HomeMy WebLinkAbout1982-06-14MINUTES Council Chamber, Civic Center Huntington Beach, California Monday, June 14, 1982 A tape recording of this meeting is on file in the City Clerk's Office Mayor Mandic called the regular meeting of the City Council of the City of Huntington Beach to order at 6:00 P.M. ROLL CALL Present: Mandic, Finley, Bailey, Kelly Pattinson arrived 6:09 P.M., Thomas arrived 6:37 P.M. Absent: MacAllister STUDY SESSION - FY 1982-83 CITY BUDGET & USE OF REVENUE SHARING AS PART OF BUDGET The City Administrator presented viewgraphs and an analysis of the proposed General Fund Budget of $51,033,990. Discussion was held regarding State funding and possible revenue from the Public Cable Television Authority. Discussion was held regarding establishing user fees for services the City provides such as trash collection, as well as, the level of service maintained by the City. The Director of Development Services reported on the Geo Thermyl Study. The City Administrator reported regarding the cost control and productivity programs and the need for a goals program. Councilman Kelly stated his concerns regard- ing the Charter as it relates to taxing procedures. The City Administrator spoke regarding the possibility of setting up a capital improvement fund and a capital equipment fund. Mayor Mandic stated that he would like staff to look into the advantages and disadvantages of leasing land that the City owns for long periods, or selling the land which would place it on the tax rolls. REPORT RE: PCTA REQUESTED Following discussion, a motion was made by Bailey, seconded by Pattinson, to direct staff to prepare a financial analysis of what has occurred regarding the Public Cable Television Authority from 1974 through 1979 and reccommend what kind of an audit would be the most productive, the financial analysis to be completed within five weeks. The motion carried unanimously. RES NO 5132 - ADOPTED - OPPOSING LEGISLATIVE CHANGE REGARDING SANITATION DISTRICTS The City Clerk presented Resolution No. 5132 for Council consideration - "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH SUPPORTING THE Page #2 - Council Minutes - 6/14/82 CURRENT ORGANIZATIONAL STRUCTURE OF THE COUNTY SANITATION DISTRICTS AND OPPOS- ING ANY LEGISLATIVE CHANGE TO PLACE SUCH DISTRICTS UNDER A GOVERNING BOARD COMPRISED SOLELY OF THE COUNTY BOARD OF SUPERVISORS." On motion by Mandic, second Thomas, Council adopted Resolution No. 5132 by the following roll call vote: AYES: Pattinson, Thomas, Mandic, Finley, Bailey, Kelly NOES: None ABSENT: MacAllister A motion was made by Mandic, seconded by Thomas, to send a letter to legislators. on the Senate Committee on Local Government in opposition to the State taking away local control of the Sanitation Districts, with copies of the letter to the Mayors of the cities represented, and to the League of California Cities. The motion carried unanimously. The Mayor requested a letter be sent to the Sanitation District regarding the matter. RECESS - RECONVENE The Mayor called a recess of Council at 7:45 P.M. The meeting was reconvened at 7:55 P.M. JOINT MEETING WITH PC - DOWNTOWN SPECIFIC PLAN Mayor Mandic stated that Council would be meeting with members of the Planning Commission for the purpose of considering the Downtown Specific Plan. Roll Cali - Planning Commission Present: Schumacher, Winchell Absent: Higgins, Livengood, Porter, Paone Mike Multari, Associate Planner, presented a report regarding the Downtown Specific Plan as it relates to the Local Coastal Plan. Mr. Multari gave an overview of the Public Facilities section of the Specific Plan. Council discussed traffic circulation, parking and public transportation in the downtown area and steps that could be taken to mitigate some of the problems as the area is developed. Discussion was held regarding the possibility of producing a brochure showing the intent of what is planned for the downtown area. Mr. Multari reported regarding the park system, drainage, water system and pier restoration. He stated that the Library Annex and Post Office in the downtown area was an asset and that a museum and aquarium would be desirable in the future. Mr. Multari reviewed the consolidation incentives used in the Specific Downtown Plan. He then reported on the public meeting held on June 5th and informed Council that they had been provided with copies of letters and comments that were submitted at that meeting. Page #3 - Council Minutes - 6/14/82 Discussion was held regarding the ways in which the Downtown Specific Plan had changed from the Local Coastal Plan. Discussion was held regarding height and floor coverage. The Director of Development Services stated that staff would continue to work on the standards and models and then request another study session with Council. ADJOURNMENT Mayor Mandic adjourned the regular meeting of the City Council to 6:30 P.M., June 21, 1982 in Room B-8, in the Civic Center.
