Mayor Mandic called the adjourned regular Council meeting of the City Council
of the City of Huntington Beach to order at 6:00 P.M.
ROLL CALL
Present: Pattinson, fiandic, Bailey, Kelly
MacAllister (arrived 6:25 P.M.)
Absent: Thomas, Finley
Mayor Mandic stated that the purpose of this meeting was to review the Fiscal
Year 1982/83 Budget and the Downtown Specific Plan Draft.
1982/83 FY BUDGET STUDY SESSION
Copies of the Synopsis of Revenue and Expenditures, FY 1982/83 Budget Analysis
and Funding Source General Fund were provided to Council.
The City Administrator presented slides and spoke regarding anticipated economic
trends and their effect on the budget, the impact of a state deficit of 2.5
billion dollars and options for revenue to the City as well as expenditures.
Councilman MacAllister arrived at the meetin .
Dan Villella, Financial Operations Administrator, presented slides showing available
funds, deficiencies, net funds available, expenditures and revenues. Questions
were answered regarding the presentation.
It was decided to hold the Public Hearing on the budget on June 7, 1982. A
decision will be made on June 7th as to when the next budget review will be
held. Copies of the Preliminary Budget will be available for review at the
City Clerk's Office, and the Central Library. Synopsis of said Preliminary
budget may be obtained from the same locations.
Mayor Mandic complimented staff on their presentation.
RECESS - RECONVENE
The Mayor called a recess of Council at 7:45 P.M. The meeting was reconvened
by the Mayor at 8:00 P.M.

The adjourned meeting of the Planning Commission was called to order.

Winchell (arrived at 8:10 P.M.)
Absent: Porter, Paone
The City Administrator stated that the Draft of the Downtown Specific Plan had
been provided to Council and Commission members. The Director of Development
Services stated that a Public Forum would be held Saturday, June 5, 1982, Room
B-8, 10:00 to 12:00 A.M.

P Multari, Associate Planner, gave a slide presentation on the Downtown
Specific Plan showing goals on the revitalization of the downtown area. Devel-
opment standards for the proposed Districts were shown.
Discussion was held regarding the various proposals for development. Councilman
Kelly commented that handicapped access on a pedestrian overpass would be desir-
able. Councilman MacAllister asked if public plazas in developments, under
certain conditions, would count toward park and recreation fees. Councilman
Pattinson spoke regarding the need to establish flexible guidelines for devel-
opers. Councilman Mandic expressed concern that the City continue working
toward obtaining approval of the City's Coastal Plan. Planning Commissioner
Higgins spoke regarding the need for emphasis on obtaining creative develop-
ment. He questioned whether the amount of commercial development planned could
be supported and Councilman Kelly stated that he believed this type of commer-
cial in the mixed use mode, in an area so near the beach would perhaps mitigate
this concern.
It was determined that another joint meeting between the Council and the Planning
Commission would be scheduled for June 14, 1982..
The adjourned meeting of the Planning Commission adjourned at 9:15 P.M.
EXECUTIVE SESSION CALLED
The Mayor called an Executive Session of Council to discuss personnel and liti-
gation natters.

The Mayor called a recess of Council at 9:15 P.M. The meeting was reconvened
at 9:30 P.M.
ADJOURNMENT
The Mayor declared the adjourned regular meeting of the Council of the City of
Huntington Beach adjourned.
