Secretary Palin introduced the new Senior Planner, Florence Webb,
to the Commissioners before discussion took place on the two
conformance items.
CONFORMANCE WITH GENERAL PLAN NO. 81-12
Applicant: Department of Public Works
A proposed street vacation of an area of .065 acres to facilitate
pending residential development on the site located at the south-
west tip of Sugar and McFadden Avenues.
Bill Hartge, representing the Cox Brothers, was available to answer
questions regarding the site.

Applicant: Department of Public Works
A portion of an existing earthen C5-SC2 flood control channel is
proposed to lined with concrete of approximately 1,180 feet.
The project is located at Edinger and extends northward to Center
Drive.

LAND USE ELEMENT AMENDMENT NO. 81-3 (Areas 2.1 and 2.2)
EIR 81-6
A public hearing for Land Use Element Amendment No. 81-3 which in-
cludes proposals for changes in General Plan Land Use designations
in two areas. Also transmitted are comments received on EIR No. 81-
and text changes that will be incorporated into the report prior to
its being forwarded to City Council.
2.1 GENERAL COMMERCIAL DESIGNATION
Carol Inge distributed a letter to the Commissioners from the
Environmental Board which addresses this area of concern. The
letter stated that the area in question is a sensitive band that
has been identified as a site of significant archaeological re-
mains from centuries past, and requests that an archaeologist be
present on site during grading operations. The area is located
on the northwest corner of Ellis Avenue and Goldenwest Street, ap-
proximately 10 acres in size, and owned by A. C. Marion. The re-
quest is to change the land use designation from Open Space to
General Commercial.
The public hearing on Area 2.1 was opened, and closed when no one
was present to address the matter.
The Commission discussed the proposal.

2.2 HIGH DENSITY RESIDENTIAL AND INDUSTRIAL
This is a request by City staff to redesignate 9.6 acres of land
located approximately 1,500 feet west of Beach Boulevard, 600 feet
south of Talbert Avenue,, from Industrial to High Density Resi-
dential and Industrial.

The public hearing was closed. The Commission discussed the testi-
mony that was given. Considerable discussion took place regarding
the ramifications of placing senior citizens next to an industrial
area, specifically a lumber yard, where noise impacts and sawdust
would be a health hazard. Also discussed was access onto Redondo
Lane.
A MOTION WAS MADE BY KENEFICK AND SECONDED BY SCHUMACHER TO RE-
COMMEND THAT AREA 2.2 BE RETAINED WITH INDUSTRIAL DESIGNATION
AND FURTHER SUGGEST THAT AREA 2.2 IS AN INAPPROPRIATE SITE FOR
SENIOR CITIZENS FOR THE FOLLOWING REASONS: THERE ARE ADVERSE
ENVIRONMENTAL IMPACTS SUCH AS SAWDUST IN THE AIR; NOISE IMPACTS;
AND LACK OF AMENITIES SUCH AS SHOPPING AND TRANSPORTATION, BY THE

OPEN SPACE/CONSERVATION ELEMENT AMENDMENT NO. 81-1
Initiated by Development Services/Community Services
The primary amendment request involves enlarging Huntington Central
Park by approximately 30 acres. This is a request to change the,,General
Plan designation on 30 acres located south of Huntington Central Park,
east of Goldenwest Street, north of Ellis Avenue and 630 feet west
of Goldenwest Street, from open space development to open space
recreational (Area 1). The second portion considers proposed de-
letion of two undeveloped park sites --Weider and Irby Parks (Area 2).
The public hearing was opened pertaining to Area 1 (30 additional
acres added to Huntington Central Park). The following persons
spoke in opposition to the request:

The public hearing was closed on this portion (Area 1).
Commission discussion took place regarding the various studies
that are being conducted, one in particular by Ultrasystems.
Commissioner Mahaffey questioned why the City is trying to pur-
chase property from people who do not want to sell it to generate
the revenue needed. Secretary Palin stated that the courts would
have to decide these matters.
Mr. Mahaffey made a motion to deny certification of Resolution
No. 1280. This motion failed for lack of a second.
A MOTION WAS MADE BY MAHAFFEY AND SECONDED BY KENEFICK TO RECOM-
MEND NON -APPROVAL OF THE CHANGE OF THE GENERAL PLAN DESIGNATION
ON THE 30 ACRES IN HUNTINGTON CENTRAL PARK. THE MOTION FAILED
FOR LACK OF FOUR AFFIRMATIVE VOTES, BY THE FOLLOWING STRAW VOTE:

This portion of the Open Space/Conservation Element Amendment was
automatically continued to the next regular meeting due to -the
lack of four affirmative votes.
Staff recommended that in order to allow the Community Services
Commission additional time to consider possible modifications to
the two proposed park deletions, as well as to give the City Coun-
cil the opportunity for a more thorough analysis, that this item
be continued to the first Open Space/Conservation Element Amend-
ment of 1982.
Chairman Winchell, however, opened the public hearing on this
issue and further stated that the hearing would remain opened.
Speaking in opposition to the deletion of Irby Park Site were the

Speaking in favor of deletion of Weider Park Site was Mr. Burdette
Hallett, who felt that development of the site would more benefit
the surrounding area.

CONDITIONAL EXCEPTION NO. 81-58 - Appeal (Continued from 11-3-81)
Applicant: Roger Cole
A request to allow a windscreen to be constructed at a ten foot
height in lieu of the code -permitted eight feet, on property lo-
cated on Ragtime Circle, approximately 300 feet south of Sundancer
Lane.
The public hearing had been opened and closed on this item. Com-
missioner Porter requested better pictures of examples of "wind-
screens" in the harbor. He felt that the pictures presented to
the Commission were enclosed rooms. Commissioners further stated
that there are a number of structures in that area which are il-
legal. Chairman Winchell felt that a clearer wording was necessary
in the code that would preclude misunderstandings at the time of
application.

THE BZA DENIAL OF CONDITIONAL EXCEPTION NO. 81-58. THIS MOTION

A request for a tentative parcel map to permit the division of

ditional exception to permit subdivision of existing 50 foot wide
lot into two 25 foot wide lots in lieu of 30 foot lot frontage
requirement on property located on the east side of 13th Street,
approximately 150 feet north of Pecan Avenue. The applicant was
present and concurred with.the presented conditions.

CODE AMENDMENT NO. 81-12 (Continued from 10-20-81)
Initiated by Community Services Department
A code amendment to repeal Article 974, Park and Recreation Facil-
ities, and amend Article 996, Dedication, relative to park land
dedication and in -lieu payment of fees. This amendment will con-
tain a provision to allow a 50 percent credit for private open
space.
Commissioners received a progress report from Norm Worthy of the
Community Services Department, who stated that the City does not
have all the land it needs to develop parks. He further stated

that with regards to grant funds, it is questionable whether we
will receive as much as we need. The Commission questioned what
would be an equitable amount of park fees to charge.

DISCUSSION OF CITY COUNCIL ITEMS:
The City Council gave final approval of the following recommenda-
tions of the Planning Commission: Zone Change No. 81-9; Zone Change
No. 81-10; Code Amendment No. 81-14. The City Council overruled
the Planning Commission's recommendation to deny Special Sign
Permit No. 81-4.
COMMISSION ITEMS:
Some discussion took place regarding the proposed Game Arcade Or-
dinance. Commissioners wanted to know if high school students were
eliminated in the wording of the ordinance. Also questioned was
the definition of an intersection. Staff responded that the actual
wording was "marked crosswalk".

Commissioner Porter discussed the previously approved conformance
