Wednesday, March 2, 1983 Mayor Mandic called the adjourned regular meeting of the City Council of the City of Hunti::ngton Beach,to order at 4::OO P.M. ROLL CALL Present: MacAl:list.er,, Mandic,. Finley,, Bailey Kelly (L`arri!ved 5:15 P.M.). Absent: Pattinson, Thomas COUNCIL RATIFICATION CONFIRMING EXISTENCE OF LOCAL EMERGENCY, On motion by MacAllister, second Bailey,. Councils ratifiedthe proclamation of the Director of Civil Defense/Emergency .Services, confirming the existence of a local emergency at 10:30 A.M. on.March 1, 1983;. and further. proclaimed that said local emergency shall be deemed'to continue to.exist untili.ts termination is proclaimed by the Council.. The motion carried by: the following roll call vote: AYES: MacAllister, Mandic, Finley, Bailey NOES: None ABSENT: Patti,nson.,, Thomas., Kelly JOINT MEETING BETWEEN CITY COUNCIL/DEPARTMENT: HEADS. AND HUNTI°NGTONr BEACH CHAMBER OF COMMERCE The Mayor announced that the meeting; had been called for the opportunity of meeting jointly with.City Department Heads and members of the Huntington Beach Chamber of Commerce.. Considerable discussion was held between the Council, Department Heads and Chamber of Commerce members regarding improving; the CIty's business climate and thereby generating more sales tax revenue for the City and the ways that the City and Chamber can work as a team toward -:this goal. LOCAL EMERGENCY DAMAGE REPORT Fire Chief Picard presented a brief damage report for the information of those present. A Page 2 - Council Minutes - 3/2/1983 "ALL RIVER PLAN" - SANTA ANA RIVER BASIN FLOOD CONTROL Councilwoman Finley requested that the Chamber inform the appropriate state legislators of the Chamber's support of the All River Plan developed by the Army Corps of Engineers. DOWNTOWN SPECIFIC PLAN - TRANSPORTATION Mayor Mandic stated that he would be interested in receiving the Chamber's views on the transportation aspect of the proposed Downtown Specific Plan. ADJOURNMENT The Mayor adjourned the adjourned regular meeting of the City Council of the City of Huntington Beach to Monday, March 7, 1983 at 7:00 P.M. in the Council Chamber. ATTEST: Alicia M. Wentworth City Clerk and ex -of icio Clerk of the City Council of the City of Huntington Beach, California BY• e4�-- IZL-2 Deput 4�4 Mayor F, i� 1 CITY OF HUNTINGTON BEACH PROCLAMATION CONFIRMING EXISTENCE OF A LOCAL EMERGENCY WHEREAS, Ordinance No. 1757 of the City of Huntington Beach empowers the Director of Civil Defense/Emergency Services to pro- claim the existence or threatened existence of a local emergency when said city is affected or likely to be affected by a public calamity and the City Council is not in session, subject to ratification by the City Council at the earliest practicable date; and Conditions of extreme peril to the safety of persons and property have arisen within this city, because of flooding caused by an extremely high volume of rain coming after complete satura- tion of the area by prior rains coupled with high tides and high surf, commencing on or about 10:30 a.m., on the lst day of March, 1983, at which time the City Council of the City of Huntington Beach was not in session; and Said City Council does hereby find that the aforesaid condi- tions of extreme peril did warrant and necessitate the proclamation of the existence of a local emergency; and The Director of Civil Defense/Emergency Services of the City of Huntington Beach did proclaim the existence of a local emergency within said city on the 1st day of March, 1983, NOW, THEREFORE, IT IS HEREBY PROCLAIMED AND ORDERED that the Proclamation of Existence of a Local Emergency, as issued by said Director of Civil Defense/Emergency Services, is hereby ratified and confirmed by the City Council of the City of Huntington Beach; and IT IS FURTHER PROCLAIMED AND ORDERED that said local emergency shall be deemed to continue to exist until its termination is pro- claimed by the City Council of the City of Huntington Beach, State of California. 1.
