BOARD MEMBERS PRESENT: Palin, Tindall, Smith, Kelly, Vogelsang STAFF PRESENT: Truppelli MINUTES: ON MOTION BY PALIN AND SECOND BY TINDALL, THE MINUTES OF THE REGULAR MEETING OF NOVEMBER 4, 1981, WERE APPROVED AS TRANS- CRIBED, BY THE FOLLOWING VOTE: AYES: Palin, Tindall NOES: None ABSENT: None ABSTAIN: Smith, Kelly, Vogelsang REGULAR AGENDA ITEM: ADMINISTRATIVE REVIEW NO. 81-76 Applicant: Boyle Architectural Assoc. To permit construction of a convenience banking center kiosk. This request is a Categorical Exemption, Class 3, California Environmental Quality Act, 1970. Chairman Tindall introduced proposal. Scott E. Poetter, Assistant Architect for Boyle Architectural Associates and Elaine L. Hesbitt, Project Manager for Bank of America, were present to speak on application. Kiosk to be located in front of Ralph's Market at 19041 Beach Boulevard. Secretary Palin outlined intent of Code. Ms. Hesbitt addressed the Board stating that this kiosk, referred to as a versateller automated teller machine, is a prototype for Bank of America in their endeavor to find out what type store is best suited for servicing their customers. Hopefully Ralph's, Minutes: H.B. Board of Zoning Adjustments November 18, 1981 Page Two as well as the shopping center, will benefit by the versateller attracting additional persons to the center increasing sales volume and allowing more diversity to the services the center now offers. The kiosk will contain a Debolt Unit with hours of use from 6 a.m. to 12:00 p.m. daily. She mentioned the versateller is not a full service bank but may be used to deposit or withdraw cash and transfer monies between individual's accounts. A total of $80,000 will be the maximum amount maintained in kiosk. The kiosk will be a free standing building of conventional type. An extensive discussion carried between the applicant and Board covering distance from kiosk to curb fAce. Other alternatives were suggested allowing more adequate sidewalk circulation staying within conformance of Code as imposed in General Conditions outlined below. Mr. Poetter concurred with the Board and agreed to submit a revised plan showing better sidewalk circulation. Location, width and depth of kiosk, parking area and security of kiosk were also discussed. ON MOTION BY KELLY AND SECOND BY SMITH, ADMINISTRATIVE REVIEW NO. 81-76 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTES: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan received November 2, 1981, as far as general location, shall be the approved layout, subject to the modification described herein: a. A revised plan showing new dimensions of kiosk, plus a colored print as rendered with plan, shall be submitted to the Secretary of the Board for approval prior to issuance of permits. A plan delineating said modification shall be submitted to the Secretary of the Board. If such plan complies with the modification outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity. 1 -2- BZA 11/18/81 Minutes: H.B. Upon completion of kiosk, sidewalk fronting unit shall remain a distance of seven (7) foot minimum from curb face. 2. Construction of kiosk to be architecturally in conformance with other buildings in shopping center. 3. Signage shall be consistent in size, shape and color with other signs located in shopping center. THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED. ames W.
