Secretary Spencer briefly outline the application, noting that
the request would allow the applicant to close one-half of the
existing truck well and the construction of an office and an employees
lunch room.
Acting Chairman Crosby recommended that the removal of the existing
drive approach would be necessary, and be replaced with curb and gutter.
Fire Representative Cooper stated that the new portion of the structure
is required to be sprinklered. He suggested that the applicant contact
the Fire Department for more information.

To permit truck loading within an industrial building to face upon
a public local street right-of-way. Subject property is located at
the northwest corner of Business Drive and Graham Street.
This request is a Categorical Exemption Class 1, California Environmental
Quality Act, 1970.

Applicant: Kurt V. Boba
To permit the construction of an 11,514 sq. ft. industrial building
located on the northwest corner of Business Drive and Graham Street.
This request is a Categorical Exemption Class 5, California Environmental
Quality Act, 1970.
Secretary Spencer briefly outlined the project. Chairman Crosby opened
the public hearing.
Mr. Kurt Boba was present to represent the applications.
The Board expressed concern regarding the drive approach on Business
Drive. It was recommended that the drive approach be widened to twenty-
seven (27) feet. Fire Representative Cooper requested that the curbing
along the drive approach be painted red, prohibiting cars from parking
within this area.
Enclosed trash area was discussed. The applicant was requested to
fully enclose and screen the area.
Discussion followed regarding the truck doors and compatibility of
design and material to the existing building.
Chairman Crosby closed the public hearing. The Board discussed
Conditions of Approval with the applicant:

This request is a Categorical Exemption Class 5, California Environmental
Quality Act, 1970.
Secretary Spencer introduced the application to the Board. He noted
that the subject property is situated at the end of a cul-de-sac,
which was to have been temporary.
Chairman Crosby opened the public hearing. Mr. Kramer submitted a
drawing indicating square footages surrounding the house. He also
stated that the lot has adequate total open space, even with an
addition.
Chairman Crosby closed the public hearing.
ON MOTION BY COOPER AND SECOND BY SPENCER, CONDITIONAL EXCEPTION
NO. 81-24 WAS APPROVED WITH THE FOLLOWING CONDITIONS OF APPROVAL,
AND FINDINGS, FOR THE FOLLOWING REASON:
REASON FOR APPROVAL:
Due to the irregular configuration of the lot and placement of home
on the lot, and the preservation of an existing cul-de-sac, the Board
granted approval.
FINDINGS:
1. The granting of the Conditional Exception will not constitute
a grant of a special privilege inconsistent upon other properties
in the vicinity and under an identical zone classification.
2. Because of special circumstances applicable to the subject property
including size, shape, topography, location or surroundings, the
strict application of the zoning ordinance is found to deprive the
subject property of privileges enjoyed by other properties in the

Chairman Crosby opened the public hearing. Mr. Moustafa Riad Al-Dib
was present to represent the applications.
Secretary Spencer briefly outlined the application, noting that a
Conditional Exception was necessary as the proposal exceeds the
allowed five (5) units in the R-2 Zone.
He further explained that Code requires a separation between multiple
family dwelling units and single family residential units. He stated
that in all probability, the single family dwelling adjacent to the
subject property will be recycled to an apartment type structure.
It was discussed that the dedication on Ash Street should be revised
to reflect seven (7) feet, in lieu of ten (10) feet. Also recommended,
was the addition of a planter along the south property line in order
to protect an existing wall.
Futher discussion followed. Chairman Crosby closed the public hearing.

81-23 WAS APPROVED WITH THE FOLLOWING REASONS, FINDINGS AND CONDITIONS

This project was previously assessed under Negative Declaration No.
74-150.
Mr. Gordon Mountjoy was present to represent the application.
Secretary Spencer introduced the application to the Board. He
noted that the applicant had submitted revised drawings reflecting
the breakdown of parking ratios and area devoted to warehousing.
Board members discussed location of the truck loading facility. Mr.
Mountjoy stated that the location had not yet been set, mainly, as
the applicant had not decided which street (Gothard or Mountjoy) would
be the considered frontage.
Secretary Spencer recommended that one (1) parking space be eliminated
to accommodate loading and trash pick-up area. Hours of operation were
discussed. The -Board suggested that seminars and training sessions be
restricted to week days after five (5:00 P.M.) and weekends.
The Board discussed Conditions of Approval.

ON MOTION BY SPENCER AND SECOND BY COOPER, TENTATIVE PARCEL MAP
NO. 81-560 WAS APPROVED BY THE FOLLOWING VOTE, WITH CONDITIONS
AND FINDINGS AS FOLLOWS:
FINDINGS:
1. The proposed consolidation of two (2) parcels into one (1)
lot for the purposes of R2 development is in compliance with
the size and shape of property necessary for that type of
development.
2. The General Plan has set forth provisions for this type of land
use as well as setting forth objectives for implementation of
this type of use. ,
3. The property was previously studied for this intensity of land
use at the time the land use designation for R2 development, which
allows for residential type buildings, was placed on the subject
property.
4. The size, depth, frontage, street width, and other design and
improvement features of the proposed subdivision are proposed
to be constructed in compliance with standard plans and specifications
on file with the City as well as in compliance with the State Map
Act and supplemental City Subdivision Ordinances.

Board members discussed the proposal. Mr. Nick Stark was present to
represent the application. Secretary Spencer noted that Administrative
Review No. 80-54 had been approved for this site.
It was recommended that the applicant submit a revised parking plan
to be reviewed by the Secretary of the Board. Secretary Spencer recomm ed
that Condition B2 regarding a reciprocal drive agreement would apply to
this approval.

Said plan shall indicate screening of all rooftop
mechanical equipment and shall delineate the type
of material proposed to screen said equipment.

B. GENERAL CONDITIONS:
1. Condition #B-2 imposed upon Administrative Review No. 80-54
regarding an approximate 136' reciprocal drive agreement
shall apply to this request.
