Mayor Mandic called the regular meeting of the City Council of Huntington
Beach to order at 7:30 P.M.
ROLL CALL
Present: MacAllister, Mandic, Finley, Bailey, Kelly
Absent: Pattinson, Thomas
STUDY SESSION - CODE AMENDMENT 81-18 - MOBILEHOME PARK CONVERSION - ORD NO 25
The Clerk presented Code Amendment 81-18 on which a hearing had been closed
on dune 21, 1982. Said code amendment being a proposed ordinance to amend the
Huntington Beach Ordinance Code by establishing a new article for Mobilehome
Park Conversion Regulations. The ordinance would establish a mobilehome park
overlay zone; would establish requirements for notification of mobilehome park
residents, and would set guidelines for approval of a Tenant Assistance Plan
prior to the granting of a zone change for removal of the overlay zone or
Mobile Home zone. Mayor Mandic stated that Council would also consider Negative
Declaration No. 82-1.
Florence Webb, Acting Deputy Director of the Planning Division, presented a
history of the proposed mobilehome converison ordinance.
Hal Simmons, Assistant Planner, spoke regarding the feasibility of developing
Mobilehome Parks on City -owned land. He spoke regarding mitigation methods
for tenants who would be displaced by conversion of the parks to another use.
Viewgraphs were presented showing various assistance formulas, eligibility
of homeowners for assistance, and activation of the ordinance.
Assembly Bills 2429 and 2748 were briefly discussed.
Charles Clark, Associate Planner, presented information regarding methods
used by the cities of San Marcos, Newport Beach and Anaheim relative to mobile -
home park conversion.
Discussion was held regarding the need for a quorum as two Councilmembers
left the room momentarily.
Discussion was held regarding the "triggering" wording to be used in change of
use definition.
The Director of Development Services clarified the difference between Mobile
Home zoning and Mobile Home Park overlay.
Discussion was held regarding using a sliding scale in determining mitigating
measures for homeowners displaced by a conversion.

RECESS - RECONVENE
The Mayor called a recess of Council at 8:57 P.M. The meeting was reconvened
at 9:12 P.M.
Discussion was held regarding findings in the proposed mobilehome park conver-
sion ordinance. Discussion was also held on a sliding scale relative to
mitigating measures for persons displaced. Also discussed was a retroactive
clause for the ordinance.
A motion was made by Kelly to direct staff and the mobilehome park conversion
committee to consider a sliding scale relative to mitigating measures for
displaced mobilehome owners. The motion died for lack of a second.
General discussion was held regarding the ordinance.
A motion was made by MacAllister, seconded by Bailey, to direct staff to
provide financial data on a sliding scale concept, on the tenant having the
right of first refusal to rent or buy housing if that is the new land use on
the property, feasibility of retroactive zoning, definition of change of
use and to report back to Council October 25, 1982. The motion carried by
the following roll call vote:
AYES: MacAllister, Mandic, Finley, Bailey, Kelly

ABSENT: Pattinson, Thomas
SUPPLEMENTAL AGREEMENT #2 - RAINBOW DISPOSAL - APPROVED
The City Administrator stated that Council had been provided with a communica-
tion from the Director of Public Works regarding Supplemental Agreement No. 2
between the City and Rainbow Disposal Company.
A motion was made by Kelly, seconded by MacAllister, to approve Supplemental
Agreement No. 2 between the City and Rainbow Disposal Company to extend the
length of the contract at the present rate until a new rate could be negotiated
and and approved by the City Council. The motion carried by the following roll
call vote:
AYES: MacAllister, Mandic, Finley, Bailey, Kelly
NOES: None
ABSENT: Pattinson, Thomas
STUDY SESSION SCHEDULED - 10/4/82 - FEE SCHEDULE
Following discussion, a Study Session relative to a fee schedule was scheduled
for October 4, 1982 at 6:00 P.M.
EXECUTIVE SESSION
Mayor Mandic called an Executive Session of Council for the purpose of dis-
cussing personnel and/or litigation matters.
RECESS - RECONVENE
The Mayor called a recess of Council at 10:10 P.M. The meeting was reconvened
at 10.25 P.M.
