with the amendments as noted thereon. ­' 2. A parcel map shall be filed with, and approved by the Department of Public Works and recorded with the Orange County Recorder. 3. Ash Street shall be dedicated to City,standards at the time said parcels are developed. 4. A copy of the recorded parcel map shall be filed with the Planning Department. 5. A revised map to show correct dimension from center line of Elm and correct dimension of parcel #2 shall be submitted to the Secretary of the Board prior to recordation with the Orange County Recorder. 6. Existing uses and structures shall comply with all applicable Ordinance requirements. AYES: Lipps, Crosby, Vasile NOES: None ABSENT: None CONDITIONAL EXCEPTION NO. 80-64 Applicant: John Cowles To permit a stairway and elevator and a five (5) foot encroachment into front and exterior setbacks located on the northwest corner of McFadden and Electronics. In Conjunction with: ADMINISTRATIVE REVIEW NO. 80-67 Applicant: John Cowles To permit the construction of an 18,000 sq. ft. research and analysis building located on the northwest corner of McFadden and Electronics. L, This request is a Categorical Exemption Class 11 California Environmental Quality Act, 1970. Mr. John Cowles was present to represent the application. Chairman Crosby opened the public hearing. The Board discussed on -site circulation, noting that the reflected sixteen (16) feet was not wide enough for proper circulation. The Board dicussed the one-way drive with the applicant: Mr. Cowles stated that during discussion with both Public Works and Development Services staff, he had not been advised that there was a problem with the one way drive. Chairman Crosby recommended that the application be continued one week in order to resolve the circulation and parking concerns. ON MOTION BY VASILE AND SECOND BY LIPPS, CONDITIONAL EXCEPTION NO. 80-64 AND ADMINISTRATIVE REVIEW NO. 80-67 WAS CONTINUED ONE WEEK TO DECEMBER 17, 1980 IN ORDER TO MEET WITH THE APPLICANT REGARDING ABOVE NOTED CONCERNS: AYES: Vasile, Lipps, Crosby NOES: None ABSENT: None USE PERMIT NO. 80-39 APPLICANT: Nuttall-Uchizono Associates To permit the construction of a four (4) story, 29,500 sq. ft. office building'located on the west side of Beach Boulevard; approximately 465 feet from Taylor Drive at 18141 Beach Boulevard. This request is covered by Negative Declaration No. 80-39. ON MOTION BY LIPPS AND SECOND BY CROSBY, THE BOARD, HAVING FOUND THAT THE PROPOSED PROJECT WILL NOT HAVE A SIGNIFICANT ADVERSE EFFECT ON THE PHYSICAL ENVIRONMENT, ADOPTED NEGATIVE DECLARATION NO. 80-39 WITH THE MITIGATING MEASURES CONTAINED IN USE PERMIT NO. 80-39 GENERAL CONDITIONS #6 (a,b,c), IMPOSED ON THE ADMINISTRATIVE REVIEW APPLICATION, BY THE FOLLOWING VOTE: AYES: Lipps, Vasile, Crosby NOES: None ABSENT: None Chairman Crosby opened the public hearing. Stan Uchizono was present to represent the application. Fire Representative Vasile expressed concern regarding the on -site.. circulation, particularly, the area to the rear of the property, which the plan reflects as having no turn around space or opening . in the west wall surrounding the building. Mr. Uchizono stated that the drive widths would accommodate unrestricted movement of vehicles in and out of the site. Mr. Uchizono noted the red cross -hatched area on'the plan. MINUTES: H.B. It was noted that an agreement with the property owner to the north would be necessary: ._ The Board discussed paving with the applicant. Mr. Uc:_izono pointed out the yellow cross -hatched area where paving would be widened.. ..-... r:: Fire Representative Vasile discussed fire protection with the applicant. Chairman Crosby.closed the public hearing: ON MOTION BY LIPPS AND SECOND BY VASILE, USE PERMIT NO. 80-39 WAS APPROVED. BY THE FOLLOWING VOTE WITH THE CONDITIONS,OF,--APPROVAL AND FINDINGS AS FOLLOWS: _ FINDINGS: 1. The -establishment, maintenance,; -and operation -of -.the use --will not be detrimental to: a. The general welfare -of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The granting of a Use Permit will not adversely affect the General -Plan of the City of Huntington Beach. . 3. The proposal is consistent with the City's General Plan of Land Use.. CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR,TO-ISSUANCE:OF.�BUILDING PERMITS:, 1. The conceptual plot plan received December-2,--.1980 shall be the approved layout, subject -to the modifications described - herein: a. Applicant_shall submit.building elevation plan, including height dimension. A plan delineating said modification -shall -be submitted to the Secretary of the Board. If such plan complies -with the modification outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. The following plans shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. b. Rooftop mechanical equipment screening plan. Said plan shall indicate screening of all rooftop mechanical equip- ment and shall delineate the type of material proposed to screen said equipment. B. GENERAL CONDITIONS: 1. The applicant shall submit an irrevocable reciprocal parking and access agreenent between the subject parcel and the parcel abutting the northerly property line. 2. The area of reciprocal access and parking shall include the red cross -hatched area shown on the approved plot plan and must be approved by the City Attorney's office as to form and content and recorded with the County of Orange prior to issuance of building permits. 3. A minimum paved area along the northerly property line of the subject property and along the southerly property line of the abutting property to the north shall be provided as depicted upon the approved plot plan with the super -imposed yellow cross- hatching prior to final inspection. 4. "No parking Fire Lane" signs shall be posted per Fire Deparment specifications. 5. Fire protection to be provided per Fire Department standards and specifications. 6. Mitigating Measures of Negative Declaration No. 80-60 (listed below) shall be included as Conditions of Approval. MINUTES: H.B. BOARD OF ZONING ADJUSTMENTS December 10, 1980 Page 7 a. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an offsite facility equipped to handle them. b. If lighting is included in the parking-lot/or recreation, energy efficient lamps shall be'used`(e.g.' high"'pressure sodium vapor, metal halide.) All outside -lighting shall be -directed to prevent "spillage" onto adjacent properties. c:- A detailed soils analysis shall be prepared by''a registered soils engineer. This analysis zhall`-include on=site soils sampling and laboratory testing, of materials to provide detailed recommendations regarding -grading;, chemical and fill properties, foundations; retaining+ walls',:streets and utilities.-- 7. A lighting plan showing illumination pattern shall be submitted to the'Secretary of the Board prior to issuance of building permit, particularly that area adjacent to residenital develop- ment: AYES: Lipps, Crosby, Vasile NOES: None ABSENT: None MISCELLANEOUS ITEMS: ADMINISTRATIVE REVIEW NO. 80-69 Applicant: Carlos Gonzalz/Ademir'Antonio Alues To permit the construction of a 4,230-sq. ft. building for'.an auto body shop use located at 7700 Slater- Aveni e' at tYte=in_tersection of Slater and Morgan. The Board • discussed the parking *a_ hd••'c: rculation of the `site:' ° It was noted that a gate separates customer parking from cars to be repaired. Secretary Lipps noted that no outside storage of automobiles is allowed in this particular area without proper screening. The consensus of the Board was to defer Administrative Review No. 80-69 one week, in order to allow -the applicant to be present -to discuss the application.
