REGULAR AGENDA ITEMS:
ADMINISTRATIVE REVIEW NO. 81-62
Applicant: Warren H. Lortie, General Partner
To permit construction of a two-story, 7200 square foot medical/
professional office building. The subject property is located on
the west side of Huntington Street approximately 260 feet north of
Main Street.
This request is covered by Negative Declaration No. 81-28.
Pat Spencer discussed elimination of Parking Space #41 and its
replacement with landscaping. It was felt that this would prevent
the possible stacking of vehicles in the street. The representative
was in attendance at the hearing.
! A site plan was submitted and approved by the Board covering the
landscaping. It was stated to the representative the plan must
be in compliance with the landscaping specifications on file in
the Department of Public Works.
Further Board discussion ensued. The Board discussed the application
and found it to be within substantial ordinance code conformance.
Findings and Conditions of Approval were discussed. Craig Enright
was present to represent the application.
Fire Representative Kelly questioned the application with regard
to the location of the fire hydrant as to whether it was at the
driveway entrance or across the street. The Fire Department will
immediately check out.

Tindall stated that any free-standing signs proposed shall conform
with the provisions of Article 976 of the Huntington Beach Ordinance
Code. Any other attached building signage to be approved by the
Board as to uniformity, location, etc. Secretary Spencer suggested
that signage be minimal.
ON MOTION BY SPENCER AND SECOND BY KELLY THE CONCEPTUAL PLOT PLAN
WAS APPROVED WITH THE FOLLOWING CONDITIONS OF APPROVAL, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMIT'S:
1. The conceptual plot plan and elevations received
Auqust 14, 1.981, shall. be the approved layout, subject
to the modifications described herein:
a. Parking space #;41 shall be eliminated and replaced
with landscaping.
i b. Provisions of Article 979 shall be complied i•;ith.
A plan delineating said modifications shall be submitted
to the Secretary of the Board. If such plan complies with
the modifications outlined by the Board, said elan shrill
ho approved and made a permanent Hirt of the administrative
file.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
- Traffic circulation and drives;
- Parkinc3 layout;
Lot ark, ------
- Lot width and lot depth;
Type of use and its relation to property and improvements in
the immediate vicinity;
Past administrative action regarding this property.
2.' The Following plan(s) shall be submitted to the Secretary
of the Board:
a. Landscape and irrigation plan compl%,inq with Article''
979 of the Iuntington Beach Ordinance Code and land-
scaping specifications on file in the Department of
Public Works.
b. Rooftop mechanical equipment screening plan. Said plat:
shall. indicate screening of all rooftop mechanical.
equipment and shall delineate the type of material
proposed to screen said equipment.

S.: GENERAL CONDITIONS:
1. TPM No. 81-575 shall be recorded prior to occupancy.
2.,, PIedical uses shall be limited to the 1st floor of the
building only; the remaining second story area shall
be used for general office use.
3. All Fire Department requirements must be complied with.
4. A uniform signing program for the facility shall be submitted
to the Secretary of the Board for approval.
5. All building spoils, such as unusable lumber, wire, pipe,
and other surplus*or unusable material, shall be disposed
of at an offsite facility equipped to handle them.
6. If lighting is included in the parking lot and/or recreation
area energy efficient lamps shall be used (e.g. high pressure
sodium vapor, metal halide). All outside lighting shall be
directed to prevent "spillage" onto adjacent properties.
7. A detailed soils analysis shall be prepared by a registered
soils engineer. This analysis shall include on -site soil
sampling and laboratory testing of materials to provide
detailed recommendations regarding grading, chemical and
fill properties, foundations, retaining walls, streets,
and utilities.

Applicant: William C. Wonacott
To provide 1,400 square feet of additional basement storage area
to a previously approved building. Subject property is located at
the southeast corner of Warner Avenue and Leslie Lane.
Entire project covered by Negative Declaration No. 78-51.
Mr.:Wonacott was present at meeting. A basement had previously
been approved in building, It was mentioned that this additional
square footage would create no extra vehicular parking problem.
Chief Kelly noted building to be fire sprinklered.

CONDITIONS OF APPROVAL:
1. Previously approved site plan shall be amended to reflect
the additional 1400 square feet of basement area.
2. This area shall be utilized for storage only and shall not be
used for office or any other similar use.
3. All prior conditions applied to this Administrative Review
shall continue to apply.

To permit temporary watchman storage yard quarters for communications
contractors. Subject property is located at 7632 Slater Avenue,
Huntington Beach, California.
Classified as "NOT A PROJECT" by the State environmental regulations._
Secretary Spencer briefly explained the application. He informed
the Board that he did not believe -there was any problem with the
temporary watchman's quarters as long as it did not turn into living
quarters. These quarters are needed to prevent the felonious taking
and removing of personal property with intent to deprive the rightful
owner of it. The watchman's hours would be approximately from
11:00 p.m. to 3:00 a.m.
Tindall stressed that the existing site plan shows only the south
240 feet of subject side and does not depict the entire property.
He stated that this Approval should not be construed as authorization
for the operation's further expansion.

Applicant: Ray Boland
To permit the combination of numerous small parcels into one (1)
lot. The --subject property is located at 311, 313, and 315 Atlanta
Avenue, Huntington Beach, California.
-This request is a Categorical Exemption Class 15, California
Environmental Quality Act, 1970.
Ray Boland was present to represent the application. Mr., Boland
said he had received the suggested conditions and concurred with -
them.
