Mayor Mandic called the adjourned regular meeting of the City Council of the
City of Huntington Beach to order at 7:30 P.M.
ROLL CALL
Present: Pattinson, MacAllister, Mandic, Finley, Bailey
Thomas (arrived 7:35 P.M.)
Absent: Kelly
STUDY SESSION - PRODUCTIVITY REPORT - MANAGEMENT STUDY &.IMPLEMENTATION PROGRAM -
WILLIAM HAMILTON & ASSOCIATES
The City Administrator presented background information regarding the Manage-
ment Study & Implementation Program. He stated that city employees who had
been selected to serve as producitvity aides would review the Productivity
Improvement Status report. The Director of Development Services presented
information regarding an organizational study of his department completed by
William Hamilton & Associates.
Bill Taylor, representing William Hamilton & Associates, presented a report
on.the matter and introduced Gregg Caswell, Productivity Aide. Mr. Caswell
spoke regarding the reorganization and development of the street sweeping
division. He reported on changes in vehicle and building maintenance.
Tony Duarte, Productivity Aide, presented information regarding sewer line
maintenance. He spoke regarding the safety manual that had been developed.
Bill.Taylor spoke regarding water meter reading, meter repair, installation of
services, domestic meters, fire meters and billing procedures.
EXECUTIVE SESSION
The Mayor called'an Executive Session of Council to order at 9:00 P.M. to
discuss personnel anal/or litigation matters.
RECESS - RECONVENE
-The Mayor called a recess of Council at 9:00 P.M. The meeting was reconvened
at 9:25 P.M.
Councilman Pattinson left the meeting of 9:25 P.M.
REVIEW OF 1982-83 FY CITY BUDGET
The City Administrator informed Council that they had been provided with
graphs to be used to review and update the budget analysis dated October 15,
1982.

The City Administrator spoke regarding the City's fiscal position over the
next two or three years, trends and the state position and federal grants.
Dan Villella, Financial Operations Administrator, presented veiwgraphs of
charts and graphs related to general fund revenue and transactions comparing
last year to this year; and a comparison of projected to actual general reve-
nue funds. He spoke regarding general fund expenditures year-to-date and
available funds relative to the general fund and the contingency fund. He
spoke regarding the impact of the proposed trash collection and disposal fee
and the electronic game fee ordinance. He also spoke regarding intergovern-
mental revenue, state subvei:tion and federal revenue sharing.
Discussion was held by Council regarding long range budget projections and the
possibility of a retreat to consider reassessment of goals and priorities.
The possibility of a management audit study in the future was discussed.
ADJOURNMENT
Mayor Mandic adjourned the adjourned -.regular meeting of the City Council of
the City of Huntington Beach to December 6, 1982 at 6:30 P.M. in Room B-8,
in the Civic Center.
