Mayor Finley called the regular meeting of the City Council of the City of
Huntington Beach to order at 6:30 P.M.
The City Administrator stated that the purpose of the meeting was to study the
Community and Neighborhood Enhancement Program.

Present: MacAllister, Pattinson; Finley, Bailey, Mandic, Kelly
Thomas (arrived at 6:45 P.M.)
Absent: None
ROLL CALL - PLANNING COMMISSION
Present: Kenefick, WWinchell, Schumacher, Mahaffey
Absent: Bannister, Paone, Porter
COMMUNITY AND NEIGHBORHOOD ENHANCEMENT PROGRAM
Tom Tincher, Director of Business and Industrial Enterprise presented slides
and gave an overview of the Community and Neighborhood Enhancement Program.
He spoke regarding the Neighborhood Enhancement Element, Housing and Relo-
cation Element, Economic Development Element and Community Services Element.
He presented information relative to promoting reinvestment in the Oak View
and Commodore Circle residential areas and the development of Beach Boulevard
as a regional commercial corridor.
The Director of Development Services informed Council regarding the status of
Plaza One and the proposed Mola development of a conmiercial project at Beach
Boulevard and Warner Avenue.
Mr. Tincher spoke regarding the development potential within the Gothard
Industrial Corridor, and the proposed Downtown Reinvestment Program. He
outlined the need to enhance the existing oil facilities and promote con-
solidation of operations where possible. He also noted that the availabil-
ity of affordable housing would in the long run be important to the City's
economic development activities.
Mr. Tincher spoke regarding specific projects being proposed. He began by
discussing the Oak View Project and what they hope to accomplish in that
area.
Mr. Campbell, a property owner in the neighborhood, related the difficulties
he encountered in trying to renovate his apartment complex. He stated that
he supported the proposed program.

The Director of Development Services spoke regarding the Commodore Circle
Project Area. There was general discussion regarding that area.
Tom Tincher spoke regarding the Housing and Relocation Element. He described
the program for the Talbert -Beach Project stating that $800,000 in Housing
and Community Development funds would be utilized for items such as streets
and sidewalks and that in return the City would receive dedication of prop-
erty. He described the funding that could be used relative to the project.
General discussion was held regarding consolidation of property within the
project area.
The Director of Development Services spoke regarding the Meadowlark and the
Warner Goldenwest Projects.
A motion was made by Pattinson, seconded by MacAllister,.to complete discus-
sion of the Community and Neighborhood Enhancement Program at 9:30 P.M. The
motion carried by the following roll call vote:
AYES: MacAllister, Thomas, Pattinson, Mandic
NOES: Finley, Bailey, Kelly
ABSENT: None
Discussion was held regarding the Washington neighborhood Enhancement Area
as several citizens requested information concerning the status of that
Area.
The Director of Development Services stated that he believed that redevelop-
ment would provide a vehicle to solve the problem at the Rotary Mud Dump.
Tom Tincher spoke regarding the Five Points Area and suggested the realign-
ment of Main Street.
Mr. Tincher spoke regarding the establishment of a redevelopment project
for the Civic Center Area to assist in consolidating parcels, upgrading
the blighted industrial property and promoting compatible development on the
adjacent parcels.
Mr. Tincher spoke regarding the Blufftop Area, the Downtown Core and the
Lake -Beach Area and recommended that a redevelopment survey area be esta-
blished for each.
Chick Adams, a representative from Jones, Hall, Hill and White, spoke
regarding tax exempt financing to encourage and support commercial develop-
ment in the redevelopment survey or project areas.
Tom Tincher spoke regarding housing rehabilitation loan assistance and
introduced Pat Duggan, Rehabilitation Administrator.
The City Administrator spoke regarding administration and staff needs rela-
tive to the project.
Mayor Finley introduced members of the Housing and Community Development
Committee and members of the Human Resources Board.

Discussion was held regarding the various programs.
It was the consensus of Council to request the City Administrator to bring
back the Community and Neighborhood Enhancement Program to Council at the
next regular City Council meeting to be held February 1, 1982.
Further discussion was held regarding Commodore Circle.
The City Administrator distributed a schedule depicting the time frame and
procedural outline regarding trie downtown project. He stated that August
15th was the cut off date for establis�ing a redevelopment project which
would use the current years property tax roll as its tax increment base.
