MINUTES:
The minutes of the regular meetings of July lst and
August 5th, 1981 were continued to the September 2, 1981
regular meeting.
REGULAR AGENDA ITEMS:

TENTATIVE PARCEL MAP NO. 81-570 (Cont'd from 8/19/81)
Applicant: Harbor Plaza Partnership
To permit consolidation of five (5) parcels into one (1).
Subject property is located on the northeast corner of
Warner Ave. and Green St.
This request is a categorical exemption, Class 15, California
Environmental Quality'Act, 1970.
Secretary Spencer informed the Board that the application
had been continued from the August 19th meeting in order to
give the applicant the opportunity of being present.
ON MOTION BY SPENCER AND SECOND BY CROSBY, TENTATIVE PARCEL
MAP NO. 81-570 WAS APPROVED, WITH FINDINGS AND CONDITIONS
OF APPROVAL AS FOLLOWS, BY THE FOLLOWING VOTE:
FINDINGS:
1. The proposed consolidation of lots for the purposes of
a commercial use is in compliance with the size and
shape of property necessary for that type of development.
2. The General Plan has set forth provisions for this type
of land use as well as setting forth objectives for
implementation of this type of use.
3. The property was previously studied for this intensity
of land use at the time the land use designation for
General Commercial was placed on the subject property.

4. The size, depth, frontage, street width and other design
and improvement features of the proposed subdivision are
proposed to be constructed in compliance with standard plans
and specifications on file with the City as well as in com-
pliance with the State Map Act and supplemental City Sub-
division Ordinances.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS
FOR ANY PURPOSE:
1. The tentative parcel map received by the Department of
Development Services on July 8, 1981 shall be the approved
layout.
2. A parcel map shall be filed with and approved by the Depart-
ment of Public Works and recorded with the Orange County
Recorder.
3. Warner Avenue and Green Street shall be dedicated to City
standards.
A. Compliance with all applicable City Ordinances.
5. A copy of the recorded parcel map shall be filed with
the Department of Development Services.

Applicant: John G. Goetten
To permit an adjustment to property line between Lot 16 and Lot 17
in Tract 5030. Subject property - Lots 16 and 17, Tract 5030 is
located northwest of Warner Ave. and Newland Street.
John G. Goetten, the applicant, was present. He informed the
Board that he had met with the Secretary of the Board to discuss
conditions of approval.
The Secretary of the Board responded, suggesting conditions of
approval other than those which are standard, which the Board
agreed to include in the conditions of approval.

1.' The proposed adjustment to property line between Lot 16 and
Lot 17, Tract 5030, to permit development of Lot 17, is in
compliance with the Size and shape of property necessary for
that type of development.
2. The General Plan has set forth provisions for this type of land
use as well as setting forth objectives for implementation of
this type of use.
3. The property was previously studied for this intensity of land
use at the time the land use designation for medium density
residential, which allows apartment buildings, was placed on
subject property.
4. The size, depth, frontage, street width, and other design and
improvements features of the proposed subdivision are proposed
to be constructed in compliance with standard plans and speci-
fications on file with the City as well as in compliance with
the State Map Act and supplemental City Subdivision Ordinance.
CONDITIONS OF APPROVAL:.
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS FOR
ANY PURPOSE:
1. The tentative parcel map received by the Department of
Development Services on November 6, 1980 shall be the
approved layout.
2. A parcel map shall be filed with and approved by the
Department of Public Works and recorded with the
Orange County Recorder
3. A copy of the recorded parcel map shall be filed with
the Department of Development Services.
4. Prior to recordation of final map, permit shall be
obtained for demolition of existing garage structure
and construction of apartment complex on Parcel 2 and
new garage structure for both parcels.
5. Prior to final occupancy of complex on Parcel 2, said
map shall be recorded.
6. Final map shall indicate recriprocal drive easement.

Applicant: Stan Smith
To permit construction of an industrial building. Subject
property is located at 5352 Research Drive, Huntington Beach.
This request is a Categorical Exemption, Section 15111, Class II,
California Environmental Quality Act.
The Secretary to the Board introduced and explained the appli-
cation. He gave various conditions of approval, with which the
Board agreed. _. __ .. _
ON MOTION BY SPENCER AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW
NO. 81-58 WAS APPROVED, WITH FINDINGS AND CONDITIONS OF APPROVAL
AS FOLLOWS, BY -THE FOLLOWING VOTE:

A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received
July 28► 1981 shall be the approved layout,
subject to the modifications described herein;
A plan -delineating said modifications shall be submitted,
to the Secretary -of the Board. If such plan complies with,
the modifications outlined -by the Board, said plan shall
be approved and made a -,permanent part_of the administrative.'
file.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
- Traffic circulation and drives;
- Parking layout;
- Lot area;
- Lot width and lot depth;
- Type of use and its relation to property and
improvements in the immediate vicinity;
- Past administrative action regarding this property.

of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public

Rooftop mechanical equipment screening plan. Said
plan shall indicate screening of all rooftop mechanical
equipment and shall delineate the type of material
proposed to screen said equipment.
B. GENERAL CONDITIONS:
1. Prior to construction permits being obtained for
proposed building, a tentative parcel map shall be
filed and approved for the purpose of consolidating
Lots 10 and 11 into one (1) parcel.
2. Prior to the certificate of occupancy being issued
for proposed building, a Final Parcel Map shall be
recorded.

Applicant: Eurika Services (Mrs. Erika George)
To permit basic automotive services and repair. Subject property
is located at 15182 Bolsa Chica, Unit "A", Huntington Beach.
This request falls within the scope of EIR 73-16.
The applicant was present.
Chairman Crosby opened the public hearing.
Secretary Spencer introduced and explained the application.
He suggested that as a condition of approval, no outside
activity be held outside the building and no overnight parking
and that a six month review be made to confirm that the conditions
are complied with.
There being no one further to speak on the matter, the hearing
was closed by the Chairman.

I. The conceptual plot plan and elevations received
August 6, 1981, shall be the approved layout, subject
to the modification described herein:
A plan delineating said modification shall be submitted to
the Secretary of the Board. If such plan complies with the
modification outlined by the Board, said plan shall be
approved and made a permanent part of the administrative file.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
- Traffic circulation and drives;
- Parking layout;
- Lot area;
- Lot width and lot depth;
- Type of use and its relation to property and
improvements in the immediate vicinity;
- Past administrative action regarding this property.

Secretary Spencer introduced and explained the application.
He expressed concern for the location of the sidewalk sale
in regard to fire requirements. Fire Protection Specialist
Larry Marshburn informed the Board that he would be
available to discuss the matter prior to the event with the
applicant.

The area requested for the special event was at 6911 Warner Ave.
Discussion was held by the Board on the matter.
ON MOTION BY SPENCER AND SECOND BY CROSBY, SPECIAL EVENT
NO. 81-18 WAS APPROVED, WITH CONDITIONS OF APPROVAL AS FOLLOWS,
BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The plot plan received August 18, 1981 shall be the
approved layout.
2. The applicant shall obtain all necessary electrical permits.
3. An on -site inspection by the Fire Department shall be required
prior to the event.
4. A certificate of insurance form shall be filed in the Finance
Department five (5) days prior to the event.
5. A detailed plot plan to be submitted a minimum of five days
prior to the event, showing in scale all events and necessary
appurtenances approved by the Fire Marshal's Office.

The site location for the proposed Sidewalk Sale was
21431 Brookhurst St., Huntington Beach. It was agreed that the
applicant contact Fire Protection Specialist Larry Marshburn
prior to the event to discuss conditions of approval.

NO. 81-19 WAS APPROVED, WITH CONDITIONS OF APPROVAL AS FOLLOWS,

Secretary Spencer introduced and explained the application.
The area requested for the special event was at 18681 N.Main St.,
St., Huntington Beach. Fire Protection Specialist Larry Marshburn
agreed to meet with the applicant and discuss conditions of
approval prior to the event.
ON MOTION BY SPENCER AND SECOND BY CROSBY, SPECIAL EVENT
NO. 81-20 WAS APPROVED, WITH CONDITIONS OF APPROVAL AS FOLLOWS,
BY THE FOLLOWING VOTE:

existing industrial building. Subject property is located at
15272 Newsboy Circle, Huntington Beach.
This request: falls within the scope of FIR 73-16.
Secretary Spencer introduced the application and explained the
request. He pointed out that the proposed parking would be in-
sufficient unless the second floor was used for storage and dis-
play only.
Conditions of approval were discussed by the Board.

layout, subject to the modifications described
herein;
A plan delineating said modifications shall be
submitted to the Secretary of the Board. If such
plan complies with the modifications outlined by
the Board, said plan shall be approved and made a
permanent part of the Administration file.
In its approval action, the Board of Zoning Adjustments con-
sidered the following issues relating to the conceptual plan:
- Traffic circulation and drives;
- Parking layout;
- Lot area;
- Lot width and lot depth;
- Type of use and its relation to property and
improvements in the immediate vicinity.
B. GENERAL CONDITIONS:
1. With the exception of approximately 1400 square feet
to be used for office space, the entire second floor
shall be used for general warehouse and display only.
2. There shall be no retail business permissible.
3. All uses will conform as outlined in the M1A
district.
4. The building to be sprinkled in conformance with
N.F.P.A. Pamphlet No. 13, and all other applicable
fire codes.
