BOARD MEMBERS: , Crosby, Webb, Smith, Vogelsang, Truppelli REGULAR AGENDA ITEMS: USE PERMIT NO. 81-47 Applicant: Robert F. Schmal, Sr. To permit Motor Cycle Repair at 7712 Talbert - Building 'A', Unit 'E', zoned M1-A Restricted Manufacturing District. The Chairman informed the Board that this request is covered by Negative Declaration No. 79-40. The public hearing was opened with applicant, Mr. Robert F. Schmal, Sr., present to speak on his application. Acting Secretary Webb outlined the use permit request and stated that buildings within an M1-A district are not designed for outside storage and that all work must be done inside the building. Further, the applicant was cautioned that these restrictions and any Conditions imposed were strictly enforced. Mr. Schmal introduced himself to the Board stating all work would be done inside of building with no storage outside. He mentioned the reason he is having to relocate is because he needs larger quarters in order to maintain inside storage of cycles. There being no persons present to speak for or against this proposal, the public hearing was closed. ON MOTION BY CGROSBY AND SECOND BY TRUPPELLI, USE PERMIT NO. 81-47 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL APPLICABLE, BY THE FOLLOWING VOTES: FINDINGS: 1. The general welfare of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The granting of a use permit will not adversely affect the General Plan of the City of Huntington Beach. 3. The proposal is consistent with the City's General Plan of Land Use. CONDITIONS OF APPROVAL: A. The conceptual plot plan received December 15, 1981, shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: - Traffic circulation and drives; - Parking layout; - Lot area; - Lot width and lot depth; - Type of use and its relation to property and improvements in the immediate vicinity. B. GENERAL CONDITIONS: 1. There shall be no outside storage of cycles, parts or equipment. 2. Repair work.shall be conducted wholly within the building. 3. A six (6) month review shall be conducted to verify compliance with these- conditions. 4. Applicant shall meet all applicable local, state and federal fire codes, ordinances and standards. AYES: Webb, Crosby, Smith, Vogelsang, Truppelli NOES: None ABSTAIN: None ADMINISTRATIVE REVIEW NO. 81-83 Applicant: Golden State Sanwa Bank To permit 'special events' banner for maximum of 60 days located at 6100 Warner Avenue, zoned C2 - Community Business District. -2- BZA 12/30/81 I- L Minutes: H.B. Board of Zoning Adjustments December 30, 1981 Page Three Mr, Angeles Anonvevo, Operations Officer for Golden State Sanwa Bank, was present to speak on application. Mr. Anonvevo addressed the Board. He said Golden State Sanwa Bank purchased a 1124 hour teller" machine presently in route between Texas and California which is late arriving. Installation of the machine requires a special line to be installed upon arrival by General Telephone which will possibly cause another delay as specialized help for the installation is required. He stated that this request is actually for three (3) separate banners ham ing one after the other for a period of twenty (20) days each. He said the size and location of the banners are indicated on the plans he submitted and that the banners read as follows: 1. 24 HOUR TELLER COMING SOON 2. 24 HOUR TELLER DEMONSTRATIONS WIN CASH INSTANTLY - ENTER DRAWING TRY IT TODAY 3. 24 HOUR TELLER NOW OPEN Board discussion ensued. ON MOTION BY SMITH AND SECOND BY TRUPPELLI, ADMINISTRATIVE REVIEW NO. 81-83 WAS APPROVED WITH FINDINGS AND VOTES AS FOLLOWS: FINDINGS: 1. Temporary banners are allowed in office -professional, commercial or community business districts wherein banner is indicating a special event provided for under an Administrative Review. 2. The proposed banner will not obstruct pedestrian or vehicular traffic vision. 3. The proposed banner will not be detrimental to the property located in the vicinity of such banner. 4. The proposed banner will not adversely affect other signs in the area. 5. The proposed banner will be in keeping with the character of the surrounding neighborhood.
