to the applicants by -Chairman Kelly.

To permit consolidation of 'two (2) parcels into one (1) parcel,
located at 7422 Mountjoy,Drive, zoned M-1 - light industrial
district.
Staff outlined the application and stated -that this proposal is

Mr. Hartfelder introduced himself to the Board and displayed a
-rendering of the. -project in its finished state which he felt
-would-'help the,Board:with their deliberation. Mr.' Hartfelder
stated the proposal;is to,add,approximately.4,1000 square feet of
area to an existing' 3' 500=`square-- foo:: b Ilding•-in--order--to--house-
sixty (60) -safety deposit -boxes (on a purchase basis) and fire-
proof,file storage, both enclosed in a vault on one side of the
building, and"security garages for safe transfer of valuables located
on the other side of -the building. -The building will be manned
24 hours a day;" -with -a 'm-ax mum`of--Hired employees'"per"`eight-(8)-_
hour shift.
The public -hearing was closed with -no one present to speak in

The Board discussed the parking and circulation situation. After a
lengthy discussion it was agreed -by the Board that compact parking,
as -designated on' the revised plan, would not- be-a,,problem due to the
low volume of traffic generated by this--Jtype`--of�--busines's-.-- It -was
mentioned by-theapplicant that should ,two• 1(2),,-:feet �of_hspace ,be:..
eliminated from -the building to accommodate..standard;,parking�stalls,
it would create a loss -of approximately 25%nin. ,the w_ault -area-:of --the
building due to the necessary layout for the vault.
It was requested of the applicant that when .,lie submits -his new _
revised plan showing correct dimensions'-,that".he:-.indicate ingress
and egress -on the plan for both driveways. 4`

FOUND, THAT THE PROPOSED PROJECT WILL NOT HAVE A SIGNIFICANT ADVERSE
EFFECT ON THE PHYSICAL ENVIRONMENT, ADOPTED NEGATIVE'DECLARATION

FINDINGS: -

The revised conceptual plot plan received March 15,"-.1982, shall be
the approved layout.
1.- Prior -to the issuance of building permits, a revised site
plan shall be -:submitted to the Secretary of the Board indicating
the actual"dimensions.existing on the site.-
2. A parcel map -shall be filed prior to issuance of.building
permits -and -recorded prior to occupancy.
3. Prior to issuance of building permits, Holt_ Avenue shall'
be dedicated -to City -standards.
A. Prior to finalization of building -permits, -the -site shall
-be brought -into conformance with all applicable; -sections
of .the -Ordinance Code (specifically - landscaping and signing).
5.- All building spoils, `such as unusable lumber,.wire, pipe,
and other surplus or unusable material shall. -be disposed.of
to an off-site•,facility equipped to handle them.
.6. If.lighting is. -included in the parking lot, energy efficient
lamps shall bew-used (e.g. high pressure sodium vapor, metal
halide).. All outside lighting.shall be'directed'.to prevent
!'spillage onto, adjacent properties.

1. The tentative parcel map received by the Department of
Development Services on March 3, 1982, shall -be the approved
layout.

Department of Public Works and recorded with the Orange
County Recorder.
