ROLL CALL Present: Thomas, Mandic, Finley, Bailey, Kelly Absent: Pattinson, MacAllister The Mayor waived the reading of the Call for Special Meeting, which read as follows: CALL FOR SPECIAL MEETING OF CITY COUNCIL Robert P. Mandic, Jr., Mayor Don MacAllister, Mayor Pro Tem Ruth Bailey, Councilwoman Ruth Finley, Councilwoman Jack Kelly, Councilman Ron Pattinson, Councilman John Thomas, Councilman You are hereby notified that a Special Meeting of the City Council of the City of Huntington Beach, California, is called for and will be held in Room B-8, Civic Center, at the hour of 4:15 P.M., February 1, 1983,'for the purpose.of ratification of a proclamation confirming existence of a Local Emergency caused by high tides combined with high breakers and excessive rain, commencing on or about 11:30 A.M. on the 27th day of January, 1983, at which time the City Council.of the City of Huntington Beach was not in session. Mandic, Jr. r Page 42 - Council Minutes.- 2/l/83 COUNCIL.RATIFICATION CONFIRMING EXISTENCE OF LOCAL EMERGENCY On motion by Kelly, second Thomas, Council ratified the proclamation of the Director of Civil Defense/Emergency Services confirming the existence of a'local emergency at 11:30 A.M. on January 27, 1983; and further proclaimed that said local emergency shall be deemed to con- tinue to exist until its termination is proclaimed by the Council. The motion carried unanimously. RES NO 5229 - ADOPTED - AUTHORIZING CERTAIN OFFICIALS TO REPRESENT TPR rTTV The City Attorney informed Council that this Resolution was directly in line with the emergency for which the meeting was called and that its adoption was proper at this time. On motion .by Kelly, second Thomas, Council adopted Resolution No. 5229 "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING CERTAIN OFFICIALS TO REPRESENT THE CITY IN ACQUIR- ING FEDERAL SURPLUS PROPERTY AND EXECUTING DOCUMENTS RELATIVE TO ACQUIRING SUCH PROPERTY", by the following roll call vote: AYES: Thomas, Mandic, Finley, Bailey, Kelly NOES: None ABSENT: Pattinson, MacAllister REPORT ON DAMAGE ASSESSMENT - PICARD Fire Chief Ray Picard, Civil Defense Director, presented his report of the storm damage assessment from January 27 through January 30, 1983. He stated that the property damage to the homes was minimal; that the state of emergency for Orange County had been included in the State Governors proclamation, but, as yet, the Federal Government had not declared the local emergencies; and that Army Corps of Engineers and the EOC Officials of Huntington Beach were currently working on the local damage assessment. Chief Picard reported on the original damage assessments as follows: 1. Pier - $20,000 - $25,000 Deck damage and an approximate total of $200,000, including deck, sewer pump, pilings and structure. 2. City Beach - $30,000 Beach and Structures 3. Sewer Pump Stations - $100,000 - three stations (two still on - - emergency generators) 4. Street Cleanup and Storm Drains - Pacific Coast Highway (Warner to Anderson) and (Beach Boulevard to Santa Ana River).- at least $5,000 5. Streets - Pacific Coast Highway (Warner to Goldenwest.Street) - $500,000 29 Page #3 - Council Minutes - 2/l/83 6. Bolsa Beach State Beach - $1,500,000 7. Huntington Beach State Beach - Damage assessment undetermined S. Orange County Flood Control - $50,000 9. City Flood Control. - $50,000 10. Homes - Minimal but undetermined 11. Huntington Beach 10" Water Main in Sunset Beach - $5,000 Discussion was held concerning additional storms. The emergency sta- tus can be maintained for fourteen days from the orginal date of the proclamation, beyond that, the City Attorney stated, a new proclama- tion must be declared. Charles Thompson, City Administrator, announced that the City's Emer- gency Operations Center was opened and in operation January 27, 28, 29 1983. He stated that the levee wall had several problems and the Huntington Beach Channel was to be re -engineered east of Beach Boule- vard to the Santa Ana River and where it meets the Talbert Channel. Councilman Kelly stated that he and the Mayor had observed the EOC Headquarters and complimented staff for their efficient operations. Chief Picard commented on the value of using the helicopter during such emergencies. ADJOURNMENT The Mayor declared the Special Meeting of the City Council of the City of Huntington Beach adjourned. AJF:ahb 1/31/83 CITY OF HUNTINGTON BEACH PROCLAMATION CONFIRMING EXISTENCE OF A LOCAL EMERGENCY WHEREAS, Ordinance No. 1757 of the City of Huntington Beach empowers the Director of Civil Defense/Emergency Services to pro- claim the existence or threatened existence of a local emergency when said city is affected or likely to be affected by a public calamity and the City Council is not in session, subject to ratification by the City Council at the earliest practicable date; and Conditions of extreme peril to the safety of persons and property have arisen within this city, caused by high tides com- bined with high breakers and excessive rain, commencing on or about 11:30 a.m. on the 27th day of January, 1983, at which time the City Council of the City of Huntington Beach was not in session; and Said City Council does hereby find that the aforesaid con- ditions of extreme peril did warrant and necessitate the procla- mation of the existence of a local emergency; and The Director of Civil Defense/Emergency Services of the City of Huntington Beach did proclaim the existence of a local emergency within said city on the 27th day of January, 1983, NOW, THEREFORE, IT IS HEREBY PROCLAIMED AND ORDERED that the Proclamation of Existence of a Local Emergency, as issued by said Director of Civil Defense/Emergency Services, is hereby ratified and confirmed by the City Council of the City of Huntington Beach; and IT IS FURTHER PROCLAIMED AND ORDERED that said local emergency shall be deemed to continue to exist until its termi- nation is proclaimed by the City Council of the City of 1. 32 - Huntington Beach, State of California.
