PLOT PLAN AMENDMENT NO. 81-1
Applicant: SS. Simon & Jude Church
To permit the addition of office space to an existing parish office
building located at the corner of Indianapolis and Magnolia.
This request is a Categorical Exemption Class 1, California Environmental
Quality Act, 1970.

Secretary Spencer gave a brief outline of the proposal, stating that
the applicant is proposing a 1,000 sq. ft. parish office. He noted that
Use Permit No. 79-10 had been previously approved for the use.
Mr. Dave Lorenzine was present to represent the application.
Board dicussed driveway entrance off Magnolia into the parking compound.
It was recommended by the Fire Department that "No Parking" signs be
posted and red curb markings be provided.
Fire Representative Kelly suggested that Mr. Lorenzini contact the
Fire Department regarding regulations.
Further Board discussion followed. Findings and Conditions of Approval
were discussed.
ON MOTION BY TINDALL AND SECOND BY SPENCER, PLOT PLAN AMENDMENT NO.
81--1 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL
BY THE FOLLOWING VOTE:
FINDINGS:
1. The amendment does riot constitute a substantial change.
2. The proposed use of the property remains the same.
3. The adjustment results in an improved plan.
REASON FOR APPROVAL:
The Board of Zoning Adjustments granted approval, as all applicable
portions of Section 9811.4 of the Huntington Beach Ordinance Oode
have been satisfied.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received January
14, 1981 shall be the approved layout.
In its approval action, the Board of Zoning Adjustments considered the
following issues relating to the conceptual plan:

B. GENERAL CONDITIONS:
1. Driveway entrance from Magnolia adjacent to proposed structure
shall be posted "No Parking" and curb to be painted red per
Huntington Beach Fire Department standards prior to occupancy.

USE PERMIT NO. 80-48
Applicant: Claus Hepner & Associates
To permit an addition of drive -up teller window to an existing bank
facility and a 12' x 69' addition located on the east side of Brookhurst,
approximately 50' east of Brookhurst, and 150' feet south of Garfield
at 19006 Brookhurst Street.
This request is a Categorical Exemption Class 1, California Environmental
Quality Act, 1970.
Chairman Tindall introduced the application the the Board. Secretary
Spencer briefly outlined the proposal, stating that Use Permit No.
73-19A for a bank facility and complex had previously been approved.
A second drive- thru window and an additional building area is being ^roposed.
Mr. Balston, Mr. Campbell and Mr. Hepner were present to represent the
application. Chairman Tindall opened the public hearing
The Board discussed circulation of subject site. It was recommended
that the parking area east and adjacent to the existing fast food
restaurant be restriped in order to allow free flow of vehicles.
Mr. Hepner stated that the peak hours of operation between the bank and
restaurant differ, so that parking will not create problems.
The Board recommended that a physical barrier be erected between the
existing parking compound and the bank drive-thru window in order to
avoid any exiting problems on site.
Fire Representative Kelly recommended that the applicant contact the
Fire Deparment for restrictions regarding canopy heights.

Conditions of Approval were discussed. Chairman Tindall closed the
public hearing.
ON MOTION BY SPENCER AND SECOND BY KELLY, USE PERMIT NO. 80-48 WAS
APPROVED BY THE FOLLOWING VOTE, WITH FINDINGS AND CONDITIONS OF APPROVAL
AS FOLLOWS:
FINDINGS:
1. The establishment, maintenance and operation of the use will not be
detrimental toe -
a. The general welfare of persons residing or working in the
vicinity;
b. Property and improvements in the vicinity of such use or
building.'
2. The granting bf a use permit will not adversely affect the Master
Plan of the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of Land Use.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received December
30, 1980 shall be the approved layout, subject to the
modifications described -herein:
a. A revised plot plan reflecting restriping of parking area
directly east of adjacent to fast food commercial use
with perpendicular spaces, shall be submitted prior to
issuance of building permits.
b. A_revised plan showing a landscaped physical barrier between
the existing parking compound and bank's drive-thru
facility shall be submitted to the Secretary of the Board
prior to issuance of building permits.
A plan delineating said modification shall be submitted to the
Secretary of the Board. If such plan complies with the modifications
outlined by the Board, said plan shall be approved and made a
permanent part of the administrative file.

In its approval action, the Board of Zoning Adjustments considered the
following issues relating to the conceptual plan:
- Traffic circulation and drives;
- Parking layout;
- Lot area;
- Lot width and lot depth;
- Type of use and its relation to property and improvements in the
immediate vicinity;
- Past administrative action regarding this property.
2. The following plans shall be submitted to the Secretary
of the Board:
a. Landscape and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works
b. Rooftop mechanical equipment screening plan. Said plan shall
indicate screening of all rooftop mechanical equipment and
shall delineate the type of material proposed to screen said
equipment.
B. GENERAL CONDITIONS:
1. Height of canopy shall be posted per Fire Department standards.

Applicant: Far West Services
To permit a reduction in the required off-street parking based on
joint use in conjunction with dining area addition on fenced patio
located on the south side of Warner at 6060 Warner Avenue.
Secretary Spencer briefly outlined the proposal, stating that the site
is deficient by approximately 38 parking spaces, however joint use of
parking/over-lapping parking exists as hours of operations differ through-
out the center.
Randy Crosby, Far West Services, and Marsha Forsythe, Rattan -Tucker
were present*to represent the application.
Both Fire Representative Kelly and Secretary Spencer had field checked
the subject site during various times of the day. It was noted that

although the parking area was sixty (60%) to seventy (70%) full,
parking was available even during peak lunch hours.
Mr. Crosby stated that only eight tables were being added, which should
not impact the parking situation severely.

ON MOTION BY SPENCER AND SECOND BY KELLY, ADMINISTRATIVE REVIEW NO.
31-2 WAS APPROVED WITH THE FOLLOWING'CONDITIONS OF APPROVAL BY THE
FOLLOWING VOTE:

A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS.

Applicant: Robert J. Zinngrabe
To permit the construction of 3, 10,000 sq. ft. industrial buildings
and 1, 13,000 sq. ft. industrial buildings located at 7411 Slater.

Secretary Spencer stated that the application was a replacement of
Administrative Review 79-61 which had expired.
The applicant was not present. Chairman Tindall expressed concern
regarding width of the Slater drive approach. It was recommended
that the distance between building D and C be increased and a reduction
between buildings C and B in order to allow more area to the rear of
the buildings.
In addition the Board suggested the applicant submit a modified parking
layout in order to meet code requirements.
Reciprocal access agreement with the hndeveloped property to the east
of subject site was recommended.
Conditions of Approval were discussed by the Board.
ON MOTION BY SPENCER AND SECOND BY KELLY, ADMINISTRATIVE REVIEW NO.
81-5 WAS APPROVED BY THE FOLLOWING VOTE WITH CONDITIONS OF APPROVAL
AS FOLLOWS:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received January
29r 1981 shall be the approved layout subject to the
modifications described herein:
a. A plot plan reflecting an increase of nine (9) feet
between buildings D and C and a reduction to sixty-three
(63) feet between buildings C and B prior to issuance
of building permits.
b. A modified parking plan shall be submitted and approved
prior to issuance of building permits.
A plan delineating said modifications shall be submitted to the
Secretary of the Board. If such plan complies with the modifications
outlined by the Board, said plan shall be approved and made a
permanent part of the administrative file.

2. The following plans shall be submitted to the Secretary
of the Board:
a. Landscape and irrigation plan complying with Article

specifications on file in the Department of Public Works.

shall indicate screening of all rooftop mechanical equipment

1. Drive approach off Slater Avenue shall meet the Department of
Public Works 212 A & B standards prior to issuance of building
permits.
2. Applicable conditions of approval imposed upon Administrative
Review No. 79-61 shall become a part of this approved request.
3. Applicant shall agree to a reciprocal access between subject
property and undeveloped property to the east.
