Mayor Finley called the adjourned regular Council meeting of the City Coucil
of the City of Huntington Beach to order at 7:00 P.M.
ROLL CALL
Present: Pattinson, Finley, Bailey, Mandic, Kelly
MacAllister (arrived 7:25 P.M.), Thomas (arrived 7:25 P.M.)
Absent: None
BUDGET STUDY SESSION
Mayor Finley stated that the purpose of the meeting was to study the Fiscal Year
1981/82 'Budget. She stated that copies of the budget were available for public
review in the City Clerk's office and at the Central Library and would be avail-
able at the three library annexes.
The City Administrator reviewed the budget. He presented viewgraphs pertaining
to various aspects of the budget as follows: General Fund - by department;
estimated revenue by category; source and application of general funds; major
revenue sources of general funds; budget increase by department for FY 1982
over FY 1981; personnel and operating costs; personal service cost; and operating
departments four year growth comparison. The City Administrator recapped the
ten positions requested and the positions to be deleted. In conclusion he
stated that it was a base line type of budget, a continuation type and that it
did not alter priorities and would continue service at the current level.
General discussion was held regarding various aspects of the budget including
the contingency fund; the possibility of State bail out monies; and CETA positions.
The City Administrator stated that he would have a report to Council in about
three weeks regarding municipal fire insurance.
Council reviewed the budget for each department with the City.
National League of Cities & SCAG Membershi
A motion was made by Bailey, seconded by Pattinson, to include membership in
the National League of Cities and the Southern California Association of Govern-
ments and appropriate funding in the City Council budget. The motion carried
by the following roll call vote:
AYES: MacAllister, Thomas, Pattinson, Finley, Bailey, Mandic, Kelly
NOES: None

It was suggested that animal and business license be combined. The City
Administrator stated that staff would study the matter. A change in personnel
in Development Services and the Fire Department was discussed. Councilman
MacAllister stated his concern regarding the need to increase.staff in the
Police Department. Discussion was held regarding Meadowlark Golf Course and
the Library.
RECESS - RECONVENE
Mayor Finley called a recess of the Council at 9:35 P.M. The Council re-
convened at 9:45 P.M.
BUDGET STUDY DESSION RESUMED
Discussion was held regarding crossing guards; and dredging of Huntington
Harbour.
ADJOURNMENT
The Mayor adjourned the adjourned regular meeting of the City Council of the
City of Huntington Beach to 6:00 P.M., Monday, June 1, 1981. The public hear-
ing on the budget to commence at 7:00 P.M., Monday, June 1, 1981.
