MINUTES: ON MOTION BY SPENCER AND SECOND BY TINDALL, MINUTES OF THE REGULAR MEETING OF APRIL 1, 1981 WERE APPROVED BY BY FOLLOWING VOTE: AYES: Spencer, Kelly, Tindall NOES: None ABSENT: None ON MOTION BY SPENCER AND SECOND BY KELLY, MINUTES OF THE REGULAR MEETING OF APRIL 8, 1981 WERE DEFERRED. AYES: Spencer, Kelly, Tindall NOES: None ABSENT: None REGULAR AGENDA ITEMS: ADMINISTRATIVE REVIEW NO. 81-19 Applicant: Cambro Manufacturing Company To permit an addition to existing industrial use (2 buildings of 36,432 sq. ft. and 4,838 sq. ft.), located at 7601 Clay Street (corner of Huntington Avenue and Clay Street). This request is covered by Negative Declaration No. 81-20. Secretary Spencer addressed the Board, stating that the applicant had requested a continuance to April 29, 1981 in order to revise plans. ON MOTION BY SPENCER AND SECOND BY KELLY, NEGATIVE DECLARATION NO. 81-20 WAS CONTINUED TO APRIL 29, 1981 AT THE REQUEST OF THE APPLICANT. AYES: Spencer, Kelly, Tindall NOES: None ABSENT: None ON MOTION BY SPENCER AND SECOND BY KELLY, ADMINISTRATIVE REVIEW NO. 81-19 WAS CONTINUED TO APRIL 29, 1981 AT THE APPLICANT'S REQUEST. AYES: Spencer, Kelly, Tindall NOES: None ABSENT: None MINUTES: H.B. BOARD OF ZONING ADJUSTMENTS April 15, 1981 Page 2 USE PERMIT NO. 81-18 Applicant: Seaborg Construction Company, Inc. To permit the construction of a 36,600 sq. ft., 2 story commercial/ office/retail building located on the northeast corner of Beach Boulevard and Graziadio Drive. This request is covered by Negative Declaration No. 81-16. ON MOTION BY SPENCER AND SECOND BY KELLY, THE BOARD HAVING FOUND THAT THE PROPOSED PROJECT WILL NOT HAVE A SIGNIFICANT ADVERSE EFFECT ON THE PHYSICAL ENVIRONMENT, ADOPTED NEGATIVE DECLARATION NO. 81-15 WITH THE MITIGATING MEASURES CONTAINED IN USE PERMIT NO. 81-18 GENERAL CONDITIONS 3 AND 4, IMPOSED ON THE USE PERMIT APPLICATION, BY THE FOLLOWING VOTE: AYES: Spencer, Tindall, Kelly NOES: None ABSENT: None Secretary Spencer introduced the application to the Board. Mr. John Mandrell (engineer), Don Thompson (Seaborg Construction), John Hepskind and Jeff Crusseln (architects) were present to represent the application.' Chairman Tindall opened the public hearing. The applicant submitted revised plans reflecting a reduction in square footage for Building A an relocation of trash receptacles. Parking and landscaping meets code requirements. Fire Representative Kelly stated that a fire hydrant may be necessary at the northeast corner of Building B. The applicant was requested to contact the Fire Department regarding requirements. The Board discussed signage with the applicant. It was recommended that the applicant submit a sign program to the Secretary of the Board for approval. Chairman Tindall closed the public hearing. Conditions of Approval were discussed with the applicant. ON MOTION BY KELLY AND SECOND BY TINDALL, USE PERMIT NO. 81-18 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL BY THE FOLLOWING VOTE: FINDINGS: 1. The establishment, maintenance and operation of the use will not be detrimental to: a. The general welfare of persons residing or working in the vicinity; b. The granting of a Use Permit will not adversely affect the General Plan of the City of Huntington Beach. 3. The proposal is consistent with the City's General Plan of Land Use. CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received April 15, 1981 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: - Traffic circulation and drives; - Parking layout; - Lot area; - Lot width and lot depth; - Type of use and its relation to property and improvements in the immediate vicinity; - Past administrative action regarding this property. 2. The following plan shall be submitted to the Secretary of the Board: a. Applicant shall conform to Section 976 of the Huntington Beach Ordinance Code. A sign program shall be approved by the Secretary of the Board of Zoning Adjustments prior to issues of building permits. B. GENERAL CONDITIONS: 1. Lighting shall be an approved type for the exterior of the subject building. The exact number and location of individual lighting fixtures shall be to the approval of the Department of Development Services, to assure proper level of lighting intensity and that no lighting shall intrude onto the adjacent residential properties. 2. Applicant shall conform to and meet all applicable local, state and federal fire codes, ordinances and standards. 3. All building spoils such as unusable lumber, wire, pipe, and other surplus or unusable material shall be disposed of at an offsite facility equipped to handle them. 4. If lighting is included in the parking lot and/or recreation area, energy efficient lamps shall be used (e.g. high pressure sodium vapor, metal halide). All outside lighting shall be directed to prevent "spillage" onto adjacent properties. MINUTES: H.B. Board members discussed Conditions of Approval. ON MOTION BY KELLY AND SECOND BY SPENCER, SPECIAL EVENT NO. 81-9 WAS APPROVED BY THE FOLLOWING VOTE, WITH CONDITIONS OF APPROVAL AS FOLLOWS: CONDITIONS OF APPROVAL: 1. The plot plan received April 8, 1981 shall be the approved layout. 2. A certificate of insurance form shall be filed in the Finance Department five (5) days prior to the event. 3. Fire access lanes shall be maintained. 4. Signs shall be prohibited within the public right-of-way. AYES: Spencer, Tindall, Kelly NOES: None ABSENT: None MISCELLANEOUS ITEMS: ADMINISTRATIVE REVIEW NO. 79-65 (REVISED CONDITIONS OF APPROVAL) Applicant: William C. Wonacott To permit the construction of a 19,331 sq. ft. office/professional building located at the southeast corner of Warner Avenue and Leslie Lane. Secretary Spencer recbmmended a modification to Condition #9, to read as follows: 9. A plan for silt control for all storm runoff from the property during construction and during initial operation of the project shall be submitted to the Department of Public Works, City Engineer, for review prior to issuance of grading permits.
