BOARD MEMBERS PRESENT: Spencer, Tindall, Cooper MINUTES: The minutes of the May 13, 1981 and May 20, 1981 meeting were deferred to the June 3, 1981 Board of Zoning Adjustments meeting. REGULAR AGENDA ITEMS: USE PERMIT NO. 81-24 (Continued from 5/20/81) Applicant: Ron Hix To permit the construction of a 7,412 sq. ft. commercial/office building located on the north side of Warner Avenue, approximately 235 ft. west of Beach Boulevard (7923 Warner). This project was previously assessed under Negative Declaration No. 79-14. Chairman Tindall introduced the application to the Board. Secretary Spencer briefly outlined the application stating that the appli- cation had been previously continued to allow the applicant to present a revised site plan. _Secretary Spencer also noted that the previously approved variance (Conditional Exception No. 81-33) was,. still active. The public hearing was.opened. Mr: Hix, the applicant addressed the Board, outlining his revised site plan whereby he proposed the entire buildinj to be flipped over. He stated the alternative to flipping the plan over was to.consolidate the driveway with the adjacent site, however, this was not feasible. Therefore, Mr. Hix respectfully requested that his revised site plan be approved by the Board. There being no other parties present to speak on the application, the public hearing was closed. Board discussion followed. Findings and conditions of approval were discussed. ON MOTION BY SPENCER AND, SECOND BY TINDALL, USE PERMIT NO. 81-24 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: Minutes: Board of Zoning Adjustments Wednesday, May 27, 1981 Page Two FINDINGS: 1. The establishment, maintenance and operation of the use will not be detrimental to; a. The general welfare of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The granting of a use permit will not adversely affect the General Plan of the City of Huntington Beach. 3. The proposal is consistent with the City's General Plan of Land Use. CONDITIONS OF APPROVAL: 1. The revised conceptual plot plan and elevations received May 26, 1981, shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. The following plans shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. b. Rooftop mechanical equipment screening plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material proposed.to screen said equipment. GENERAL CONDITIONS: 1. A minimum 27 foot wide driveway approach shall be constructed per Public Works Standard Plan. 2. Full offsite improvements shall be made along Warner Avenue. 3. All applicable conditions of Conditional Exception No. 81-33 shall be complied with. Minutes: Board of Zoning Adjustments Wednesday, May 27, 1981 Page Three AYES: Spencer, Tindall, Cooper NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 81-1 Applicant: Leif Gyldstrand To permit the addition of a 750 sq. ft. office building and future tilt -up 5,000 sq. ft. industrial building located on the west side of Palmdale, at 17121 Palmdale. This request is a categorical exemption, class 1, California Environ- mental Quality Act, 1970. Chairman Tindall introduced the application to the Board. Secretary Spencer briefly outlined the application to the Board stating that the Board had concerns about the overhead access door being proposed on the east side of the building. He stated that it has been a policy to set an overhead door back 20 feet from the right of way line to allow a stacking area for automobiles. Mr. Leif Gyldstrand, the applicant, was present to address the Board. He stated that the reason for the overhead door was to allow additional access to the building and to allow machines to be moved in and out of the building more freely. He further stated that the building will be primarily used for storage. The Board suggested that the applicant move the building back ten (10) feet to allow proper setback on the front portion of the proposal. The applicant agreed to the 20 ft. setback from the right of way line. Further Board discussion ensued. It was noted that the applicant was somewhat short on landscaping, and that a parcel map is to be filed consolidating existing parcels into one parcel. Chairman Tindall was entirely opposed to the overhead door facing Palmdale, and therefore stated that he would be voting NO on the project. ON'MOTION BY SPENCER AND SECOND BY COOPER, ADMINISTRATIVE REVIEW NO. 81-1 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The revised conceptual plot plan and elevations received April 20, 1981, shall be the approved layout, subject to the modifications described herein: a. Site plan shall reflect a minimum of six (6) percent landscaping. c. A parcel map shall be filed to consolidate existing parcels into one (1) parcel. A plan -delineating said modifications shall be submitted to the Secretary of the Board. If such plan complies with the modifi- cations -outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. To permit the construction of a 5,200 sq. ft. industrial building located on the south side of Slater, west of Nichols Street (Parcel 5, TPM 80-560). IN CONJUNCTION WITH: ADMINISTRATIVE REVIEW NO. 81-35 Applicant: Seabora Construction, Inc. To permit the construction of a 4,248 sq. ft. industrial building located on the south side of Slater, west of Nichols Street (Parcel 6, TPM 80-560). IN CONJUNCTION WITH: ADMINISTRATIVE REVIEW NO. 81-36 Applicant: Seaborct Construction, Inc. To permit the construction of a 6,732 sq. ft. industrial building located on the south side of Reynolds Circle, west of Nichols Street (Parcel 7, TPM 80-560). The above projects were originally assessed under Negative Declara- tion No. 79-35. Messrs. Ray Miller and Roy Hence were present to represent the applications. Chairman Tindall introduced the proposals to the Board. Secretary Spencer briefly outlined the applications to the Board stating that the applicants' had presented a revised circulation plan to the Board, solving the circulation problem whereby lot 7 is tied into lot 8. He further stated that the applicants had measured the setbacks from the property line rather than the easement as is required. ON MOTION BY TINDALL AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 81-34 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. If such plan complies with the modifications outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. IN CONJUNCTION WITH: USE PERMIT NO. 81-25 Applicant: Bill Ridgeway Design 6 ft. 6 in. for front yard 14 ft., side yard from 10 ft. open space. Subject property To permit a thirty-five (35) foot building height for single family dwelling. Subject property is located at 16846 Bayview Drive. Chairman Tindall introduced the applications to the Board. Secretary Spencer outlined the the applications to the Board. Mr. Bill Ridgeway and Mr. Robert Long were present to represent the applications. The public hearing was opened. Secretary Spencer read into the record phone calls received by the Development Services Department from Mrs. Nordholm, Mr. Donald J. DePorter, and Mr. Robert Stark, opposing the proposed variance. Mr. Ridgeway addressed the Board stating that his proposal was consistent with surrounding neighborhood properties. He stated, however, that most of the structures that are existing which are similar to the proposal are in County territory versus City of Huntington Beach. He further stated that the County would allow the structure to be built as presented to the Board. Mr. Ridgeway further stated that the 5 ft. height excess is required for roof access and further stated that he his proposing the structure to be built with two stairways for fire safety reasons. The parking issue was discussed. Mr. Robert Long addressed the Board and stated that the designer was attempting to get the maximum use out of the 30' x 70' lot, and provide as much living space as is possible for a single family residence. There being no other parties present to address the Board, the public hearing was closed. Board discussion ensued. It was the consensus of the Board to continue the application for one week, allowing the applicant to submit additional information to the Board regarding information from the County Local Coastal Plan regarding building consistency. Subject property is located at 18971 Main Street, Huntington Beach, California. The applicant was not present. The Board reviewed the application and found same to be within Ordinance Code conformance. Conditions of approval were discussed.
